Cities such as Malibu, Newport Beach, Beverly Hills, Laguna Beach, Costa Mesa, Hermosa Beach, and Compton were only required to build 2 low income restricted houses/units during this last 8 year 5th housing cycle.
The Encinitas Council chose to up‐zone property to 30 housing units per acre to meet the SANDAG mandated low/very low income restricted units of 1033. The Council is promising 1,504 low income units in the Housing Element Update 2019 policies. In these policies the usual building requirements have been loosened so the developer won’t have to follow parts of the code that the rest of the city must follow. The Council and HCD know that only 10-15% of the 1,504 units will be low/very low income units. The rest will be market rate. The theory is that the increased density would mean apartment/condo buildings and a few apartments in the building could be low income while the rest would be market rate. The whole reason for the property upzoning is to ensure that 30 units of low income units will be built. The Mayor knows this won't happen yet she continues to support this plan for high density market rate housing units. Yes, she is dangerous. Vote her out in 2020.
She has made herself broadly unpopular in Encinitas by imposing her agenda rather than following the residents' preferences. All it would take to topple her in '20 is a good, knowledgeable candidate.
The negative reaction to the various HEUs was the broadest I've ever seen. Many, many citizens who had never gotten involved in city government came out of the woodwork.
Think and say what you inaccurately will. The only reason Blakespear won in '18 was that she didn't have a viable opponent.

As a liberal, "America hating socialist" my view on the state's push for more housing is based on more property tax revenue. If they were serious about affordable housing they would be creating incentives to build more non-luxury apartments. Instead they allow B.S. like "in leu fees. Blakespear and the rest are just following orders from the majority party in Sacto. Perhaps the question should be asked "Why is the percentage of your income for housing has doubled in the last 30 years?" Nearly all government levels are dependent on population growth for the status quo to prevail, This is not sustainable. The wolves of wall street have harvested the housing market and not one politician has said shit about it. Blakespear is not a "fake Dem". The Dems have become the fakes.

Sadly the voice of San Diego has the become the voice of developers since they weren't raising enough money otherwise. Encinitas could have truly worked on affordable housing with the land controlled by the city but they traded that away for a meyer ecke land swap deal, anyone who thinks the Encinitas housing plan is truly about affordable housing hasn't been paying attention.
