Local war hero honored at State of the Union

Royce Williams, a 100-year-old Navy pilot, was awarded the Congressional Medal of Honor.

"Our post had the good fortune of having Royce with us for over the 10 years,” Peter-Rolf Ohnstad, District 22 Executive Board - American Legion, said.

“We all knew at some point in time, Royce Williams was going to get the Medal of Honor, and when he was going to get the Medal of Honor, we weren't sure. Because it was for u,s it was a 10-year process."

  12. If the developers of a proposed 120-unit housing project want to proceed, they must build a sidewalk and bike lane segment, and add a vehicle lane to part of El Camino Real, the Encinitas City Council unanimously decided Wednesday.

    “I think our staff has put together a compelling argument,” Councilmember Joy Lyndes said as she explained why she was voting for city staff’s recommendation.

    Councilmember Luke Shaffer called the situation a “moral issue,” and asked the developers, “Why would you not want to (do it)?” And, Mayor Bruce Ehlers said there didn’t appear to be established state case law regarding this particular situation, and added that keeping the roadway improvement requirement in place was worth being sued over.

    Representatives for the developers countered that the city’s proposed action went counter to the state’s Density Bonus Law, which allows developers special exemptions from city building requirements in exchange for setting aside some units for low-income people.

    Attorney Tim Hutter, who represents developers Sage Canyon Investors LLC, said Encinitas needs to show that there will be “significant, quantifiable and unavoidable impacts” if the developers do not make the roadway improvements, and he said that Encinitas has not proven this. Under state law, developers are entitled to exemptions if their projects contain a certain percentage of low-income units and if they can show that a proposed city building requirement would place an undue cost burden on their housing projects.

    The Sage Canyon project, which would be among the tallest structures in the city if built as currently planned, is proposed to go on a 5.23-acre property on the southeast corner of El Camino Real and Sage Canyon Drive. To the north, on the other side of El Camino Real, is The Grauer School, while to the south on the same side of the street is the Redeemer Presbyterian Church. Plans call for 24 of the 120 units to be set aside for low-income people.

    In December, the city’s Planning Commission approved the development plans, plus six, developer-requested waivers for exemptions from city building height limits and other standards. However, the commissioners did not agree to the developer’s seventh request — a concession that would exempt the developers from having to make improvements to El Camino Real. The commission’s decision led the developers to file an appeal to the council. In their vote Wednesday, the council rejected that appeal.

  13. Here is yet another example of current City Managers (left overs from Blakespear regime) trying sweep City business under the rug and out of public view. WTF?

    The design contract was on the council’s consent calendar — items that are considered routine in nature and approved as a group without council comment — but the Santa Fe Drive project has been hugely controversial over the last several years and the item was pulled off consent due to public requests. A dozen people spoke on the topic, and about half of them opposed the proposal.

    Opponents, who included the city’s most recent prior mayor and the husband of a former mayor who’s now a state senator, said the new council majority is proposing to tear out the recent roadway changes as a political “vendetta” against the old council majority, while project proponents said the previous renovation was poorly designed and desperately needs a redo.

    Current plans call for the removal of the new back-in parking spots near San Dieguito Academy High School and the elimination of one of the two new separated bike lanes, plus the expansion of vehicle lane widths from 10 feet to 11 feet."

    Its pretty easy to understand why the current staff was trying so hard to slide this through without the public discussing the merits and past sellout actions of Blakespear and her City Hall insiders, but Geeze Ehlers, you are supposed to be watch out for the voters. - Wake up!

    A man was struck and killed by a hit-and-run driver early Sunday...

    The victim was also hit by a second vehicle, although that driver stayed at the scene to cooperate with officers,

    The initial crash occurred at about 2:20 a.m.

    The pedestrian was struck by a silver vehicle and That driver drove off after striking the man,

    The board of directors of the San Diego Association of Governments last week unanimously approved an advance of up to $62 million in local Transnet funds to assure the construction of a railroad bridge and related projects in Del Mar.

    The advanced money will be replaced over three years beginning in 2029 with funding expected from the State Transportation Improvement Program, a move allowed by state Assembly Bill 3090 approved by the Legislature in 1993.

    In addition to the bridge across the San Dieguito River, the anticipated work includes about 1.5 miles of a second set of tracks, called double-track, that improves service by allowing trains to pass each other. Another component is a special events platform for passengers at the Del Mar Fairgrounds.

    In all, the construction is expected to cost an estimated $350 million. It’s been fully funded with federal, state and local funds, including revenue from TransNet, a temporary half-cent sales tax approved by San Diego County voters.

    No federal money has been withheld or cut, a SANDAG official said. The advance is needed to assure construction can begin on schedule in 2027.

    Some Del Mar residents asked the regional planning agency to delay the San Dieguito project until a new alignment, probably including a tunnel, is chosen to take the train tracks off the eroding coastal bluffs.

    Many Del Mar residents oppose the shortest and fastest routes proposed, which would take the tunnel beneath some homes and is likely to require eminent domain. They would like an alignment they call the “northern yellow line” that more closely follows Interstate 5 and could bypass the new bridge.

    SANDAG CEO Mario Orso said no final route has been selected so far and that the bridge project, at the northern end of the proposed realignment, will not affect the decision.

    The bridge replacement is needed now for a number of reasons, Orso said. For one, the 110-year-old wooden trestle needs frequent maintenance and is a public safety factor. Construction costs increase significantly with each year of delay. And SANDAG could lose grant money allocated for the project if the work does not proceed on schedule.

    Also, he said, the as-yet unfunded realignment could easily be 10 to 20 years from completion. During that time, passenger and freight trains will continue to use the railroad bridge daily.

    A new bridge has been needed for at least a decade, said SANDAG board member Jewel Edson, a Solana Beach City Council member also on the boards of the North County Transit District and the Los Angeles-San Diego-San Luis Obispo (LOSSAN) Rail Corridor.

    NCTD owns and maintains the railroad right-of-way between downtown San Diego and the Orange County border. It also operates Coaster commuter trains between the downtown Santa Fe Depot and Oceanside. LOSSAN oversees the entire rail corridor from San Diego to San Luis Obispo.

    “This is really important to both agencies,” Edson said. “The project is critical to maintain a state of good repair.”

    SANDAG board member John Minto, the mayor of Santee, said the board should follow the recommendation of its professional staff.

    “If all the experts say it’s unsafe, then you have to go with unsafe.” Minto said. “Lets get it done.”
