Homeless man arrested in downtown smash-and-grab burglary

Coast News:
The incident occurred at about 10:37 p.m. on Feb. 14 at the Brixton clothing store, 670 S. Coast Highway 101, Suite 120. Deputies said a man threw a rock through a side window of the business, then reached inside and stole merchandise before leaving the area.

A video of the incident was subsequently shared with the public in hopes that someone would recognize the suspect.

    The biggest destruction in the City of Encinitas is Jennifer Campbell hiring empires of useless employees that do close to no valuable work all day resulting in improvement for city, safety or infrastructure, or quality of life for residence and visitors.

    They meet with themselves, talk a lot of nonsense , and send a bunch of bullshit emails.

    All while, the infrastructure continues to rot with no maintenance until emergencies ensue.

    If the city had a real city manager, we would not be having this problem because the city receives the most revenue per county tax dollar compared to most other cities from the excellent agreement when incorporated.     FISCAL CONSIDERATIONS:
    There is no fiscal impact for FY26 as current budget will assume the increases. Future years’
    compensation will be included in the City Manager department’s annual budget.

    The City Manager is directly appointed by the City Council and serves exclusively at the pleasure
    of City Council. The City Council appointed Jennifer Campbell as City Manager and approved an
    Employment Agreement effective, March 5, 2025 at a base annual salary of $309,000 with an
    additional increase effective July 1, 2025 bringing the base annual salary to a total of $318,270.
    The terms and conditions of the Employment Agreement (“Agreement”) are subject to the City
    Council’s discretion along with annual performance evaluations.
    An annual performance evaluation was conducted by City Council on March 11, 2026, resulting
    in a favorable performance review and recommendations for modifications to the Employment
    Agreement including a merit increase to the annual base salary to remain competitive at an
    equivalent level as compared to local San Diego County Cities. The proposed increase is in line
    and consistent with the City’s compensation policy.
    The proposed Amendment No.1 to the City Manager’s Employment Agreement includes the
    following modifications, effective March 5, 2026:
    • Section 3.A. Compensation. The City will pay Employee an increase of 2.75% ($8,752) to
    the annual base salary of $318,270 for a new annual base salary of $327,022.
    • Section 3.E. Compensation. City will pay Employee an annual amount of $7,000 into the
    City’s 457 Deferred Compensation Plan for the benefit of the employee payable in
    installments at the same time that City employees are paid.
    • Section 6.0. Car Allowance. City will pay Employee an increase of $500 to the annual car
    allowance for a new total amount of $6,500. This compensates the Employee for the use
    of Employee’s personal vehicle while conducting City business payable in installments at
    the same time that City employees are paid.
    • Section 10.A. Severance. City will modify the severance from (9) months to (12) months
    subject to the terms stated in 10.A.

    The reality is Encintas has a highly dysfunctional city hall.

    As shown, Bruce knows a bit about zoning codes and wasn’t as completely whacked- freak show liberal as Kranz he does support attracting fentanyl drug addicts to Encinitas through it’s CRC magnet program and building a huge staff empire that sucks all of the resident’s taxes instead of maintaining it safety and infrastructure.

    Putting Jenny’s contract at the end of the council meeting is yet just another example how they try to bury important City business instead of doing it out in daylight. Everyone knows no one’s going to be around to discuss the item that late at night.

    The taxpayers are getting screwed in Encinitas. As an example who is ever heard of a city not planning a five year Capital Improvement Program?

    Only Encinitas.

    Cities that have their act together complete annual long-term financial plans. Again, not Encinitas.

    Probably someday to say you will wake up. But right now it’s being run by Blakespear insiders.🤮

    Del Mar does not like Tony's fence and said no. Encinitas continues to pay the price for the ridiculous Tony's fence that cuts off historical access to the coast for not good reason.

    Another fence is causing trouble in Del Mar, where residents went to court a few years ago to stop the installation of a safety fence along the railroad tracks on the seaside bluffs.

    This time, surfers and sunset lovers are fighting to prevent a temporary fence that a contractor wants to add at a construction site that’s part of the ongoing railroad bluff stabilization efforts.

    The new barrier is needed at 11th Street, where work is about to begin on additional drainage improvements. The project is part of the most recent phase of stabilization work that began in February 2024 to safeguard the tracks atop an eroding coastal cliff.

    People use a long-established “goat trail” worn into the sandy bluff to get to the beach below 11th Street, a popular surfing spot. The trail crosses the tracks illegally, which generations of Del Mar residents have considered their right.

    “Please do not approve the temporary fencing for safety reasons along the Del Mar bluff,” said 40-year resident Isla Cordelae at a Del Mar City Council meeting last week, where the San Diego Association of Governments presented an update on the bluff stabilization.

    “This street has served as vital emergency access to lifeguards, paramedics, fire department and immigration officials for both sea and land operations,” Cordelae said.

    She and other speakers said the temporary fence could last for years or become permanent, as SANDAG, the city and other agencies work with the community to create new, legal access across the railroad tracks to the beach.

    “The train that runs along Del Mar’s scenic natural bluffs and the surfers, beachgoers and sunset lovers who enjoy them daily have peacefully coexisted for nearly 100 years now,” Jenny Beyler said in an email to the City Council.

    “The past year or more of ‘bluff stabilization’ has been difficult to take,” Beyler said, but she’s taken comfort that it will end soon. A short, partial chain-link fence was erected for previous work at 11th Street, but so far pedestrians have been able to get around it.

    “But now they want to take that away … by blocking access completely,” she said. “All I am asking is to keep at least the small entry in the fencing for surfers to get to the cliff path …”

    A residents group called Friends of Del Mar Bluffs filed suit in 2022 to stop construction of a 6-foot-tall, wire-mesh fence along the railroad tracks in Del Mar, a public safety project proposed by North County Transit District that the city had been fighting for years.

    The fence would take away “the public’s right to continue to access and use portions of the Del Mar bluffs in NCTD’s right-of-way for sitting, walking, running, meditating, observing the Pacific Ocean and other public uses,” the lawsuit stated.

    Del Mar is right. Encinitas residents are right. Tony's fence sucks and needs to go.

    Without Tony's fence, Encinitas wouldn't need to spend tens of millions on at grade crossings because people have been safely crossing in historical paths that area for hundreds of years.

    On a higher level, the whole fence issue should not even be an issue because its tied to a completely disfuntional and tax payer debacle.

  16. The I-5 Highway volume of 1,100,000 daily trips is 250x greater than that of the comparative daily Coaster/Amtrak trips/riders of ~4,400 from Oceanside to downtown San Diego.

    Most of the Coaster/Amtrak trains are close to empty (estimated vacancy rate ~90% which is also bad for the environment/GHG emissions: Learn More)

    The I-5 Highway, buses and the blue Line Trolley (which parallels the Coaster much of the way from UTC to downtown San Diego) could easily accommodate the small rider volume of the Coaster/Amtrak.

    SANDAG often uses annualized trip numbers without any context to inflate the importance of the Coaster trip/passenger volume with statements such as “The Coaster carriers 1.6 million trips (or riders or passengers) per year.” 1 million trips is the equivalent of a tiny 4,400 riders per day (4,400 * 365 days= 1.6 million).
    Coaster is also the smallest rail line in san diego

    The Coaster is also by far the smallest rail line in San Diego, accounting for just 2% of rail commuters in San Diego.
    Coaster passengers are also predominantly high income earners which raises disturbing implications of equity and fairness given the extraordinary costs (LEARN MORE).

    Coaster ridership is not only small but had been declining rapidly even before the pandemic which has created a long term impact on ridership decline.

    The Coaster's riders are predominantly high income riders. Spending $20Bn on these relatively few riders is not only a terrible economic decision but also a deeply unjust one

    The $20 Billion Del Mar and San Clemente tunnel projects would be the largest projects in San Diego and Orange County history.
    At approximately $5 Million per New Daily Trip/Ride, the tunnels would also be the most expensive transit projects by far in U.S. history.

    On a per rider basis, the Del Mar tunnel would be almost 20x more expensive than the recently completed Mid Coast Trolley extension.

    Both agency are fraught with massive fraud, illicit government waste, and illicit tax water waste.

    SANDAG Chief Executive Mario Orso spoke briefly at the meeting to say the agency is working to find a middle ground that will meet everyone’s requirements for the bluff projects.

  27. Encinitas City Hall is bloated, under Jenny when she was Assistant City Manager who basically operates as the City’s COO, she got BIA’s city council to approve a massive hiring during COVID . Not she continues with her empire building scheme which sinks the City’s ability to pay for needed safety, and infrastructure services.

    Look at what other cash strapped cities are doing. Stricter hiring policies in cash-strapped San Diego have left 150 city positions unfilled and limited the number of newly hired workers since mid-December to 14 jobs that don’t require taxpayer money.

    Nick Serrano, Gloria’s deputy chief of staff, said Monday that it makes no sense to fill positions when the gaping deficit for the new fiscal year makes it likely San Diego will need to reduce services and its payroll.

    Ehlers needs to hire a real City Manager. This one is sinking Encinitas’s fiscal future.

This was brought to the attention of every new commissioner recently appointed when they had their ethics training (a video of the training is on the city of Encinitas YouTube acct) and Brad as the chair of UFAC attended the training.

    According to AB922, which the Councilmembers know because they received the same training, if O’Hara likes a post about an issue and then Shaffer likes that same post, that’s a violation of the Brown Act. And San Antonio, O’Hara and Shaffer have each done this A LOT. Joy has not and neither has Bruce. Following accounts is fine, but if they all like, use emojis, or comment then they are violating AB922
