6/23/21 City Council meeting open thread

There are very large salary increases for most Department Directors deeply hidden in the upcoming Encinitas budget that is set to be adopted on the consent agenda at today’s City Council Meeting. The increase in Director salaries is not discussed in the agenda report at all. Instead, you must go to Attachment 7 – Salary Schedule to find out that all Directors will now be in the same salary range that tops out at $203,703 (see page 38 of the agenda report). Currently, various Director positions do not all fall into the same salary range. Here are the salary increases that Directors will see under the new budget:

    City Clerk – a 37.9% increase over their current $147,752 salary

    Director of Human Resources – an 18.9% increase over their current $171,358 salary (This reclass was discussed briefly in the budget introduction two weeks ago, but the justification was that they would now also take over workers compensation – which most HR Directors already do anyway. The HR Director in Carlsbad, a much bigger city, oversees work compensation and only makes $182,000)

    Director of Parks and Rec & Director of Public Works – an 11.6% increase over their $182,496 salary.

    Director of Finance – a 6.3% increase over their $191,621 salary

    Whenever there has been a proposed change in a position’s salary range in the past, the justification for that change and the fiscal impact were always discussed in detail in the agenda report. This time, the City Manager is trying very hard to hide these increases from the public. The City’s policy is to also set employee pay at the median level of the region, but with these raises the Department Directors will now become the highest paid in the County. If the Council is aware of these increases and approves of hiding them this way, then shame on them. If they are not aware of the increases, then the City Manager needs to go.

    Why don't you start by having the cops enforce existing laws on hazardous motor vehicle drivers and straight pipe motorcycles. Much more damage is done by straight pipe motorcycles and 5,000 lbs vehicles than 80 lbs ebike.

    Wise up fool and ask the cops to enforce existing laws on vehicles. Its been five years since I've seen a cop pull over a vehicle driver for speeding or cutting off a bicycle.

Darting in and out of traffic, riding on sidewalks (100 percent illegal) and interfering with pedestrians and dog walkers. One day little johnny will be flattened by a car.       The City Council needs a summit on common sense. Dr. Jennings killed by bad design, Stephanie Berger, Roberta Walker and many other hit from behind on Hwy 101 because of no safe bike lanes and the City loses $11 million plus many more millions in pending lawsuits. What does the City do?

      They leave the same existing deadly conditions on the road and hold a bike summit focused on yelling at kids.

      Fucking morons all you. You old farts need to get out of your cars and walk or ride a bike. All you City Council clowns need to resign.

      Its also very smart for bikes to ride on the sidewalks considering many streets including Hwy101 are designed on for cars and do not consider bicyclist. Sad but true. The City has a had plan approved for over 10 years with an easy fix to install the needed bicycle lanes, yet they chose to leave the deadly conditions.

      More death, pain, suffering and liability payouts in the future. It so sad and completely unnecessary.

      A. The City Traffic Engineer shall erect signs on any public sidewalk or roadway regulating the riding of bicycles thereon.
      B. No person shall ride a bicycle on a sidewalk within a business district.
      C. Whenever any person is riding a bicycle upon a sidewalk, such person shall yield the right-of-way to any pedestrian. (Ord. 2019-26)

    Doesn't it get you so pissed that the city continues to leave this hazardous conditions? They could easily re-stripe the road with the needed bicycle lanes, but they just haven't done it yet so people are at constant risk of getting hit by a vehicle from behind. Go out there today with your kids and parents and take a ride southbound on Hwy 101 and you know exactly what I am taking about.     Downtown and Cardiff ain't great, but Leucadia is a down and out gauntlet. A full shit show with the odds stacked against the bicyclists. The City deserves all the lawsuits and you can thank your unqualified City Council. They could change all of this quickly but chose not too.

    The result is more pain, suffering, burials, lawsuits and loss of public tax dollars that could have been spent correcting the hazard. But NO. Thats not the way our Clown Council roll.

  13. Well thats simple. The sharrows in Leucadia are different because the road is designed different and people drive alot faster through Leucadia.

    The City council could put in a whole lot of stop lights, signs and roundabouts to slow people down. The speed humps suck and only cause noisy junk sound as people jump them thousands of times per day.

    The City Council could change this by approving to install bike lanes. That could happen in less than one month. But thy will not because they are clueless.

    The potential profiteers have all too obviously shown their stripes. Profit at any expense to our once precious, and our so special quality of living has made little difference to the potential profiteers.

    The go-to claim of riders being mowed down from one of the few 101, barely a handful, of property owners who stand to profit greatly from this scam is as compromised as it comes.

    How anyone could sell their souls and their chosen community, for a profit margin, is beyond this simpleton.

    I treasure this community for what it has personally given me since the early 70's.

    I have to believe that other longtime observers have to feel
    the same.

    All we can hope for is that our elected's show enough spine to truly defend us against the profiteers.

    Almost fifty years as a local has provided a perspective that appears to be lacking in some relatively 'new' observers.

    Any amount of involvement in our local 'process' is always welcomed.
