A proposed staircase down to Beacon's Beach must be redesigned to make it look less like a "Las Vegas-style skywalk" or "freeway overpass" and more like something that fits with Leucadia's funky vibe, Encinitas Planning Commissioners decided Thursday.
The decision -- a 4-0 vote with Commissioner Al Apuzzo absent -- came after hours of public testimony dominated by project opponents. Some 30 people spoke to the commission. Many of them stayed to hear the vote, then jumped to their feet to give the commissioners a standing ovation afterward.

Re-surface the parking lot, realign the railing and retention along the concrete sidewalk, fix the posts and lines along the switchbacks, fix the railroad tie stairs, regularly grade and maintain the trail surface.

I regularly grab handfuls of dirt from Beacon's bluff as I make my way to the bottom. I call it "forced retreat". Let it crumble. Ugly and unsafe anyway. The last time the city studied this problem was 2005. No answers them, no answers now. City wont address this problem again until A- they are sued. B- Coastal Commission says they are restricting safe passage to the beach. Or year 2031.
ReplyDeleteActually, the Coastal Commission wouldn't allow the city to make the trail safe as doing so would be contrary to their managed retreat mantra but the commission staff did support the proposed stairway. Trail bad, concrete good.
DeleteEither way, the whole bluff is sliding into the ocean, just look at the sidewalk sinking on the northern portion. Any reason they can't make it look like the stairs at Swami's or Grandview?

ReplyDeleteUnfortunately the city cannot be sued because of the signage that was placed in the parking lot that warns people of bluff failure, so if you park there, walk on the path, or the beach you have "assumed a risk", so it's tough luck, kid. Any attorneys out there agree with me?

There is case law on this. There needs to be signage to indemnify the city and hold it harmless.

They have stripped the Desert Rose site. Isn't there a policy that grading can't occur until very close to when they are ready to build? I thought that the rules changed after a Shea Homes project destroyed a lot then sat dusty for years.

The Coastal Commission didn't say anything about not maintaining the trail. It didn't like the City's plan, many years ago for so-called "stabilization," which called for a seawall, in a non-emergency situation.
