Planning commission fights back after "staff" tries to sandbag affordable housing proposal

Coast News:

Staff had originally recommended the item be continued off the calendar without a set date for re-noticing. Before Thursday’s meeting, staff issued a memo revising that recommendation that the item be continued to the planning commission meeting on May 20.

The commission instead agreed to continue the item to its next meeting on May 6.

At the Thursday meeting, Roy Sapa’u, assistant director for development services for the city of Encinitas, explained the reasoning for the requested continuance was due to issues with a lack of staff bandwidth and upcoming full commission agendas.

“Unfortunately the item is being continued, solely due to staff workload,” Sapa’u said. “On April 7 the city council considered the housing element and that was a priority for staff and we focused all of our resources on ensuring we completed that effort.”

Chair Bruce Ehlers responded with strong words for staff.

“We gotta get this straight, we’re the discretionary body,” Ehlers said. “We need to have that decision within our purview and if you need extra time you need to come back and ask us.”

Ehlers also pointed out some analysis and reviews he would have liked to have seen done by the consulting firm, Keyser Marston Associates, that the commission was previously told was not possible due to funding.

“It’s interesting that when we discussed having additional work done back during deliberation we ran into a brick wall but now the brick wall has softened apparently,” Ehlers said. “And that troubles me, that troubles me a lot.”

  1. The decree had to have come from Blakespear? The only question that remains: was she pressured by the BIA, Gonzalez, a developer donor trifecta? Doubtful she came up with the idea on her own, that would be a first.

    She lives in terror of making a misstep with developers. This time she overplayed her hand with the public. Covid and Zoom meetings could not protect her from even the city-friendly Coast News from reporting three times in a single week on the fiasco.

    1. Let’s use the contemporary definition of liberal which is a progressive and not a classical liberal, which is more akin to modern neo-liberalism.

      A lot if this goes back to the Progressive Era of the 1910–1930s:

      the 40 hour work week
      women’s suffrage
      unemployment insurance
      Prior to the establishment of these companies could and some did abuse their workers by requiring 12hr back to back shifts. Women were certainly not allowed to vote in federal elections prior to the 19th amendment. If you were out if a job hope you had a good extended family support network, otherwise your children went hungry.

      During the New Deal:

      Social Security
      Thats the big one. Imagine a society without pensions…SS sets a floor.

      During the Great Society:

      Medicare
      Medicaid
      The first is the third rail of American politics and the latter, despite caricature, spends a large portion of its money on the truly disabled who really cannot work, not able bodied adults.

      The Clinton administration brought us SCHIP do that children could all have health insurance.

      This is not to say all these accomplishments do not have their shortcomings and tradeoffs, but if forced to experience life without these and other protections I doubt even a paleoconservative would want to live in the nineteenth century.
