Residents should demand City Hall fiscal accountability.
What a useful long-term financial plan includes:
- Comprehensive inventory of obligations, timelines, and cost estimates (with contingencies), explicitly marking funded vs. unfunded projects. - Multi‑year revenue and expenditure forecasts under several scenarios that show when funding gaps arise. - Funding strategies for capital (grants, bonds, pay‑go, user fees, special assessments) tied to specific unfunded projects. - Prioritization criteria based on safety, legal risk, cost‑effectiveness, and equity. - Debt capacity and cash‑flow modeling to avoid overleveraging while addressing unfunded needs. - Staffing analysis that compares the marginal cost of new positions to capital and maintenance priorities, including options for temporary contracts, shared services, or phased hires. - Explicit modeling of major stormwater, maintenance, and enforcement costs so cumulative obligations are visible. - Communication plan for stakeholders and a cadence for regular updates and re‑prioritization.
For a city staring at expensive, complex needs like quiet zones, railroad crossings, major storm‑drain upgrades, ongoing maintenance, and traffic enforcement — many of which currently appear in projections as unfunded — a long‑term financial plan is not an academic exercise. It is the tool that turns unfunded liabilities into manageable choices, lowers lifetime costs through smarter financing and timing, protects services by preventing surprise budget shocks, and builds public trust through transparent tradeoffs. Because new full‑time hires substantially raise recurring costs and reduce fiscal flexibility, staffing decisions should be evaluated inside that plan rather than made ad hoc. Investing the time to quantify unfunded projects, model staffing and recurring service costs, and develop funding strategies now makes meeting obligations more predictable, affordable, and politically achievable.
This clearly shows why Bruce and Arizona Jenny are 100% incompetent to be managing this city.
It’s a sad joke that this hasn’t been done to date.
For the city, they just start implementing a five-year couple improvement program shows it is so incompetent. They never even discuss what the long-term financial implications are regarding, continued staffing up and more and more and more pensions while there is huge deferred maintenance building.
