Among the candidates for various commissions to be interviewed at this Wednesday's council meeting is Joseph Mosca for Parks and Recreation, who has less local history but more political history than most.
The Sierra Madre Tattler, which was highly critical of Mosca, has lots in its archives, and paints a picture of a politically ambitious former rising star in the LA County Democratic Party who had his eye on an Assembly seat. Mosca resigned his council seat in 2011 to move to London for family reasons.
Among the archives is this discussion of the eerily Barthesque drama over Sierra Madre's mayor rotation.
Given the weak field of potential 2016 Encinitas council candidates, Mosca could fairly quickly become a top-tier candidate. His spouse is a director at Gilead Sciences, whose stock is up 400% since he's been there, so campaign money shouldn't be a problem.
I just put this up on my site as well. Thanks for sharing this with us. Much appreciated! Just a quick note. Joe Mosca was a new resident in Sierra Madre when he moved to Sierra Madre. He told us he was big on slow growth, then hopped into the sack with the big development interests right after he was elected. Beware!
ReplyDeleteActually that should have read, "Joe Mosca was a new resident when he first ran for office in Sierra Madre."
DeleteHow about some real, verified votes or other background on Mosca and why we shouldn't vote for him. Lots of hate on the Tattler, not a lot of facts.
DeleteLet's get it out of the way now, Mosca is in the vanguard of being an openly gay mayor in So Cal. Sounds like this may have been an issue.
FYI, the Tattler is published by former City Council aspirant John Crawford...

Mosca is very quick to play the "gay victim" card. Be aware of that as well.
DeleteEncinitas, watch out! There is a known history of duplicitous behavior from Mr. Mosca. Thanks to the Tattler, here's a brief summary that you can see for yourselves:
ReplyDeletehttp://sierramadretattler.blogspot.com/2009/11/joe-mosca-top-10-video-countdown.html
Dump MOSCA.
ReplyDeleteBarth is a turncoat. Although she claims to have restored civility to Encinitas, she has done more to fragment her former supporters than any other person.
ReplyDeleteIn Spanish, "mosca muerta" means hypocrite. It sounds like Mr. Mosca is aptly named!
ReplyDeleteIn Italian Mosca means fly. Like the winged insects that congregate on roadkill and road apples.
DeleteWatching Joe verbally attack an 80 year old man is decorum at its very best.
DeleteDon't need this guy in any city position. His past is ominously bad and the "tiger doesn't change its spots" - no offense to the tiger. This guy radiates sleeze.
DeleteWhy does Encinitas attract these types? Coincidence or a plant? Time will tell,,,,,
ReplyDeleteI'm just guessing - there's money to be made off of your town?
Delete12:32 PM Precisely!
DeleteJust watched some of the referenced videos of this guy's performance in Sierra Madre - he looks like another $tock$!
ReplyDeleteRemember the words of the New Urban West developer: "Encinitas is a magnet for density bonus!" One of their own, telling us their point of view. Mosca needs to be watched and opposed.
ReplyDeleteAh! We are also opposing New Urban West. They have very bad plans for our monastery grounds.
DeleteSmall world.
DeleteThey are smoooooth. Watch for them trying to get to know you on a personal basis, asking sincerely (yeah, right) how you like to see a development designed. Listen to them talk about how they worked with other neighborhoods for win-win outcomes (not really). They are known for turning residents into pawns to fight other residents. Not among the good guys.
DeleteMosca will run for city council as a preservationist. Once elected he will work tirelessly for developer and realtor interests. Here is a video of Joe turning on people who worked for him when he was running for office. Joe talks about civility, but doesn't always practice it.
ReplyDeletehttps://www.youtube.com/watch?v=sJHhzjwX9ww
Sounds like Joe will be easily revealed, should he make a run for it. Keep this info out in front of folks you come across and people will be ready to vote against, no matter how much $$$$ the BIA puts behind him. Whoops, forgot a $.
ReplyDeleteYou people are freakin beyond belief.
ReplyDelete- The Sculpin
Cozying up to the manipulators and power brokers again, I see. Why don't you rename yourself the Poodle or the Yapping Chihuahua
Deletefor the kennalization of Encinitas?
It's straight character assassination on this guy Mosca. I'm researching him now, but it's a bit much to go after him this hard based on someone up in Sierra Madre who clearly doesn't like the guy.
DeleteAnd you, bottom feeder, are always so predictable. I wonder why you bother to post your completely valueless opinions that forward nothing positive or constructive to any topic under discussion. Thanks for the usual nada that we can always expect from your limited abilities to offer anything of value. A boot licker, as someone else brought up and it continues to apply to all of your contributions here.
ReplyDeleteI don't see the Sculpin as a boot licker at all.
ReplyDeleteMaybe a detached observer, but then that could apply to more than a few of us.
That said, what's freakin beyond belief about the above comments?
DeleteSculpin offers more realistic insight and wisdom than most of the contributors here. Mr. Green Jeans seems to have gone away. When Sculpin gets chased out, this will become an echo chamber of crazy irrelevance.
DeleteCheers.
8:52 "more realistic insight and wisdom"? That's all you've got? Better take another drink.
DeleteRealistic insight and wisdom is part of the process. It is also a best practice.
Delete9:49 It all depends on whose process you are referring. May not always be the best practice. Bottom feeder lacks realistic insight and wisdom. That is a given.
Delete8:52 AM
DeleteCareful. After they've drank their cool-aid, they become incoherent and quick tempered. Those who challenge them are the devil. They will make fun of your name (handle). They begin to speak in tongues.
10:22 - I was being sarcastic.
DeleteI'm still around, just taking a break.

Mosca is a lawyer by trade, most recently for So Cal Edison. He and his partner apparently moved to Sierra Madre in 2005. Sierra Madre is a true small town of about 10,000 people, with a lot of long, long time residents. Needless to say, development is an issue (note: I grew up in nearby Pasadena).
DeleteSounds like they have some issues with contentiousness that would make Jerome blush..
http://www.pasadenaindependent.com/news/sierra-madre-mayor-macgillivray-slams-down-gavel-on-mosca/
I'd say if anyone has any concrete information about Mosca, other than idle gossip, hate mail etc, then post it. Everything I can find on this Tattler site is clearly anti-Mosca.
DeleteLet's see some bullet points, not just small town hatred towards outsiders.

Joe Mosca on how to deal with annoying seniors
Deletehttps://www.youtube.com/watch?v=sJHhzjwX9ww
Wow, eight years ago. And where are the lights in Sierra Madre? Different town, different deal. Give the guy a chance. No where near as bad as some of Jerome's rantings, and look how long he served. Get a life, folks...
DeleteDog lovers of Encinitas please note: For his initial Sierra Madre City Council race, Mosca's family portrait mailer has a Golden Retreiver rent-a-dog. The dog was never seen again. Fake family dog = fake man.
DeleteMosca will do anything to get elected.
8:52 AM the cheerleader for the grovelers.
ReplyDeleteIt is good to be on the watch for future problems and problem candidates, but we have some awful people to focus on getting rid of and next after the vanquished City Manager we need to take care of our cancer like city attorney who somehow extorted a good review when their performance is terrible at best.
ReplyDeleteAnd avoid putting in more problem children. Sounds like Mosca would be yet another in a long line of major appointment errors.
DeleteMy guess is the fix is in. They will put Joe in there.
DeleteGet over your obsession with getting rid of the city manager. He is in for the long haul. Move on.
DeleteThought Vina was gone.
ReplyDelete2:11 Correct. I should have said city attorney. My apology.
DeleteMeanwhile while Encinitas fiddles, Del Mar is pushing public works and installing new sidewalks, streetlights and drainage.
ReplyDeleteOn a side note: where was our Mayor on Saturday at the Arts Alive unveiling? It was a kid friendly event. Tony and Lisa were there, county supervisor Dave Roberts and even old Jim Bond made an appearance. Kristen Gaspar has time for secret meetings with Andreen and homeowners, but doesn't respect her fellow Rotary member, Danny Salzhandler, and all the hard work he dies every year for NO MONEY. No respect for the 99 artists who paint the banners which gets national coverage every year and is growing in popularity. I remember her saying that "...as Mayor, I'm expected to do all sorts of things", but supporting this citizen effort apparently isn't a duty she finds important enough. Pathetic!
ReplyDeleteAgain, Encinitas fiddles with bad art, while DelMar puts in infrastructure.
DeleteBad ART that many won't buy nor want. Bond only shows up to support his wife and he buys his wife painting....So much of the ART is so bad it's a crime. Still letting the BLUE BABY artist produce nonsense?? It might be called art but is it being sold?? NOPE.
Let me guess what are on the banners this year??
Swamis
A wave.
A bird.
Baby at the beach.
101 sign
A surfer
A woodie
People it's been done, a thousand times....
I don't doubt Gaspar not showing up, neither did/would I.
2:00 : You've inspired me to do a banner next year and it won't be a wave, bird or baby at the beach! I'm going to do your portrait...... of a dick.
DeleteBad hair day maybe?
Delete3:08- well that will be different, finally.
DeleteI have a great idea. Lets borrow more of our children's money and go into DEBT building an art museum, so they will have a really expensive place to hang these "excellent" banners. Sigh….
Delete3:08 its been done- $tock$ baby portrait.
ReplyDeleteI agree. Del Mar puts in needed infrastructure. Encinitas wastes money on bad trophy projects.
ReplyDeleteThat's because we have mindless people on council. One continues to wear her tiara because she thinks she's a queen; one sits and stares at the ceiling and keeps repeating "as it relates to"; one who never smiles and looks like he is mad at the world; one who blabbers constantly while waving arms and can never quite get it; one who wants discussions so she can figure out what other council people are thinking.
DeleteThe city continues to suffer while our neighboring cities get things done.
Don't elect these idiots for another term.
Discussions = Blakespear. Blabber monkey is Shaffer, right? Hilarious descriptions and very apt personifications!
ReplyDeleteMosca is the reincarnation of $tock$! Don't let this parasitic opportunist imbed himself in Encinitas politics or a disaster will ensue!
ReplyDeleteBack up your comments. From what I can see, the guy doesn't act anything like Stocks. For starters, he's a Democrat. Let's try and not have a witch hunt before we even know the guy...
ReplyDeleteEver hear of a DINo? Democrat in name only. Don't be fooled if he claims to be a democrat and yet supports repugnican sic, sick values to future development pack and stack. He didn't acquire his reputation over nada. We have had too many insiders holding sway for too long around here thanks to past council members being so easily manipulated. With all the others who offered their service on various commissions why take a chance on one whose history precedes him?
ReplyDeleteThat is one reason why EUSD ended up with baird who history preceded him and yet he was hired. Duh.
Exactly. If the press and videos of Mosca that EU provided and your own Google search don't make you at least curious, then you've got your head happily in the sand.
ReplyDeleteDINO, RINO. LINOS. I've heard of all of them. I have seen all the stuff on Mosca, and it is noted. But since I grew up in the Pasadena/SM area, I know how overheated a lot of the stuff is in a town of 10,000 people. It's still like the 1950's in that town, it's not your average area of So Cal.
ReplyDeleteI'll follow what he does on the Commissions, and then if he runs for council, I'll do the usual vetting, but I'm not down with the pocket Sherlock Holmes witchhunt that's going on here.
11:58 AM How much evidence do you need? Witch hunt??? More like a striking expose - some people are apparently slow to learn and do it the hard way.
ReplyDeleteYes. Whatever you do don't look at Mosca's record elsewhere. And do line up to be the first to carry his carpetbag. All the smart cities are turning their governments over to people who have been in town for less than a year.
ReplyDeleteThe Sierra Madre Tattler is a horrible example of yellow journalism. It's full of lies and caters to crazy conspiracy mongers.
ReplyDeleteThanks, Joe.
