I sort of feel sorry for both Barth and Shaffer. They seem to want to be loved and appreciated so much that they cannot help but make a mountain out of a molehill. This mediation process was not well thought out. If neighbors don't get along with each and can't work out their differences, there is no mediation that will bring them together.

It really doesn't matter that a mile down the road the city has posted signs that bluff is unstable and proceed at your own risk. Nice work City Council - We get a building in the surf zone and ignore the huge disaster one mile to the north.
This City Council preaches one thing and acts another. Cant wait for these incumbents to get out.

Assuming the voters adopt the HEU at the ballot box, it doesn't automatically change zoning, or implement any programs.
After adoption by the voters, both HCD and the coastal Comission review and approve the HEU. If they bless the plan, the city becomes legally obligated to implement the programs within the plan individually. The HEU contains specific dates for the execution of each required change, and some of those dates may be several years down the road.
The ballot box vote authorizes a plan, which requires subsequent actions by council to put into effect.
Go read the HCD-approved housing elements of a few other cities, and you'll understand. The day after Election Day, nothing changes.
