I happen to be a regular taxpayer who does speak at city hall, but who is also sick of my Monday-morning quarterback neighbors who can't be bothered to show up.
There were many speakers in Oral Communication from the Quail Gardens Drive area, all speaking against upzoning the L-7 parcel for affordable housing.
Under the Housing Element Update there were two arguing for a land swap between the Methodist Church (by the Public Works yard and In 'N" Out Burger) and the L-7 property on Quail Gardens Drive. It was hard to understand for everyone, including the council, without a formal proposal from the church. It was left hanging, but it seemed a majority of the council seemed against the idea.
The residents need to show proof of their claims of drivers ignoring pedestrians at the crosswalks. They all have cell phone cams with them.
Anecdotal words mean little, no matter how sincere they try to come off.
Photographic evidence will be to their advantage, if next week they come to the council meeting and show us. That will speak volumes more than just their words.
If signaling the couple of crosswalks is needed, filming such dangerous drivers will work to their advantage. This should not be too much to ask.
I drive this stretch almost every day and never see what they claim. Perhaps the mid morning to early afternoon time period is not when this goes on. I would think that the morning and evening rush hours would be too crowded for anyone to speed.
Next week show us some examples of what you residents are claiming. I may coast down the hill a little over 35 but always under 40. I never have to slow down for drivers ahead of me and rarely have drivers behind me riding on my bumper. I am just asking for proof of what a few of these residents claim is going on.
The signaled crosswalks on Saxony work and can work on Quail Gardens. They work great for Carlsbad on the 101 at Tamarack.
If lowering the speed limit to 25 at these crossings on Quail Garden Dr , like on Saxony where it goes back up to 35 once passed, that should be done and as soon as possible.
Until the church makes an offer, the city's only course is to proceed with the development. It is the only undeveloped city owned property, and with the new laws from the state, this is the preference for helping us ton achieve our housing element goals.
The city is trying to not be sued by the shyster Malibu lawyer which has us submitting to the districting that we are being forced into because we don't have a housing element in place.
This L7 parcel is needed.
We all can agree that traffic here sucks, and it is going to get worse. If only there was some leeway with the state when traffic concerns are miserable already in order to mitigate the demands of even more housing.
It's AMAZING that the neighbors of L7 talk about the need of affordable housing and the problem with traffic, but then with a straight face directs it to someother area of town. I bought my home before them, when ECR was a giant flower field, and now I have businesses and traffic right next door.

Claiming a church is interested, and that they have property they can trade for housing without an offer, means little until that becomes a fact.
If those prospective properties can even used under the new state housing laws may be doubtful. The state prefers undeveloped city land parcels and L7 fits the bill.
Quail Folks supported Measure T last go around. They got the map the way they wanted it and then they pushed council to move forward without any regard for other parts of the city.
They instead listened to neighbor Lisa Shaffer's bleats about following "staff" and pushing for T.
Now that it's getting real on their block they're singing a different tune.
QGD folks are the worst kind of NIMBYs: high density is good, just not near them. You won't catch me lifting a finger to help that self-centered stretch of entitlement!
Who was that dude that told the crowd that an eagle took him to his current house? Did the eagle also tell him that the property around them would be developed, just like every other neighborhood in town. And then there's Olivehain...
The guy also said that later a rainbow guided him to the same house. Signs that "this is the place." I guess he figured that no affordable housing should be allowed anywhere near.

If they wanted a church to get around the needed units the city has to come up with, they should have presented an offer in writing. They are grasping at straws at this late in the game point.
Bring forward something of actual substance. That has not happened yet. Proof is needed to believe anything coming from any of them.
Church wants to relocate there? Prove it.
Drivers on Quail Gardens are not stopping at the crosswalk for pedestrians wanting to cross the road? Prove it.
Speeders are driving at 50mph and more? Prove it.
Council is off for two weeks. The residents have time to prove their claims and bring it to the next council meeting.

Well, I know I drive 50 mph on QD. The people I follow and the people following me do the same at 5pm, everyday.
