Blakespear continues to lock public out of participation in council meetings

Two weeks ago, a constitutional attorney opined that preventing the public from speaking at meetings by video or phone was illegal.

Since then, LA County stopped this practice and allowed public participation, following local governments around the country.

Nevertheless, she persisted.
