According to city staff, if the council requested to remove some of the parking from the Streetscape plan to create more room to accommodate bike lanes in both directions, it could lead to issues with approval from the California Coastal Commission.
“I really want to be clear that we’re not directing or asking this project get derailed over this,” Mayor Catherine Blakespear said. “I know that’s the kind of thing that can make it not actually acceptable to the coastal commission and then we get into a multi-year process of negotiations.”
City staff said they would go back to look at designs in the hopes of finding a way to accommodate the bike lanes, which are of great interest to the public. Staff said they would return to the council with their findings in one week’s time.

does no bike lane eliminate the City's liability for any "mowed over" cyclist? Also, one must comment on the awesomeness of Streetscape so far. I love the Home Depot 6x6x10 treated timbers. I am sure that they will last for generations. The 1" covering of mulch to highlight areas is also classy and resilient. The bestest feature is the painted black parking line on the traffic-bond dirt surface. That will also stand the test of time! I guess that these wonderful improvements (thanks Tony!) will consume most of the $20 MUSD. A bond issue to straighten the run-over, shoved and otherwise abused timbers will be needed in 10 months or so. Thanks Encinitas!

Council, the Mayor, should have known that there could not be contiguous, separated bike lanes in both directions. They were told, all along, by the majority who objected to the roundabout Streetscam Plan, that all the bicyclists would have to go through the narrow, one lane roundabouts, with all northbound and southbound motor vehicle traffic's being reduced to one lane in each direction.
ReplyDeleteOur public highway, N101, does not have enough real estate to provide a median, with trees, diagonal parking on west side of highway, parking pods on the east side, expanded frontage for businesses on the west side of the highway, and a dedicated bicycle lane both northbound and southbound. This has been poorly planned and poorly engineered. It was pushed through the Coastal Commission with the help of the Bicycle Pedestrian Coalition, which included many out of city bicyclists, who were just lobbying for it because they viewed this as an "us vs. them" scenario.
The Streetscam has been a vanity project, pushed by a few on the Board of Directors of Leucadia 101 Mainstreet Association, highly subsidized by the City and rents from Leucadia Farmers Market. Most businesses in this area are not part of L101MA. Most business owners also didn't favor the four, five or six roundabout plan, and had signed petitions against it, and voted against it, at city workshops, held by roundabout lobbyists, undeclared lobbyists, who travel the country, pushing roundabouts. This will NOT be safer for bicyclists. Another BIG LIE.

As the council saw, the staff admitted and the Coast News reported, there is not a continuous bike lane through the project. Wherever there's a roundabout, bicyclists have to either go up onto the sidewalk or ride with the cars and trucks through the roundabout.
Streetscam won't stop bike vs. cars and trucks accidents. In fact, they are likely to increase.

ReplyDeleteMonths ago that road/street was torn up then a so so repair was done. And now? A mess. The lanes are no longer deviated with stripping as in NOTHING. It is now guess what lane you are in or make up your version of your lane. This is going North, or, the East side of El Camino Real. On the West side there are few nasty pot holes for your suspension to absorb so maybe you can blow out a shock or bend a tie rod.
It all goes back to the city council.
The group of know nothings and do less.
How about the sunken SDG&E valve boxes in the street? Those are real nice on the suspension of a car.
