If you compare other properties in the area you’ll see that everyone had a spike reassessment in 2012 much more than 2% (with the exception of Kranz). At no point does prop 13 penalize anyone. It allows people to plan for their future, knowing they can actually afford the property taxes at the time they make their home purchase.
As far as low income earners go just look at the Blake Spear and Kranz council to see what a joke they played on the people they claims they were helping. Now, SB 79 that reports to finally solve California’s “housing crisis“ will require just 5% affordable housing on any density project. You are blaming the wrong laws.

People like Elon Musk tell the board they want no salary. Instead, they want to be paid in options and stock. They amass a huge portfolio of assets that currently isn’t taxed until they sell. Here’s the problem: they never sell.
They use the underlying value of the stock, art, or whatever as collateral for loans. Since they have no salary, there is no income tax; since they haven’t sold stock; there are no capital gains taxes due; and the loan isn’t considered taxable income.
As long as the assets generally grow faster than loan are issued, the person can take out more and more money while paying no taxes.
When they die, their heirs inherit the assets and the cost basis resets to the current value. Capital gains are wiped to zero with no payment due.
Fucking the rest of us schmucks that pay for highways, our military, medical research, and the national parks.

Government has no business picking winners and losers unless there is a measurable public benefit to the thing being rewarded.
Prop 13 is dumb. It should be eliminated in a revenue neutral way. Let the government collect the same property tax revenue it does today, but shift to a model where everyone is paying based on the current value of the house they own. Period.
Some people will pay more than they currently do. Some people will pay less than they currently do. But in the end, two neighbors living in identically valued houses will have the same tax bill.
Restore sanity.
Stop giving a huge monetary bonus to people for just staying put.
