Other people though, may find it interesting to learn how much our general fund has decreased over the last 15 years in comparison to the rise in revenues. People also need to learn how general fund contributions to street and storm drains have significantly lagged behind revenues.

Another budgeting issue is how they deal with uncertainty. Some costs can’t be known precisely. Last year’s budget didn’t know we were going to have strong winter weather and erosion damage. This years budget doesn’t know if we are headed into a recession.
Council should be using Monte Carlo simulations to understand uncertainty.
MC sims allow you to define individual inputs to the model not as a specific number, but a range between best and worst case. It also allows you to define the distribution of likelihood within the range. In a normal distribution, values toward the middle of the range are more likely than values toward the extreme best and worst case extremes.
Once you define the ranges and distributions, you tell software to run 10,000 simulations. The software will draw values for each variable from its range, using the likelihood curve to pull more likely values more often.
The results then give you a probabilistic view of your budget goals being met. If 90% of the simulations result in a balanced budget, that’s pretty good. If it’s only 50%, then you probably need to make some cuts before finalizing the budget.
You can get commercial off the shelf software that will run MC sims as a spreadsheet plugin for a few hundred bucks.
The other useful thing: MC sims give you the top 5 (or 10) variables that have the greatest effect on the probability of meeting budget goals.
If things don’t go well, it will likely come from one of these sources.
Council can use that information to develop specific risk mitigation ideas for the most critical areas. And they can watch them more carefully, asking staff for more detailed and frequent updates on the critical variables.
The Lake Drive storm drain failure caused the huge slope failure which caused all the damage from the massive siltation to the watershed. This was all caused by lack of maintenance of the old storm drain. 100% human error.
I would suggest to Bruce Ehlers and Blackwell, because at least she had some reasonable comments regarding budget last night, to look at what it costs to maintain Encinitas existing infrastructure prior to approving any more budget for the second Community Center/Senior Center/ Art Center/ Homeless Parking Lot at the Beach.
Encinitas is about to go bankrupt after all these lawsuits from the many deaths and people being run down on its roads. Do you really think we can afford a second community center with the millions to build, the millions per year to maintain in the salty corrosive marine environment, and millions per year on staff costs and other operating costs?

We have Tony because of Susan Turney. Her record speaks for itself. She has been dividing residents in our community. When she ran in 2020 she wasn’t even close to Kellie. And you could’ve focused on the spiking staff hiring and costs, which will have a huge negative impact on completing needed capital projects.
