      Mayoral Debate
      I attended, and took some notes. I saw lots of other readers there, your notes may vary.

      I arrived early and claimed a great seat in the 3rd row. Too bad I missed all the social mingling amongst the opposing camps outside. No, not sorry I missed that.

      I admit right up front, ECRP supports Mayor Ehlers, so my notes on his comments may not be as complete. It’s not like we don’t already know all the success in the past 20 months.

      Gulp Count – I noted that Viskanta did quite noticeable visual cues when the Mayor’s answer was making her look not as good. The kind made when you get pwned in public and have to fake the brave face. It’s normal, nothing against her.

      Here’s my diagnosis
      Spasmodic relex: A physiological description for an involuntary, sudden throat movement that mimics swallowing.

      Final Count – 27 gulps
      I’m sure I missed plenty while taking my illegible notes.

    #1 – Speak about Prop A the Our Neighborhood Voices
    RV – Likes Prop A, supports NV
    BE – I authored Prop A, and have always supported NV

    #2 – Traffic on Enc Blvd especially at Qual Gardens
    BE – We need better coordination with the 5 freeway. Cross streets are more important.
    RV – Local control is great, but it’s the # of cars on the road. This council failed to act on a recommendation by the MTSC in 2025. Note use of note cards.

    #3 Bureaucratic red tape and slow permits
    RV – There is room for improvement. We can make it easier for home improvements projects. I support higher density with ADUs. Easier to get liquor licenses. Yes, she specifically said liquor licenses.
    BE – We have new management, and new directors. Wait times have been reduced from 60 to 35 days. Lol, gulp

    #4 – E-bike rules
    RV – Keep kids safe. Crash data shows 50% of incidents are hit by cars. Rules to bring e-bikes to campus. The solution is infrastructure and education. 25 years ago, we had to get special permission for my 2nd grader to ride to Park Dale Lane, just sayin…
    BE – State laws, can’t be 100 safe. Attendance has been light at city education classes.

    BE – Not a formal use permit. Walking around, I have found poop, this is unacceptable.
    RV – What a great organization. They provide food and nutritious services. The expansion will result in fewer people on the sidewalk. There’s a good claim.

    #6 How do you address homelessness and the grant
    BE – San Diego Rescue Mission is much bigger and efficient. Requires housing first. Previous grant was withdrawn by staff.
    RV – The grant did not require permanent housing. Homelessness has gone down

    #7 - Environment
    RV – Protect the Habitat Protection Plan
    BE – Surfers Point purchase and tree canopy on 101

    #8 – Global Warming, why not update the CAP?
    BE – Solar on city buildings, we should have done it
    RV – Why isn’t the city solar? The goal is to decarbonize. It’s not about the cost. The CCA has reduced emissions by 40%.

    #9 – Will you run for a higher office?
    RV – No
    BE – No
    My notes say there was a big gulp when the question was read.

    #10 – Immigration, how do you support keeping our foreign workers in Encinitas
    BE – We can coordinate with Border Patrol, ICE, Rep Levin, and mayors
    RV – “Can you keep our families safe?” No. Even if not affected personally, you are afraid.

    #11 – Resource officers in schools (deputies)
    RV – Too expensive. Never had a problem. Carlsbad pays at LCC, and we don’t have the money. (meaning SDUHSD)
    BE – This is the purview of the schools.

    #12 – If you had $5 Million extra, how would you spend it?
    BE – Debt services
    RV – Install AC the Legion. Traffic Safety, traffic calming and redlight cameras on Enc Blvd.

    #13 – How do you bring back tree canopy in Leucadia?
    RV – Priority is to plant trees
    BE – Home Depot has better canopy than 101

    #14 – Do you support red-light cameras?
    BE – LPR cameras, yes
    RV – In 4/25 the MTSC recommended red light cameras. I love red light cameras. We need automated enforcement. 4th Amendment

    #15 - Meetings have been too long, what are best practices
    BE – 1st amendment rights
    RV – I fixed chaotice meetings at SDUHSD. It was the tone. Point of order, some colleagues say really shocking things

    #16 – Why are you qualified
    RV – The school is larger than the city. I have a degree in Public Administration, I am a collaborator and find common ground.
    BE – I have been doing this here for 28 years. I am one of few to read and understand the budget.

    I looked it up. SDUHSD has s $200M budget, Encinits is ~$150M.
    Of the $200M, $162M comes from property taxes. They need successful cities.
    However, the school pays 84% in salary and benefits.
    Capital investments are 1% of the total budget. They use things like bonds and Mello-Roos for that.
    Schools don’t maintain roads, provide public safety, or handle permits/development.

    Safe Streets
    Camino Del Norte, the eastern part of the city. After much thought. As a software engineer I would address the problem from this viewpoint. First I would assess the magnitude of the problem. Is it rare or occurring often, and is each incident minimal or deadly.
    1. Why is there speeding?
    2. Where are the cars coming from and going to?
    Let’s all agree there are two routes from the East, Del Dios and Del Norte.
    Where the accident occurred, it is reasonable to think most of the traffic originates from outside the city. Coming through county land in Rancho Santa Fe.

    I live by the coast, but we need to consider people coming from Del Dios and going to Carlsbad, across the street for Encinitas. They are going to take Camino Del Norte because it’s shorter, and avoids several stop signs on RSF road. Not necessarily faster. Let that sink in.

    Why the speeds? Duh, because you need to make sure it’s faster than staying on Del Dios.
    What’s a viable solution?
    Make it more painful to drive Camino Del Norte. Yuck, Affects everybody, every time. But is effective.
    How? Partner with the county. Again, ugh, but that’s what is needed.

  38. We ran on keeping Encinitas a small beach town and have failed so far because we had to approve 5 large developments, including the largest ever seen in the city. Can you believe that? We'll likely approve more.

    Annyway, we have paved streets, just like every city does everywhere all the time. We have also added two sheriffs who are paid with your money to give you tickets.

    So forget that whole stopping development talk. We'd prefer to be associated with paving streets and hiring officers you pay for.
