  1. Let's play softball:

What is the City's position on ranked choice voting in SANDAG?

What do people think about the upcoming Modal Alternative Project document?
    https://encinitasca.prod.govaccess.org/home/showdocument?id=5725

What will the effect on city tax revenues be if housing prices drop?
Will the Encinitas CIP plans need to be reevaluated?

Interesting to note that while Leucadia and Cardiff are haggling over bike lanes, Olivenhain is focused on sewer infrastructure, way down the list at #25 in importance.

    Their timing was exquisite! 💵💵💵💵💵

The city is going to be hurting big-time with all the costs skyrocketing, due to inflation, and the reduction in sales tax, and TOT and the flattening out of the revenues from increasing property taxes. What’s that are gonna look like as far as future projects and long-term operations and maintenance costs?

Take a look at Agenda 10E, 2023-02-08 Item 10E Review of City Council Policy C003 & Brown Act.

The way I read it, it looks like one might actually be able to ask questions of the council and get answers. Time donations for agenda items are allowed.

      This one is interesting:

I feel bad for you all near the track… when I tried going to eat in the downtown Leucadia the train was so freaking loud. I’ll never go back..

I can’t believe your prior council representative, and now Mayor did nothing the whole time he was on NCTD for 10 YEARS. While other smart cities like San Clemente, San Diego, and Solana Beach took action on the issue and implemented a Quietzones. A few simple improvements a little paperwork and no problem. That is, unless if you’re a dunce. And then everything is a problem.

Tony made it worse and actually increase the noise by 30% 🤣🤣🤣

Oh sorry unless if you live near those F’d up tracks… then 😢

So crazy you elected a Dunce. Seems like you will continue to pay and pay. 😂😂

    Woke up? I wish.

This freaking train blasts all day and all night long without anybody ever riding it. It never even lets us sleep. Let alone wake up.

Don’t even get me started about the huge waste of money and pollution going on while others are looking just to survive.

Just a few years ago it was only about 10 trains per day Max. Now after Tony’s 19 years leading NCTD, the train trips are well over 60 and a blast are endless with hundreds and hundreds a day.

You know what’s the most common phrase I hear around Leucadia? ….

    3. The Chair and board give direction (hire and fire) Matt Tucker....

With Kranz, he let Matt spank him and put him in his place as Matt set the stage for a colossal Coaster failure:

      1. Doing away with contracting for train service and hiring 125 people to run a train that no-one rides.

      2. Purchase over $60 million in diesel trains on a line that no-one rides.

      3. Hire over 120 new employees to service a train that no-one rides.

A perfect example of never vote for the Town Dunce for a City Council member.

      Votes have consequences.

  10. Do we have any control over the number of trains? It’s going to get worse since 15 years ago a bill was passed that about 70,000 triucks carrying food, and other nessesties we need will be off the road starting Feb 1. So it will have to come by train, unless the trains fall into the ocean, or Cargo ships. Look at higher prices and more food scarcity.

    ReplyDelete

    1. Yes. NCTD is running 30 empty trains per day. Stop the pollution, known as the coaster.

    2. Train transport in San Diego is much much more expensive than truck, cargo transport costs. Look it up.

      Delete
    3. Provide the bill or otherwise, I can’t bullshit.

If that is the case, we need to change the law

      Delete
    4. Train is always less expensive per ton-mile. But trucks offer greater flexibility and speed. For instance, the Dole ship that berths in San Diego offloads refrigerated containers of produce. These are perishable and need to get to distribution warehouses for all of the major grocery chains ASAP.

Train schedules and connections are inflexible, and do not go directly to the destination. And a warehouse may not even be on a spur line.

There are reasons to sometimes prefer trucking, but cost usually isn’t one.

      Delete

    5. Like every other type of freight, you need to add up all of the different lines of transport. Trains in San Diego don’t make sense considering how many transfers you need to make. Two trucks to deliver the product.

Talk to any transport logistics, professional, and they will tell you, San Diego is not a train town. Singletracks through San Clemente shut that down.

Not to mention the $4 billion tunnel through Delmar and the $8 billion tunnel through Sorrento Valley to straighten out the tracks to make it semi-feasible.

Much better alternative is to put a second freight rail along the high speed alignment along I 15.

Of course, NCTD could lower the number of trains that run on their railroad, they could choose not to run any of the 30 empty wasteful and highly polluting Coaster trips a day.

The pollution laden ghost trains only started back in 1995

    Read up about it micro-dick:

Funding for right-of-way acquisition and construction costs came from TransNet, a 1987 measure that imposed a 0.5% sales tax on San Diego County residents for transportation projects.[6] The Board established the San Diego Northern Railway Corporation (SDNR) – a nonprofit operating subsidiary – in 1994.[6] SDNR purchased the 41 miles (66 km) of the Surf Line within San Diego County plus the 22-mile (35 km) Escondido Branch (later used for the SPRINTER) from the Santa Fe Railway that year.[7]

Coaster service began on February 27, 1995.[6] NCTD originally contracted Amtrak to provide personnel for Coaster trains.[8] In July 2006, TransitAmerica Services took over the day-to-day operation of the commuter train, based on a five-year, $45 million contract with NCTD.[8][9] In 2016, Bombardier Transportation replaced TransitAmerica as Coaster's operator.[10]

  19. We know, micro-sick works for the diesel producers or the diesel locomotive industry or something related.

For the rest of us, logical folks, there’s some real information:

Despite popular misperception, there is only a small amount of freight operated by BNSF that shares the line. The SANDAG link and pie chart below notes that rail freight in San Diego County is only 0.5% of total freight, with the other 99%+ effectively coming from the highways. The total volume on the NCTD tracks is 30,000 carloads annually, an average of 82 carloads per day, typically coming from two nighttime runs. This is an extremely small amount of volume compared to the 1+ million daily trips that occur on the 5 highway. In the future, highway trucking will benefit from autonomous vehicle technology, particularly with the ability to platoon and schedule trips during the night when highways have more capacity.

  23. 4:42-OK Tiny. Keep on with your ignoring the facts. You repetitiously respond with “train guy” but never addressed the fact that the ridership on a coaster is nonexistent and his dropped over 60% from pre-covet and greater from prior years.

Secondly, it’s highly polluting and damaging to our adjacent communities, and fill in the lungs of a school children with pollution.

You’re even wrong on your mantra. If you were going to call me something it would be:

No pollution woman, no pollution woman, no pollution woman,

I could care less about trains, and it’s unfortunate that you work in the diesel industry.

Catch a clue, and you better start getting into a study program or you’re gonna find yourself out of a job.

The polluting coaster is going away…. All it takes is a majority of board members of NCTD, and the service stops.

I don’t believe the city council members that are on the NCTD board are blind. So all they need to do is go take a trip on the ghost trains and see that no one’s riding them and it’s a huge waste of taxpayers money.

And most importantly, it’s polluting our communities which they are supposed to be serving and pumping spent diesel fumes out over elementary school children’s playing field. in Encinitas that is Paul Ecke Central, and Cardiff elementary.

So go ahead and call me antipollution woman, or a train guy or whatever transgender title you wanna give me. I’m good with whatever.

The highly polluting coaster service will stop. It’s just a matter of how many millions tons of spent diesel fuel and other pollutions are pumped out next to our kids and how many millions and millions of tax dollars we went to waste on that negative impact on our community.

Thanks and have a great day. I hope you can stay clear of that toxic coaster service.

The NCTD representative for the City of Encinitas is now is Kellie Hinze. Considering Kellie is a new mom and her baby girl may be attending PEC in the coming years, she may want to address this huge pollution tax wasting issue. No only is the Coaster program itself highly damaging it it also lead to the fencing off historical access to our Coastline which greatly reduces health active transportation within Encinitas and pushes more and more people into there cars to drive everywhere including to the beach that the locals all used to walk to.....

    1. “Rail transportation is extremely important to DOD since our heavy and tracked vehicles will deploy by rail to seaports of embarkation.”

If you think the DOD is going to allow the elimination of the only rail connection to the home port of the Pacific Fleet during a time of rising tensions over Taiwan and the South China Sea, then you are not living in reality.

Do some historical research. Lookup how that rail line was used during WWII. It was absolutely critical to operations in the Pacific theater.

The fleet in San Diego isn’t very useful if it can’t move heavy gear that destroys roads.

      Good luck, lady.

    2. BTW, here’s a fun thought:

How do you think the refueling assemblies for the nuclear submarines and aircraft carriers get to San Diego? And the nuclear warheads for the ballistic missile subs and destroyers? And the air launched nuclear cruise missiles for the carriers?

Not to mention the conventional ordinance. Old stuff going for refurbishment or destruction—new stuff coming in to replace it.

Imagine the trillions of neutrinos streaming through kid bodies as the trains pass two elementary school playgrounds. There’s no shielding to hold back those neutrinos.

My kids went to school there. It’s all pretty harmless really. But it sure is fun to scare the bejesus out of the irrational mommies by bringing it up.

    3. 8:15/8:32 - Again you do not address the facts.

No-one is saying the military rail will be shut down. In fact we are saying the opposite. The military rail line needs to be secured in a more stable location off the erosive beaches.

To answer your question about movement of military people of goods..... thats simple..... 99.5 %+ of all military people and good travel by highway, ship and air to and from the bases. The military transports its heavy loads via ship and highway. The current rail is way way to weak. Same goes for the decommissioning and removal of the San Onofre Nuclear Power plant. The heavy loads are shipped out on the Highways. The rails can not handle the heavy loads. Fact. You need to read the facts.

Again you fail to address facts. Your distractions are moot.

The highly polluting 30 empty ghost train Coaster trips will be stopped. Its just a matter of how many million and million tons of spent diesel toxin will wash over our communities and into developing lung and the ten of millions of tax-dollars wasted as other needs of tax dollars languish.

Please Kelly. The children's lungs are more important than ghost trains.

And where is the press on this Erin Brockovich issue?!

      Delete
    4. You are just plain wrong.

Sure you can move M1A1s in ones and twos on the road during peacetime.

But that’s not what our military plans for. They plan for wartime, when they need to move heavy gear by the hundreds to port. That kind of traffic on roads would destroy them.

And the nuclear fuel assemblies and weapons, as well as conventional weapons probably do travel by rail, as it’s far safer statistically.

Maybe 50 or 100 years from now with sea level rise it will make sense to relocate the rails inland. But it’s not going to happen in my
lifetime. It’s going to be cheaper and easier maintain the tracks in situ for many years to come.

      Enjoy the nukes passing by.

And also, if war ever does break out, those rails may also be a target for hypersonic cruise missiles.

I suggest moving somewhere where you won’t get any exhaust from vehicles of any kind, and can finally find some peace. And remember, train emissions are way safer than car emissions. 38. Fun fact: Encinitas is where it is because of the trains.

Steam trains needed to refill fresh water tanks to make the steam to drive the pistons.

One of the few reliable fresh water sources along our semi-arid coast was a well dug where the tracks cross Cottonwood Creek.

Every train had to stop, and while the tanks were filled, the passengers would get out to stretch their legs. Some savvy entrepreneur types moved there and opened shops to take advantage of the captive audience.

And yadda yadda yadda, cue montage of Pannikin, Derby House, Historic schoolhouse, and that’s how Encinitas was born.

    https://www.ccohs.ca/oshanswers/chemicals/diesel_exhaust.html#:~:text=Breathing%20in%20diesel%20exhaust%20can,lead%20to%20serious%20health%20effects.

What are the main health concerns?
Short term exposure to diesel exhaust can cause coughing, and irritation of the eyes, nose, throat, and respiratory tract. Breathing in diesel exhaust can cause lung irritation and/or an allergic reaction causing asthma (wheezing and difficult breathing), or making pre-existing asthma worse. Other symptoms may include feeling lightheaded, headache, or nausea.

Long term exposure may lead to serious health effects. The International Agency for Research on Cancer (IARC), which is part of the World Health Organization (WHO), classified diesel engine exhaust as carcinogenic to humans (Group 1), determining that exposure to diesel exhaust emissions increases the risk for lung cancer and possibly bladder cancer.

Who is at risk of exposure to diesel exhaust?
The most common way individuals are exposed is by breathing air that contains the diesel particulate matter. The fine and ultra fine particles are respirable, which means that the particles can avoid many of the human respiratory system defense mechanisms and enter deeply into the lung.

    Workers may be at risk:

In areas where diesel powered vehicles are used repaired, or tested such as forklift trucks, railway locomotive, buses, trucks, construction vehicles, farm vehicles.
Where diesel exhaust can accumulate, such as warehouses, car/bus depots, ferries/ships, garages, vehicle testing sites, fire stations, mines, or where diesel generators or winch motors are used.

Look. You are right I am Train Girl (makes me feel young, Love it!). Trains are great where they make sense. I lived in the SF Bay area for years and loved BART. It was electric, quiet, fast, and grade-separated. It was also usually pretty empty so seating was plentiful.

If NCTD want a train and thinks they have the demand or ridership to support a train from the suburbs of North County have at it. Call it NART - North Area Rapid Transit.
What NCTD currently calls the polluting service of today is not working at all. Coaster - Diesel, Polluting, loud, congestion causing and deadly at-grade crossings, and super slow. They should change the name to NAPST - North Area Polluting Slow Transit. Much much more appropriate.

Convert that current polluting rail line to EV grade separated and we are all good.

There was plenty of information about how burning millions of gallons of fuel next to elementary schools causes cancer but yet you still ask for proof. Well, I will do my best but its not as simple as a Coaster train blasts by Cardiff Elementary spewing diesel fumes over the schools playgrounds and then our children all drop death from cancer. Diesel is not cyanide, but it is high carcinogenic.

Please reference the following article about the results around bays filled with diesel smoke and high rates of cancer in the surrounding committees. Unfortunately our kids are no different than their kids and will suffer the same fate when exposed to the spent diesel discharges.

Diesel truck pollution kills Mitsubishi warehouse deal at Port of San Diego

...Such pollution contributes to fine particulate matter, known as PM2.5, which when inhaled exacerbates conditions such as asthma and heart disease. The tiny particles can lodge deep in a person’s lungs, even their bloodstream.

Barrio Logan already suffers from some of the worst asthma- and cancer-causing air pollution in the state.

Rafael Castellanos, chair of the commission overseeing the Port, said the situation signals a “change in culture” at the agency.

What we need is is a “change in culture” at NCTD. Please contact Kelly today. Kelly has a precious daughter who some day may consider attending a local elementary school. I would think Kelly is concerned about the air the kids are breathing as they play in the playground right adjacent to the diesel exhaust flumes going by 30 times a day.

In comparison to the principal alternative, the diesel engine, electric railways offer substantially better energy efficiency, lower emissions, and lower operating costs. Electric locomotives are also usually quieter, more powerful, and more responsive and reliable than diesels. They have no local emissions, an important advantage in tunnels and urban areas. Some electric traction systems provide regenerative braking that turns the train's kinetic energy back into electricity and returns it to the supply system to be used by other trains or the general utility grid. While diesel locomotives burn petroleum products, electricity can be generated from diverse sources, including renewable energy.[1] Historically concerns of resource independence have played a role in the decision to electrify railway lines. The landlocked Swiss confederation which almost completely lacks oil or coal deposits but has plentiful hydropower electrified its network in part in reaction to supply issues during both World Wars.

    6. Apparently Caltrain in the Bay Area has much smarter board than NCTD

Electric trains will produce substantially less corridor air pollution compared with diesel trains, helping meet the state’s emission reduction goals. Increased ridership will reduce automobile usage, resulting in additional air quality benefits.

An electrified Caltrain will increase ridership and fare revenues while decreasing fuel costs

Sure, you can post a story about someone who drown to make the point that drinking a glass of water isn’t good for you. But doing that would only make you look like a simpleton moron, so why would you?

But if we’re playing that game, then I guess the lesson of Phineaus Gage’s story is that it’s perfectly safe to have a 3ft 7in, 13.5lb steel rod shot through your brain. Perfectly safe.

  54. I started off putting the N-scale toy trains up my ass and recently moved up to the O-scale (or as I call it the Ohhhhhhhh-scale). Anyway before the last council meeting, my wife was putting the 14th freight car up my ballon knot which was a new record for me but also uncomfortable and I ended up freaking out. I started pulling the train cars out of my ass one by one as fast as possible but right as I got near the end they became unlinked. As a result I have my custom E4E caboose stuck in my ass. It's been there for days and Mali's not returning my calls.

Every one of them broke the oaths they took to defend our nation against all who attack our country. There is also the fact that anyone who does such is/should be prevented from ever running for public office.

  60. If you hear private planes flying over and over, back and forth, I'm going to start publishing these flyiing school names that are making money flying in circles over Encinitas and Solana Beach. Putting your families in danger. They make money for their flying school and you get leaded plane exhaust in the air in your lungs besides for the dangers of a plane crash. Two weeks ago Christopher Sluka "crash landed on the beach in Carlsbad".
The next day, his company was flying in circles over Encinitas.
Just this morning, Sluka is flying back and forth over Encinitas. That company couldn't care less about safety.

    1. Let me add, these schools at Montgomery Field are in for a huge surprise if they continue flying in circles, back and forth over and over the 10's of thousands in Encinitas and Solana Beach. Phone calls to major private plane insurers, Homeland Security for domestic terrorism, government pollution control for the state of California. Oh' we have more up our sleeves. That, is just the beginning. I know some very smart people.

      Delete
    2. You’re going to publish the names of flight schools that are operating per FAA rules and ATC commands?

      Okay.

      Delete
    3. There is NOTHING in any FAA regulations granting or allowing private planes to fly in circles/bach and forth over 10's of thousands of people, schools, homes etc.
These schools are making money putting people as risk. You don't think I've done my homework???
Per the FAA, 1000 private plane crash every year across the U.S. Eight crashed here in San Diego County last year. These flight schools fly 17 miles to Solana Beach and Encinitas to fly in circles.
And yes...we will publish "everyone" that puts our area in jeopardy. EVERYONE. Four of us are ex-military.
If you don't think we can find intel on these planes,
      THINK AGAIN

    4. Nope.

I got my Private Pilot in high school.

Part of the training is to practice stuff like flying a ground track circle or figure 8 with a cross wind. Also, flying on pylon vs around pylon turns, which air traffic control may command you to perform to enter patterns or avoid traffic. Also practicing stall recovery, high bank constant altitude turns, and simulated engine out scenarios. That “circling” you see is normal, necessary, and safe as long as it’s not being done in Class Bravo airspace, military airspace, or below 1000 ft AGL in populated areas.

You’ll find the FAA doesn’t change these rules for you, even if you ask nicely or are a veteran.

  61. If only you could employ some kind of a toxicity sensor to quantify the exhaust of these small planes overhead and trains spewing you would be our hero. A big if..... but come on down. You can do it. You can prove that we are all being poisoned beyond a shadow of a doubt with facts that residents are getting cancer directly from these two polluting sources in our specific community.

No more trying, we are done being nice. We tried the polite way, that rarely gets anyone...anywhere...anymore
And as an added note, Encinitas, Solana Beach, Del Mar are considered un-regulated air space. That was told to me by FAA. When we got that info, the gloves came off. Now it's "ground and pound", the old fashion way. They mess with our families safety...
      Good luck

    3. A 1200 flight today over Encinitas and Solana Beach. 6 times each. at 9:30 a.m You see, the pilot uses a 1200 number to hide the tail number and NO ONE at Montgomery Field will give us the tail number. It's done quite often. This way they are hiding their unsafe flying over our families.

    4. Which FAA reg are you alleging has been violated?

What is the class of airspace concerned from the sectional chart, and what are the rules for that class of airspace?

    5. Coast Flight Training out of Montgomery Field.
TEN times over our homes, schools and even the Sheriffs Department. Unsafe and they couldn't care less.

      Delete
    6. BTW, you’re probably looking at ADS-B data. And the 1200 you are seeing is a squawk code. Air Traffic Controllers assign codes over the radio, and the pilot enters the code into a box on the control panel. Every time the aircraft senses the sweep of a radar beam, it sends out the code. Back at ATC, the radar return and squawk codes are merged and shown on a display.

Some squawk codes are unique to a given aircraft so controllers can keep straight who they are talking to.

In this case 1200 is a generic code given to any aircraft flying under Visual Flight Rules (VFR), usually meaning they are not being followed and directed by air traffic controllers through a filed flight plan.

It’s not to hide a tail number. It’s just to ID the plan as a VFR doing his own thing. This is normal for a student pilot practicing with or without an instructor onboard, and logging hours.

There are often many planes squawking 1200 in the same area. So it’s not surprising that whoever you called couldn’t or wouldn’t give you a tail number.

    7. 11:05 Thank you for the others that don't understand.
But, I do. And it's always and excuse to hide what these planes are doing over and over tens of thousands of people that DON'T live near an airport.
Seventeen miles to fly over and over Encinitas and Solana Beach, oh' it's going to stop as we will publish every day, every plane and owner or school that flies like this. We are done putting up with the BS.
