DeleteDid you know that pilots practice a standard rate turn that is 3 degrees per second? That means a 180 degree turn takes exactly one minute. Air traffic controllers manage space by expecting pilots to turn at the standard rate. There’s even an indicator in the cockpit. During a turn, there’s a little ball floating in a tube of liquid. When the ball is held between the markings, the plane is doing a standard rate turn.
Pilots practice standard rate turns in good weather, because it helps them do it reliably in poor visibility.
This is one of many maneuvers that pilots must practice over Encinitas.

A by-right project is a development that a city or county generally must approve if it meets the rules already on the books.
In plain English: the project does not need a political thumbs-up from the City Council or Planning Commission. It is reviewed more like a checklist.
A by-right project is not a popularity contest. If it meets the city’s objective rules, the council generally cannot deny it simply because the politics are difficult. At that point, denial may expose the city to litigation, attorney’s fees, state enforcement, and a court order requiring approval anyway.
