    Emery’s dad, John Chalekian, told the council Wednesday that he believes the city has done nothing in the two months since her death to improve Encinitas Boulevard safety conditions for pedestrians and cyclists.

(Also) as a father of a 9-year-old who uses his feet and his … bike to go to school, it leaves me frightened and concerned and angry,” he said, later adding, “Safety is not a privilege. It’s a right.     Councilmember Jim O’Hara said the recent safety problems Encinitas roadways are facing in places like Santa Fe Drive are the result of “bad designs” by previous councils and said the new council is attempting to fix those situations. He added that he was deeply troubled by one resident’s comment that city traffic engineer Abe Bandegan said two lanes would be safer than three for pedestrians and cyclists on Encinitas Boulevard.
    “I want to caution staff to know that when you say things without a back study, without the report, without the information, you frighten people,” he said. “So, be really careful of that. Be aware of what you say.”

    The city manager, then replied, “ Pipe down.. You know the rules. We run City Hall. You don’t. We follow direction from those that hired us, Catherine Blakespear, BIA, and the Kranzinitas team”

The story references a recurring problem of drivers disobeying stop signs. Instead of installing countermeasures which are shown to slow drivers down at conflict points, like raised crosswalks or raised intersections, the suggested solution is to pay more deputies to sit at intersections and ticket anyone who rolls the stop, or just teach drivers not to do that.

    When you have a traffic system where almost everyone is breaking the law, as is the case with rolling stops, the issue is not the people, it’s the system. Let design do the enforcement so deputies can concentrate their efforts on other issues.

Encinitans need to be paying attention to Luke, who not only has trouble with math, but also words. At the last city council he didn’t even know what the word PERPETUITY meant.

    1. Someone needs to make a FOIA with the county tax assessors office, requesting Kranz’s property tax records. That person also needs to send an email directly to the tax assessor personally so it’s on record if the tax assessor does nothing. Finally someone should write an email to Terra Lawson Remer and Blakespear addressing this gross corruption. If nothing gets done, paste the emails with those representatives names all over their Social media pages during re-election. Bottom line, lots can be done to put pressure on Kranz to pay his fair share.

      Another interesting item would be to look at Hinze, Mali, Marlon, Gonzo, Fletcher, Barth, etc’s property taxes and see if they’re all paying significantly under the norm.

      My bet is, they are.

      All Prop 13 does is raise property taxes to level that a lot of low income earners can’t afford.

Their house is their only asset and getting rid of Prop 13 ( Legislative Dems are hoping for ) would only force these people to sell because they can’t afford their property taxes.

    8. 8:24 I’m not referring to Kranz’s wife’s house. That house has definitely not been reassessed like everyone else’s house was in 2012. If you compare other properties in the area you’ll see that everyone had a spike reassessment in 2012 much more than 2% (with the exception of Kranz). The high assessment justification in 2012 and 2013 was because of the drop im assessments made in 2009 and 2010 because of the housing collapse. Regardless, Kranz was never reassessed like everyone else’s. Kranz is a crook, I agree.

How does a family of 4 who bought their home 20 years ago for $200,000 and it’s now worth $1,000,000 pay their property taxes when their making $100,000 a year while putting food on the table and kids through school?

    How?? By having prop 13 protections that limit, how much their property value and related tax can increase your over a year.

    At no point does prop 13 penalize anyone. It allows people to plan for their future, knowing they can actually afford the property taxes at the time they make their home purchase.

    As far as low income earners go just look at the Blake Spear and Kranz council to see what a joke they played on the people they claims they were helping. Now, SB 79 that reports to finally solve California’s “housing crisis“ will require just 5% affordable housing on any density project. You are blaming the wrong laws.

    Democrat families statewide voted for prop 13. This is not a republican scam although affordable housing under the Democrats sure is.

      That’s how the wealthy are scamming the rest of us. They pay almost nothing.

      It’s called Buy, Borrow, and Die.

      People like Elon Musk tell the board they want no salary. Instead, they want to be paid in options and stock. They amass a huge portfolio of assets that currently isn’t taxed until they sell. Here’s the problem: they never sell.

      They use the underlying value of the stock, art, or whatever as collateral for loans. Since they have no salary, there is no income tax; since they haven’t sold stock; there are no capital gains taxes due; and the loan isn’t considered taxable income.

      As long as the assets generally grow faster than loan are issued, the person can take out more and more money while paying no taxes.

      When they die, their heirs inherit the assets and the cost basis resets to the current value. Capital gains are wiped to zero with no payment due.

      Fucking the rest of us schmucks that pay for highways, our military, medical research, and the national parks.

  46. Prop 13 is going away, in the sense that when a home is sold, it leaves the terms of Prop 13 and is reassesed.

    The problem now is that because of lower rates on home loans that people are locked into, a lot of people don't want to move and give that up.
