Arts group still in way over its head on Pacific View

Back in 2014, the City Council, led by Tony Kranz, borrowed $10 million in high-cost taxable bonds to buy the abandoned Pacific View elementary school. Councilwoman Lisa Shaffer offered a vision of a thriving arts center despite most arts uses being expressly prohibited by the zoning.

Nevertheless, a new vastly underfunded but panglossian arts group was hastily formed to receive the taxpayer largess and promised to turn the dilapidated buildings into something of use.

Six years and millions of taxpayer dollars later...

On this week's council agenda.
EACEA [Encinitas Arts, Culture and Ecology Alliance] did not ask to extend the ROEL [Right of Entry and License Agreement] and it expired on December 19, 2019.

In order to use the current buildings, they would need to be improved to make them safe and clean for public use. In September 2015, a Preliminary Design Report was completed by Westberg+White for the rehabilitation of the Pacific View site. The design report provided three options with estimated costs. The cost estimate at that time to restore the Pacific View school buildings and site ranged from $3.9 million to $4.4 million.

  2. This is typical of government. They generate no income but feel free to use stolen tax payer money on bad ideas. I say sue the City of Encinitas to FORCE the sale of the property.
    These are buffoons and need to be treated as such.

    I can almost bet dollars to donuts there is asbestos in that rat hole of a building.
    The Arts...another scam from blank eyed children. That's our money you RATS. Did the cast from Dumb and Dumber get voted in?

Paying taxes is the most patriotic thing you can do - it buys body armor for our soldiers in battle. It pays for our police. It pays to educate our kids.

    4. 10:10 do your homework if you can stay awake long enough. The foaming at the mouth gavin newsom recently signed a bill to steal FIVE BILLION DOLLARS from the new gas tax fund to repair California roads. And put it to the lie of climate change, what ever that is. So there you are.

    5. 8:42 You are so right! It makes me so upset that Gavin diverted a portion of the gas tax from highway repair to public transportation projects. It makes me so mad I HAVE TO TYPE IN CAPS! THEY ARE STEALING OUR MONEY! IT MAKES ME SO MAD I MIGHT MOVE TO ARIZONA OR FLORIDA!

  3. The only asbestos was that found in the glue that was used to tile the floor. At least that's what the old custodian told us during the "walk through" with Tim Baird and a few concerned citizens. I'm not happy that the group currently interested in the school is headed by DeWald, a well known developer. And perhaps a well known donor as well... if ya get my drift.

    2. The developer sees his chance to acquire the property when the retention period ends in 2024. You can be assured that nothing will occur in the meantime to curtail that opportunity.

  4. PV needs to become a new city hall/arts center on top of a large underground free parking structure for downtown events and shopping.

    To pay for the new joint use city hall/arts center the city should rezone and sell the existing city hall property. Since the city controls the Vulcan property, they can control what kind of development happens there for the benefit of the public. The city should engage citizens to come up with ideas, then formulate a list of requirements for a bidder contest. Developers participate in the contest by submitting a bid for the Vulcan property along with plans for their proposed development, which will be compared to the city requirements.

    Examples of requirements the city could create for the contest: any proposal cannot interfere with the ocean view from the library; any proposal must include 80 free public parking spaces for the train station, shopping, and events; any proposal must include plaza space with ocean views open to the public.

    If more money is needed to build a new city hall / arts center at Pacific View, the city should sell the weed field they own in the Target shopping center. As a matter of fact, they should sell the weed field anyway.

    1. PV can't become much of anything, thanks to serious bungling on the part of our departed city manager Gus Vina. He was much beloved by the council who couldn't get enough of his crap.

      Tony's photo was plastered on every photo op he could wedge himself into. Remember in November he was a front and center mover and shaker over this mess.

    2. ENOUGH WITH THE ARTS. It's a loser. Just sell the property. Be done with it as it is sucking up tax payer money. If the arts are so wonderful then let someone open up another art store and see if the can stay in business six months. The arts...please just stop

  5. Sounds like a good homeless camping area to me. Open the gates and turn your head they will come and enjoy the nice ocean breezes. City Hall should be moved to area behind the Sheriff's Station. (no view and an old dump site)

  6. I agree with 4:20am. The dump site would be in line with the vision and competency level of the current City Manager and City Council.
