The current city council has continued prior councils' practice of not providing written summary minutes of council discussion, but only "action minutes" which state the outcomes. Encinitas Undercover will provide a forum for observers to record what occurs at each council meeting.

ReplyDeleteReally? A towing company? The planning commission found rightly that this use was not shown to be compatible with the neighborhood. Sounds good to me. There are residences in the area. Interesting that Gene Chapo is representing the towing company. He was once on the planning commission. Seems like we have a revolving door problem. I credit the planning commission from seeing through this ruse.

DeleteFreeway noise is different than tow trucks. It seems planning commission can't win. Either they listen to the residents too much or too little.
DeleteThe towing company should be a compatible use for that zoning and that area. Nearby business owners also supported Leucadia Towing's appeal.
DeleteWhether or not it would be compatible is a matter of opinion. Shaffer and Kranz were correct on this issue, as well as speakers Gene Chapo and Sheila Cameron.
Mark Muir seemed concerned that the Fire Dept. could handle the car lock-outs. There would be very few impounds. The noise from the EDCO trucks is related to current City usage. The towing trucks woiuldn't be parked on the grounds overnight.
Catherine Blakespear was the swing vote on this one. She wanted Leucadia Towing to come back to ask for the permit with the condition that the yard would not be used for any impounds. I hope Leucadia Towing, which has been a good neighbor and friend to many, can work this out.
As I found out after the fact, the irritating back up beeping by large trucks can be easily disengaged when on site. That should make a huge difference to the neighbors since that is what they themselves brought up as the most objectionable part of having towing operation located there. Edco is already there????? They too could disengage the beeping when on site. How about this, fellow citizens? Is it enough to make a difference?
ReplyDeleteGood idea, 9:22. Yes, that could be part of the conditioning of the permit. A towing yard is a permitted use, in the present zoning. A permit should be granted, with reasonable conditions.

DeleteThere was a little bait and switch in the request for a place to park the trucks which morphed into an impound yard. The owner of Leucadia Towing wants to expand his business with a contract with the Sheriff or Highway Patrol. Impound yards required major outdoor lighting and security such as barbed wire and razor wire. There is only one entrance and exit and left turns may be prohibited requiring the truck driver to travel down Santa Fe Dr. to El Camino Real to make a turn. As an impound yard, it would be open 24/7.

There should be a lifegaurd station above the lifeguard/safety officer parking structure that was already built on the bluff. That lifeguard station could replace the public "observation platform, freeing up more towel space closer to the waves, the beachline.

ReplyDeleteThe City HAD the money to pay outright for this project but Tony and Lisa foolishly spent it on Pacific View, that is now up to $33 mil being spent before anything can be built on the 1.78 acres of land; remember, the entire council voted to spend $4 mil, Tony, Lisa and Teresa spent the other $29 mil.

The city could have gotten PV for a lot left if Stocks and Friends would have allowed an appraisal to proceed 9 years ago. Instead we have a big sports park for $50mil and took another million from land acquisitions fund and diverted it to the sports park.

It's going to be a beautiful building. The architect will win an award. And it only costs $1200 per square foot. You could go to the library, use a book of standard plans and get a lifeguard tower for less than $200 per square foot, but no award. Don't forget the toilets are gold-plated.

ReplyDeleteIf they wanted the best vantage point to observe the whole safe keeping beach scene, it seems like the lower parking lot would do the trick. Hopefully, only small part, if it were even feasible. It seems a natural viewpoint and preserves a lot of sand space that can flood without worry if the weather goes nuts.
Curious, not really at this point, that Planning screwed up again and never asked the appraisers if there were a better site. Their only response was to address the scouring that could occur, will occur, and dig a deeper foundation. Cha ching $$$$$$$$ $3 million? Yea right. That's a starting point.
So Shaffer and Kranz and the others that vote for this structure in our surfzone will be known in legacy as putting concrete in a surf zone when we knew it would always be a surf zone. Whats next a hotel out on piers at Swamis at the main break. How about a heliport at Grandview southpoint???

Bay windows are a bump out. A whole wall of them is not. Last night council had a chance to fix this and chose not to. They had an easy out due to the lack of the planning director providing crucial information before bringing this before council.
Once again, Planning and Manjeet screwed this town over and set a precedence that we will all suffer under in the future.

This area is known as the last remaining natural coastal habitat areas East of the railroad track corridor throughout the City of Encinitas/Cardiff. A State of California Environmental Scientist and State Licensed Landscape Architect conducted this sensitive habitat/biological survey. It was conducted on January 22, 2016 and a short list of the findings are as followed:

DeleteSo I did some walking around this weekend and found the following areas in Cardiff replete with all sorts of native species:
All along the northern bank of the estuary from Las Olas all the way to the corner of Manchester and El Camino Real;
The hills just west of the freeway, south of Birmingham, north of Manchester and behind the apartments and sanitation facility;
The slopes south of Sea Village, west of Lake and around Via Tiempo;
The canyon at Park Place, but that’s private property so maybe it doesn’t count;
and Rossini Creek.
So I get that you're not in favor of the rail trail, but please use a better argument than the potential extinction of native species. It's nonsense, especially in a town that prides itself on preserving these species and eradicating invasive ones. Just look at what they did with the Swami's pedestrian crossing. It may not be to your tastes or mine, but it was still well done.

DeleteAre you completely in the dark on how those areas were saved? Many of the hills with endangered species were part of developments that had to save a portion of what the developers wanted to destroy. That didn't happen because of the generosity of the developers. Many residents came out to council and planning meetings to say no to the destruction of our native species open space. Next time you walk around thank the residents that fought for saving them and not the three dummies of Kranz, Blakespear, and Shaffer that have the title of Council members.
Many of those residents who came out live in houses built before there were requirements to set aside native species as there is now. Constructing their houses eliminated most native vegetation. How many have Coastal Sagebrush growing in their yards? Don't hurt yourself patting yourself on the back.

How pathetic is it that you have to give Sculpin's motives a sinister twist just because he/she doesn't toe the group line. You can't just disagree. I'm afraid it says more about you then about Sculpin. And no, I don't always agree with Sculpin.
The problem is that Sculp gives strong opinions not supported by facts and documentation. He/she doesn't seem to attend Council or Planning Commission meetings. Nor are any links ever included. Not a good way to argue a point of view, especially when putting down the opinions of other.
