Council appoints Larry Watt interim manager; dumps search firm that brought us Vina

Seaside Courier:
The City Council met in closed session for more than two hours before voting unanimously to appoint Larry Watt for the position, according to Mayor Kristin Gaspar.

"I am pleased to announce that he has accepted the position this morning pending contract negotiations," Gaspar told Seaside Courier in a phone interview.

Watt, an Encinitas resident for more than 30 years, previously worked as the public works director for the city of Encinitas until his retirement in 2011. He currently serves as president of the Olivenhain Municipal Water District board, a position to which he was elected in 2012. He also previously served as general manager of the San Dieguito Water District, the head of the County of San Diego Department of Public Works' Transportation Division, and worked for the California Department of Transportation.

Council also voted to appoint Avery and Associates the recruitment firm to fill the position permanently.
The previous search firm that brought Gus Vina to Encinitas was Peckham and McKenney, which also facilitated his departure to Brentwood.

      It's not like Peckham and McKenney was on retainer. These firms are usually hired on an as needed and per recruitment basis. To say they were dumped is presumptuous but it is hyperbolic, which I assume is all that mattered.

  3. Exactly… paid another $20,000 to tell City Council everything is OK and there is no value in doing real accounting or financial planning for the City's future.

    Don't worry about the $30 million in unfunded Pension liability. Don't worry about the $1,000,000 in park operational costs. Be happy. Open some pot dispensaries and lets get IRey!

    Me- I'll take the $20,000 per month plus my 100% salary from before for going with the flow. Its not like I went to college or anything right?

  4. PS- Those are all monthly costs. Watts $20,000 per month. Pension liabilities $1000 per month for every household for the next 5 years.

    $1,000,000 in maintenance costs for the park. Means about $83,000 per month costs. How much revenue is the park pulling in per month? who makes up the difference. Should a City Manager be able to answer these questions?

  5. Watt will probably recommend another 35% pension increase for all City Employees and Muir will vote for it because every year he is a Councilmember help build his pension salary! How about the rest?

    This City's citizens are still asleep. We need another episode of the $tock$ firing. Next election Kranz, Muir and Gaspar have to go. I don't know much about Lisa

  6. Every year Muir is a Councilmember builds his pension payments.

    So lets say he made $170,000 per year when he retired. Every year with encinintas he get 2.7 times his highest paid year. Every year he continues to be a council person on PERs he increases his pension $170,000 X .027 = $4,590 per year forever.

    No wonder all the nice houses in town our owned by fire fighters from all cities and why they always have time to surf.

      Most encinitas residents will not use it but they will pay- big time. like each taxpayer now owes another $15,000 do to the City opening up the Regional Park that Encinitas Tax payer built and maintain.

      here comes the big push for the huge lights. The lights at the Ecke Sports field light up half of Encinitas at night. I'm sure cardiff will love that.

      Dalablabber and $tock$ sure left a nasty scar on Encinitas as City Councilmembers.

  9. I'm glad they chose someone as interim manager that has a long history in Encinitas, not an import/export.

    I hope they make sure the new city manager, and eventually the (new?) city attorney, are well familiar with open government law, the Brown Act, Calif. Public Records Act, Govt. Code that includes conflict of interest laws. Their degrees should include an ability to understand and administer rudimentary law. They should have some training in and understanding of ethics, although that academic background hasn't seemed to hold LS in good stead.

      What he does get is more years added to his pension. Say he retired at $160,000 year. retirement for Encinitas is a whopping 2.7% for each year worked (Thanks $tock$ for that DEBT). 2.7 x 160,000 = $4,700 get added to his pension forever each year he is working for the City plus the huge hourly wage that we will pay.

      Why is Larry a good guy. what credentials does he bring or what has he done that makes him a good guy?

      He may be coming back as a contract interim employee so it wouldn't goose his pension.

      And Walmart. That's another great institution that has brought this country lower prices...and we didn't even have to give up anything in exchange for those low prices -- nothing at all! And those deserving CEOs and Wall Street bankers who make so much money because they are that much smarter and better than we are. If not for these magnanimous saints, we'd all be chained to union jobs, making 3-4X what we do now, and they'd be forcing us into those defined-benefit pension plans...yuck! Good to know that our masters were smart enough to send those yucky jobs overseas so that we can get busy with our service economy (or was that the financial economy?). Our corporate/Wall Street masters have been so good to us, so we ought not to get uppity and start organizing and asking for our "fair share." That explains why after a couple of hours of deliberation on whatever agenda item is being discussed and it comes time for the council to deliberate, he asks questions that were fully and clearly covered previously in the last few minutes. or hours as it may be. Where the freak was he while we were all paying attention the last couple of hours? I am still trying to find something worthwhile in his reign as a council member. Help me out someone. Oh yea, I just thought of one. He backs up Kristen in every instance. What a team player he is and thankfully in the minority.

    On a separate note, todays Coast News editorial page has allowed Stocks to have his distorted say. WTF Editor Tony Cagala!!!! We need Jim back to clean up this intrusion into a trusted publication. And Chris you should know better. Pull some power and do something about your current editor before the Coast News goes the way of the Advocate and the Courier. Your paper has been our most visible and trusted community supporter and to allow such a disreputable character like him back in, does not portend well for your future as a reliable community resource. He has plenty of sway over the other two papers but I never thought it would happen within the Coast News. Huge disappointment in you Tony Cagala.

      You might want to read the op-ed in the Coast news where audet rights about the Encinitas Silver Anniversary Blues and factually documents the parks true costs- Stocks responded and revealed not only his financial ignorance but his irresponsiblity as well.

      Audet later wrote in 2011 that failure to build the park was a tragedy and that a generation of kids had lost out while Stocks refused to perform EIR and sqaundered capital set aside for the park. Interesting Stocks uses the word tragedy when Audet used it first in 2012 and Stocks remained silent - why , because Stocks was seeking re-election.

  18. Stocks has again shown why he is widely reviled and why he was kicked out of city government in 2012. He is shallow, callous and doesn't understand the issues.

    When all is said and done, the Community Park will have cost Encinitas taxpayers $80 million. That's aside from the substantial annual maintenance costs.

    Sand on the beaches in the amount and places where nature has historically put it is a good thing that few people object to. Too much sand is not a good thing, especially when dredging and depositing it kills species at the bottom of the marine food chain. Too much sand has ruined surfing beaches in Carlsbad and has the potential of doing the same in Encinitas.

It takes all kinds and we certainly have every stripe.

    Change is in the air at last, hopefully, and if our council proves they are there for the residents, we are one. Hope springs eternal that they choose to listen to all the voices that are motivated by preservation of community character and not personal profit.

    The heart of this community is at stake. There has been betrayal in the recent past but we have a new chance to restore some faith. It is a new year , a new council makeup, and a hopeful chance at positive change.

    Council, know we are paying attention and true presentation will pave the way for a generously appreciated action. We have a chance to leave the election divisions behind and join together as one as long as we see you standing for us in preserving this so special community.

    The talent we have here should preclude ever having to hire an outside resource for hiring the best of the best. We already have that here, if only they could be appreciated for their years of unpaid dedication, week after week, month after month, year after year.

    These citizens are the truest sense of community and we all benefit and should appreciate their giving nature to the betterment of us all.

Every citizen and special interest of every kind (people who want the park/people who don't, people who want an arts center/people who don't, people who prioritize progress/people who prioritize keeping things as they are, etc.) has their own vision of "much needed projects." That's what makes politics so difficult. As far as I'm concerned we all make typos, misspellings, etc and it's no big deal to me, especially trying to write in this damn little box.

      I did however, point out that in the subsequent flippant response to 10:33, "Thx grammar mom." (1/11 9:56 AM) that the issue was about spelling and not grammar (1/11 12:19 PM). Does 9:56 know the difference between spelling and grammar? I'm sure they do but the response just demonstrates carelessness and should be called out.

      As far as what I mean by "projection", I'll let Wiktionary explain:

      I was going to hold myself to no more entries on this thread but because it sounds like I may have been responding to more than one person unknowingly, I wanted to try to clarify it.

      Glad to hear you're in education. I myself am always trying to learn new things every day. Thanks for the tutoring offer but I'll decline unless you are a Civil War historian then I may take you up on it. And if I have a coronary in the near future, rest assured it had nothing to do with this blog.

      I know a good deal about Civil War history as well but I am trying to learn more and trying to catch up with all the new books being published to coincide with the sesquicentennial.

      I'm sure you'll be happy to know that my heart is in great shape.

    19. I was just told this week by a well known cardiologist friend that people who think running and strenuous exercise is good for your heart have it all wrong. In fact, the strain can actually enlarge your heart which has happened with many, many people. They, in turn, have ended up with heart failure and at a very early age needed to have a pace maker.

      The statistics on this are staggering. One never knows how good their heart is until something happens. It usually is quite a surprise and all so sudden.

  32. In the future, this blog will have much better writing. People who move in today need to have a good education and employment to afford a home here.

    When you see the jumbled thoughts, circular logic, paranoia and poor writing, know that you are dealing with an old burned out hippie who moved here back when a high school dropout could make it here.

    Don't fight with them, it's not worth it. Just give them a pat on the head, and wait for gentrification to erase their type from the blog.
