Former city management quietly withdrew a nearly $3 million state grant application to address local homeless encampments late last year, failing to notify the newly seated City Council despite prior council approval, public records show.
The Encinitas City Council, then led by former Mayor Tony Kranz, unanimously approved the grant application on June 12, 2024. The city applied later that month, seeking $2.9 million from California’s Encampment Resolution Funding Program (ERF-3-R), pledging more than $5 million in additional resources.

ReplyDeleteThis is just the latest disaster and unethical behavior from the current incompetent city manager.
The Case for a New City Manager: Addressing Encinitas’s Critical Challenges
As residents of Encinitas, we find ourselves grappling with a myriad of pressing issues that stem from ineffective leadership and short-sighted policies. To forge a brighter future for our community, it is imperative that we bring on a competent City Manager capable of addressing our substantial challenges. Three glaring examples underscore the urgent need for leadership change: the Pacific View property, the ongoing "bike death traps," and the ineffective handling of homelessness in our city.
1. Pacific View Property: A Missed Opportunity
The development of the Pacific View property has been mired in incompetence and a lack of foresight. Under the direction of Jazzercise instructor Campbell and the Parks and Recreation Department, there has been little due diligence regarding the feasibility and long-term utility of a second senior center. To date, no comprehensive feasibility study or long-term use plan has been conducted to assess the need and costs associated with operating this facility.
The result? A facility that is financially burdensome with minimal demand for its services. Without adequate planning, our City Council and the public are left in the dark regarding the associated costs and practical need for such a center. This willful ignorance is a failure of leadership and highlights the urgent necessity for a City Manager who will prioritize responsible governance and thorough analysis before advancing projects.
2. Bike Death Traps: A Pattern of Negligence
The road design issues under the Blakespear administration have led to the implementation of what can only be described as bike death traps throughout our city. The consequences have been dire: unnecessary deaths, immense suffering for families impacted by these tragedies, and lawsuits that threaten to cost the city tens of millions—potentially bankrupting it.
Yet, despite these alarming outcomes, the current City Council supports retaining the very team responsible for these fatal designs. This refusal to reassess and correct a failed strategy is not only irresponsible; it actively jeopardizes residents’ safety and well-being. Encinitas deserves a City Manager who will challenge the status quo and promote designs that prioritize safety and the needs of all community members, rather than a select few.
3. The Homelessness Crisis: A Growing Disaster
The handling of homelessness in Encinitas has spiraled into a troubling nightmare, exacerbated by previous leadership decisions that many have termed "Kranzinitas." Under Bruce's reign, the lack of action has become increasingly apparent—our community’s approach to this pressing issue is entirely inadequate. What we need is decisive and compassionate leadership, grounded in realistic solutions that address the root causes of homelessness and provide meaningful support for those affected.
The opportunity for change lies in hiring a new, competent City Manager who possesses the vision and expertise necessary to address these urgent challenges head-on. We cannot afford to continue down the path of mediocrity, where projects are implemented without thorough planning, safety risks are neglected, and pressing social issues are left unaddressed. Encinitas is a vibrant community, and we deserve leadership that reflects our values and aspirations.
The time for action is now. Let us rally together as residents, voice our demand for a new direction, and advocate for the appointment of a City Manager who is not only capable and competent but also deeply invested in the well-being of our community. Together, we can ensure Encinitas thrives in the years to come.

Deletelet’s go local heroes!!
Correct
DeleteCan't blame city workers, including the city manager, who are just trying to keep their jobs. As Barth's ex city manager Gus Vina used to say "I work at the pleasure of the council."
ReplyDelete9:04 wrote: "Under Bruce's reign, the lack of action has become increasingly apparent." Bingo: Bruce. Not Campbell's reign, Bruce's. She is simply ensuring her direct deposits continue.
A Stocks-era council member once said if you looked in Sapau's file there would be nothing there despite repeated in-writing complaints against him. Same goes for so many others. Unless the employee goes rogue, very issue stated falls in the laps of the five "representatives" and no one else.
Speaking of not going rogue, of course everyone except the 3Ms believe that Kranz knew. His history of lying and finagling behind closed doors is too lengthy for him to be believed now.
This isn't going away, Tony.
Everywhere you make demands of the city manager you should instead insert council members. They are directing her work. Personally I don't like or trust her but have no confusion over where the buck starts and stops.
You’re clearly not aware of the way cities work.
DeleteThe City Council set policy- says they want their residents to be safe and to pave the roads.
They then hire city manager and her responsibility is to develop programs and recommend agenda items for policy decisions so that the city council can make their community safe and fix the roads. The city manager and the staff she hires implement the programs.
The current city manager does not have the skill set in order to do that and therefore she hasn’t and the city is a huge risk, and continues to deteriorate for leading to liability issues.
Bruce is 🥰 by her but that doesn’t excuse her incompetence.,
The paper and follow up PRAs won't let this die. It's too good an expose of the virtue signaling BlakespearKranz have tried shaming residents with for years to let it go.
ReplyDeleteThis happened while Antil was CM, not Campbell.
ReplyDeleteCampbell was the assistant City Manager (Antil's personal assistant) and at times acting City Manager when Antil wasn't around. Bottom Line: Campbell knew very well was going on and complicit. Campbell's name was all over the documentation that CN was referencing.
DeleteFire Campbell and hire a competent City Manager!
Campbell was not on the documents. Only Antil, Anders, KUSIAK and Dacey.
DeleteCampbell knew exactly what was going on. Joy and Bruce were on the council when all 5 approved the grant application on June 12, 2024. Campbell was trained on how-to not work at the pleasure of this council. The whole creepy Vina and Barth drool fess, was just too funny. Who is the love 🥰 bomber really working for, besides AZ Joy?
ReplyDeleteKranz, d'oh. Of course Campbell knew, she was "working at the pleasure of the council." Lessee, who was on council when that letter was sent to HCD? Things that make you go hmmm, right Omed?
DeleteThe slithering snake, love 🥰 bomber has been working Bruce into a nasty situation, like the one Astronomer CEO Andy Byron got sucked into by his HR employee. Byron had to resign after the Coldplay ‘Kiss Cam’ scandal.
ReplyDeleteSticking to the scandal at hand, which let's face it: it is, the timing and direction to "staff" points solely to Kranz.
DeleteBruce and others on the current council may be smitten with Campbell, but the decision to rescind the grant application had to have come from the Kranz. Who else he may have told on council only they know. And no amount of fact twisting from Beauchamp and Zenick can change that telling timeline.
In other news, the PRA-seeking Antil is now bumped back down to assistant city manager for the city of San Bruno, 2/3 the size of Encinitas.
👆 that is telling.
DeleteI’m guessing Campbell will go back to Arizona as parks and rec Director or Jazzercise instructor.
You admit you are guessing? Progress at last.
ReplyDeleteIt’s guessing because I have no idea what she’s gonna do when she’s let go from Encinitas.
DeleteIf she was smart, she would resign and try and save some face on her resume.
My owner, Marlene, is an idiot. He equates the honking of automobile horns at the protests to "sounds of freedom". I'm going to start eating large amounts of chocolate if I don't find a new owner soon.
ReplyDelete- Communist Dog
I can’t blame you commie dog.
DeleteHopefully, you’ll get an owner someday that understands America., Especially American liberty
And now I wanna be your dog

As opposed to the Amerika we now have?

That'll learn em good eh?
Oh and please include Marlonisto Facist too .
Are we good?
Good thx
Delete11:13 fo argue with any city manager about the hierarchy you’re the one inventing The arrangement still working hard for the Kranz come back, aren’t you? You and your Cardiff sidekick?
ReplyDeleteGuess who?
ReplyDeleteDon't they mean OUR TAX DOLLARS????????????
ReplyDeleteKill the homeless........problem solved
CRC is killing the homeless by perpetuate the problem.,
DeleteIt’s OK though they make profit on it. It’s part of building the drug addict homeless population industrial complex.
Tony must’ve ordered the withdrawal of the grant application.
ReplyDeleteMy evidence is strong.
It’s the only scenario that represents a conspiracy where I am the victim.
I have grievances, and they create the meaning and structure of my life.
It’s all so unfair.
—Magatard.
5:35 the only victims are the Progressive Libs and illegals destroying our cities while they riot across the country. Ship em all to El Salvador where they belong.
DeleteYou're thinking of 1968. Go back in the bunker, in Guatemala....
Delete6:59,
DeleteWould you say that you are a victim of “Progressive Libs and illegals destroying our cities” (sic capitalization)?
Would you say that the “Progressive Libs” (sic capitalization) and the “illegals” are joined together in a conspiracy?
NASDAQ and S&P 500 at record highs again. So far it looks like Trump is gonna deliver another great market under his term.
ReplyDeleteWhere’s the nasty Progressive Liberal that told us all the markets were going to crash to levels we haven’t seen since the Great Depression. 😂🤣
And when they asked for proof that they made the “Great Depression” comment you held out till the end, finally posting it and the guy went silent. Love that!
DeleteProof was never provided, and here’s why:
DeleteThe S&P 500 didn’t exist until 1958, so the concept of that index crashing to levels not seen since the Great Depression doesn’t make any sense.
And the DOW 30 industrials reached a high of 381 during the frothy bubble that preceded the Great Depression. In the nadir of the Great Depression it reached a low of 32.
The DOW30 currently stands at over 44,000. To make a statement that we are going from a value of 44,000 to a value of 32 requires a level of dumb that only one person on this blog has.
He ascribes to others this quote, when in fact it never happened because only he is retarded enough to imagine it.
Prove me wrong.
Bring the link.
Record high stock markets, gold, oil prices at 5 year low and life is good under Trump.
DeleteYou’re just bitter because the stock market is at record highs and you were wrong.
The link to your “Great Depression” quote was provided numerous times by the poster.
You’re just bitter and have TDS. You lose again! 😂
Nope.
DeleteIt absolutely wasn’t.
You should try to develop a life with integrity and honesty.
Stop being a shithole loser in a cult of lies.
Where’s the link?
DeleteThere is no link. It’s a lie.
DeleteAccording to people familiar with the decision in the texts and communications there were discussions of how we can excelerate the decay of Encinitas.
ReplyDelete- drunken criminal bar scene - check
- popup bicycle lanes and lame pavement paint creating confusion, deaths and destruction

The current Mayor and incompetent City Manager are grinding Encinitas into the ground.
What does "vibrant community" even mean?
ReplyDeleteThe grant was pulled because we had no chance. It's called cutting losses.
There’s criminal behavior going on at shitty hall.
DeleteHeads need to roll.
The mayor needs to pick a competent city manager.
Vibrant community means being able to have a beer with friends and listen to music after 8.

ReplyDeleteDead giveaway LOL
Corrupt POS pedo men used to be something to be upset about. Now we have one as President of the USA.

DeleteSo what are next steps to find out who was behind the grant withdrawal? Timing points to Kranz if he knew, he did it. He says he didn't know. So who on staff went rogue and when will they be shown the door?
ReplyDeleteKind of like the Trump wanting the Epstein files to go away, Kranz wants this investigation to die, too.
City workers lurk and post here. Maybe one not still working quietly for BlakespearKranz can advise us taxpayers how we can find out to know who wasted our money? Which virtue signalers claiming they're working to solve homelessness pulled potential money away from the homeless?
You don't get it do you. Trump wants to NOT expose the Epstein files as he has clout over the names.
DeleteI would do the same thing to leftists from messing up this country any worse.
Oh I get it all right, same as Kranz wants to NOT expose the chain of command that led to the rescinding of the grant. Try not to jerk your knee so hard this should not be personal. Just a fun poke at both sides that compares like with like!
DeleteWasn't it Jim that said at the last CC meeting that we should all take in a homeless person?
DeleteNo, he did not. But do continue inventing, Teresa.
DeleteThere's a chance this will be another dumshit conspiracy cooked up by the usual complete dummies. Let's see what happens next.
DeleteTo which "dummies" do you refer, 11:31? Doesn't have to be a conspiracy, Kranz under whom this happened just has to "show his math" so we taxpayers know who wasted our money. Whodunnit, and why? Then he can really prove himself and his associates unelectable ever again OR "staff" firings are in order.
Delete11:31 Amanda why not just login your name at this point.
DeleteCity workers don't lurk and post here, they lurk and post in your mind, or rather what's left of it....You're just going to have to wait until council reconvenes....

Whatever Amanda
Delete3:61 the virtue signalers are all talk no action. They do t walk their talk. How many other ways can this be explained to you before reality sinks in? Ask those who did the point in time count with Blakespear. She was practically holding her nose the entire time.
DeleteSo all talk no action, huh?
DeleteAnd then you talk about Blakespear volunteering for the homeless count.
Was Luke there?
How bout Jim?
You mean when Blakespear did it for the photo op during her campaign? The photo where she was grinning like a monkey with Mali n’Kellie? That time?
DeleteWhat were Luke and Jim doing?
Delete11:03 Luke noted numerous people that want to help the homeless so he suggested that they all sign up to take a homeless person into their home. Has beauchamp and her pack of bleeding hearts drunk on jimmy jonesvanqueef kool aid signed up yet?

ReplyDeleteEnding the Wasteful Fixed Rail Transit Line Program: A Call for Action
The North County Transit District (NCTD) is a glaring example of government inefficiency, meriting urgent scrutiny and reform. This transit agency has received a dismal grade of F for its failure to meet goals, financial projections, and overall accountability.
The Coaster program, in particular, has demonstrated a long history of mismanagement and waste—costing taxpayers hundreds of millions without delivering promised benefits. Recent data reveals that Coaster ridership is minimal and has been declining, with a user base mostly comprised of high-income earners. To put this in context, I-5 Highway ridership is 250 times greater than the Coaster, further highlighting the inefficiency of our current investment.
Moreover, we can’t ignore the environmental implications. The Coaster’s operations release harmful carcinogens, affecting the air quality near Cardiff Elementary School and Paul Ecke Central School. Where is the California Air Resources Board when it comes to protecting our children’s health?
Instead of clinging to the failing Coaster program, we should pivot to more sustainable alternatives like the Surf Line Trail. This transformative project aims to convert the existing rail corridor into a vibrant 61-mile walking and biking path stretching from San Diego to San Juan Capistrano—one of the finest coastlines in the world. The Surf Line Trail holds vast potential for economic development, community engagement, and environmental sustainability.
The Surf Line Trail presents numerous benefits that directly address major issues associated with the Coaster program. By promoting active transportation like biking and walking, we can foster healthier lifestyles and create a vibrant community culture. Rail-to-trail initiatives, like this one, have been successful in cities across the nation—transforming old rail lines into thriving economic and recreational resources.
Instead of investing in high-cost tunnels that could require new taxes and divert funds from other critical projects, we should embrace the Surf Line Trail as a financially viable option that encourages tourism, youth engagement, and supports local businesses.
The time for change is now. We must demand accountability from NCTD and insist on responsible stewardship of our tax dollars. Embracing the Surf Line Trail and ending the wasteful fixed rail transit line program is an essential first step for a sustainable and prosperous future for our community. It’s time to turn this great train problem into a transformative opportunity for North County and the City of Encinitas.

ReplyDeleteNCTD is ridiculously wasteful.
ReplyDeleteWho is looking after those tax dollars?
We need some accountability.
Someone or ones sure want to take the heat off Kranz.
ReplyDelete7:12- I don’t think so.
DeleteKranz was a disaster when he was on NCTD board. He’s responsible for the Leucadia Fence, that fenced off MainStreet and Beaches.
NCTD has been a failure for decades. It seems like it’s getting worse though..
What the hell is going on over there?
Here's your answer...

Yep. It shows it’s a failed system.

NCTD has been a failure for decades. It seems like it’s getting worse though..
ReplyDeleteWhat the hell is going on over there?
Just make a statement, quit asking a question. "I hate NCTD and public transit and I don't like paying taxes". Totally fair.....
ReplyDeleteThat may be your statement, not mine.
DeleteI like cost effective public transit.
Why do we have such loser programs?
Because no one rides transit, so no one pays attention to the costs and inefficiencies until it's too late....And now post pandemic, you have less riders.
DeleteAre you aware how much they're going to have to spend to replace the Sprinter cars? If you're not pissed about that, you're not paying attention. Quit bitching about the train and focus on that......
I ride the train to and from Petco park so that I can have a vibrant day.
Delete👆 and you eat bratwurst and don’t pay taxes too.
DeleteYou’re welcome we called a loser. Ex- mayor
But the coaster and the sprinter program are totally ineffective and have outrageous costs.
DeleteBoth need to be shit canned.
Completely criminal expenditure of tax dollars.
So back to the original topic of this this thread. Why isn't anybody asking why the city wasted taxpayer dollars trying to write a grant that a.) Did not meet the criteria of the ERF Grant program, b.) Go after a Grant that Encinitas didn't have a chance in hell of getting c.) and lastly wrote a Grant that shows that staff can't write a decent Grant period.
ReplyDeleteWho is in fact the head of the snake of the seditious plot at the city of Encinitas in regards to all the corruption that culminated in grant money being canceled without cause or approval?
ReplyDeleteSomeone absolutely need to go to prison.
Name names
“Never ascribe to malice that which is adequately explained by incompetence.”
Delete-Hanlon’s Razor.
9:43 in this case it's a combo. Too much experience with city hall to claim incompetence every time. Why is Roy's file empty? Things that make you go "hmmm," right Omed?
DeleteThis is council-down ineptitude at best, folks. A grant that should never have been applied for as the requirements alone could not be met. Who made the decision to apply anyway? Why suddenly now is staff "remembering" why they decided to pull it. Why is no one saying who directed it? All roads lead back to Kranz if you read the first sentence.
ReplyDeleteYou're not understanding the entire plot.
DeleteYou have millions of dollars in cash grants that were applied for with the intention of lining the pocket$ to those involved in or connected to the request. You must know that $$ was not going to be used for homeless population that has infiltrated Encinitas by design.
The plan was always giving a trinket or 2 to the homeless by way of needles or fenty milkshakes or some other absurd method with the majority ( probably 99%) going to line the pockets of employees and appointees by scumbag back room deals with Kranz being the ring leader.
When the new council came in and it was evident, they were going to use the money four important aspects of eradicating and or helping the homeless population..
That was it. They said fuck you and fucked you (the constituency) good and hard.
You are the victim, duck and cover...
Delete10:58 as a BlakesKranz holdout you are the real victim. The rest of us have eyes in our heads you on the other hand are so sadly, easily led.
Delete10:19,
DeleteAre the employees and appointees in the room with us right now?
No, however as ignorant as you are I suspect they are most certainly in the room with you grasshopper

DeleteSomebody has learned to use Google as a tool of confirmation bias.
ReplyDelete“Hey Google, what are the objective facts about—scratch that. Show me examples that reinforce the thing I already believe.”

Delete'radical far right christofacist NPR'. ???
ReplyDeleteWhew. Mr Dunning Kruger himself has spoken. Whew.
This is a first for learning that NPR is a radical far right christofacist organization.
It takes quite a leap into the non factual world to swallow that pile of excrement. Where does one have to go to ingest such ignorance?

DeleteYou won’t find it on the fake news media, but Trump signed an executive order declaring that poo tastes like chocolate ice cream.
ReplyDeleteThe libs will throw a hissy fit when you prove it in front of them.

Word on the street is Mallee got detained in the Encinitas Home Depot parking lot.
ReplyDeleteTelsa was seen being towed away. Had a 4 sale sign on the back. Call malieeee, yes you too are welcome 🙏

ReplyDeleteWe’re on the street as Airbnb Bush hasn’t been back to Encinitas since Brian Grover promised her one of those stack and pack boxes in his box- puke apartment ghetto shit he pooped out on Leucadia Boulevard.
ReplyDeleteWhat a stain on Encinitas. 💩

DeleteYa, they have a cut out of her head on à stick. Saw it at the 101 board meetings
DeleteUpdate: They only handcuffed Mallee's left arm--the latin side. Her white privileged right hand had an oat milk latte and a lulu lemon gift card in it that she refused to put down for the ICE agents.
ReplyDeleteRemember when Luke was going to defend Encinitas from development by shooting hard hats, and also approved the project, all in one meeting?
ReplyDeleteWhat a kook.
No Teresa Beauchamp, no one remembers that. These scenarios serve only to highlight the desperation you feel over your epic loss last November. Why can't you respect the will of the voters? Thought you were a Democrat. I am.
DeleteActually, this is Dr. Beuchamp, credit Dentist. We are going to have to do a little drilling. If you're butt hurt over Luke, maybe I can help.....
DeleteLol
ReplyDeleteMorons unhinged, endlessly.
ReplyDeleteIf you want to go at it with the Beuchamps, go over to FB, In the meantime we were trying to have a conversation about grants.....
ReplyDeleteA broader mosaic of facts have shown that city employees created a salacious lie that allowed them all to come completely unglued due to the fact their $3m grant would have no chance of greasing their pockets.
ReplyDeleteIsn't that right Marco👌
No it doesn't, wait until council comes back in, then we'll get some clarity. Several people on this blog smoke fantasy fenty.....
DeleteCorrect.
