As a lifelong cyclist and a reasonably fast rider myself, I might be inclined to dislike barrier-protected bike lanes, such as the ones recently installed between Chesterfield Drive and north of Swami’s in Encinitas.
But when I ride there, I can’t help but smile at the kids, older folks and beginner cyclists out enjoying one of the greatest stretches of coastline in the United States.
This project has given something to just about everyone. There are 50 new parking spots for surfers and visitors to use, a dedicated pedestrian walking lane, a new 2-way barrier-protected bike lane, and even a roadway lane for fast riders who prefer to be away from slower users.
To everyone who is up in arms about this positive change, I invite you to reconsider your opposition and embrace improvements that benefit not just you but all of us, fast and slow alike.

The new city manager is very weak. She really need to take some accounting and finance courses. She should look at the way other similar sized coastal city’s are managed and prepare budgets. Just look at the City of San Clemente’s budget which providing long-term trends and tracking projected expenditures.
In addition, look at the way San Clemente maintains its road infrastructure. The roadways are kept with beautiful pavement conditions. I read the pavement condition index is over 88 which is near an excellent score. What’s the City Of Encinitas under 50?
How are Encinitas roads doing?
What are the long term projections of the cities expenditure versus their long-term revenues?
Besides Brust Ehlers, why isn’t any other councilmember asking these questions?

What the City needs to do is emulate what the City of San Clemente does with its budget process.
The keep component is the Long Term Financial Plan (LTFP)
The City utilizes an annual Long Term Financial Plan (LTFP) process, which precedes the budget,
to review the City’s current financial position and to guide municipal fiscal decision making
including the preparation of the budget.
The 2023 LTFP forecast was updated to reflect budget amounts, significant changes from the
LTFP forecast include the addition of $1.1 million of operating costs which is based on an
Transient Occupancy Tax earmark approved by the City Council at the LTFP.
Operating positions can change based on actions taken in the normal course of business and
actions by City Council. These differences can occur in a variety of ways. For instance, higher
receipts or lower disbursements can occur from projection differences, position changes,
additional payments on pension liabilities, and various other actions.
Five Year Financial Forecast – Key Components
The 2023 Long Term Financial Plan (LTFP) forecast which is available on the City’s website:

The 2023 LTFP forecast
anticipating future results was presented to Council in February 2023. Changes to revenues
and costs, changes in the growth rates, significant cost effects and other considerations

since the LTFP forecast, resulted in changes creating future operating deficits for years
previously neutral in the later years. The most significant change is the earmarking of TOT
revenues for pension paydown.
A second keep component is the Staffing section starting on Page 333 of their proposed budget. This is very good accounting. Clear and shows the trends.
Take a look a a well prepared budget. Maybe the Encinitas City Manager can learn something, but maybe not?

ReplyDeleteFunny thing. Lorri said she and Glen on EV need one more moderator. Lorri asked for anyone interested to message her. So what does Julie do? She puts it on the main page that she would be happy to help moderate. Right after this Lorri says she has family in town , so the group is basically not being moderated by anyone right now. Julie takes advantage of that and steer the conversation to his site and how we should change. She even called out EV for allowing some anonymous people to post. It will be interesting to watch EV in the nest few days to see how downhill it goes.
