1- Here is a story that broke by one of the informed. EU readers nearly a year ago. It about this City’s failure to maintain a simple storm drain that led to the waste of tens of millions of tax dollars and harm to the environment.
The new project, estimated to cost $850,000, allows the city to bypass a section of a failing, corrugated metal drain pipe that runs the length of the canyon. Before the bypass work began, large amounts of wet hillside sediment were getting into the decaying drainpipe during stormy weather, clogging the system and causing downstream flooding issues, city employees said.
However, this is just a temporary fix, city engineering employee Badr Suleiman said. The permanent solution, estimated at $6.5 million, would involve replacing the old metal drain pipe, which runs the length of the canyon.

2. How about the proposed 1% sales tax hike on the November ballot to pay for for $1 billion in projects. And the city will hire a consultant for $173K to try to convince the voters.

Since then, certain people we all know or should know, have jeopardized that vision by inserting themselves onto the board and dismissing the few who had genuine motivations to create a space so needed for the arts in this artful community.

Annual staffing costs. From looking at other city facilities, these costs are in the millions. How does this facilities cost vary from the cities existing community center and senior center?

Regarding Pacific View. Here is what you may not know. It was purchased with a Lease Revenue Bond ( 10 million). Those kinds of Bonds are supposed to be paid back by the revenue whatever was purchased receives. So far Pacific View's revenue stream is $113.00. Of course, the Bond also has interest, so the payback is more than 10 million. Next, this property was never zoned for housing and still isn't. That would have had to go to a vote of the citizens. So, as much as Tony would like to tell you we had to pay 10 million, that is B.S. Developers didn't want it, because they couldn't build housing on it given the zoning. I have no idea how much we have already paid on the interest on the Bond, but I imagine it's quite a bit. Now we also have to figure in how much money it is taking to upgrade this facility, that has asbestos in the structure. And on and on it goes. There were a couple of local groups who were working on it free of charge, but it seems as if they have gotten frustrated with it. The website to learn all of the B.S. is "Save Pacific View" started by Scott Chatfield who is good friends with Blakespear. IMHO it is one of the most ridiculous purchases this City has made. At least with the Hall Property we got a park ( Encinitas Community Park) and a beautiful library, which only cost us 11 million. Anyone just my 2 cents for what its worth. The school board had already declared the property surplus. The auction of the property was split into two bid types: one bid type was “as is” meaning current zoning. The second bid type was for the property zoned residential. If the school board accepted a bid conditioned on rezoning to residential, the auction called for a protracted escrow period that would close when the state mandated rezoning was complete.
When the city reached agreement to buy the property, the auction was aborted and bids were returned unopened.

Bonding and Borrowing Capacity Figure 3 shows the FY 23/24 projected payments due on the City’s bonds and loans over the FY 2022-2045 timeframe. In FY 23/24, the projected debt service payments total $5.2 million, which includes principal and interest. To maintain a AAA bond rating, the City cannot take on additional loans or bonds at this time. However, as shown in the figure, in 2031/32 the 2017 Park Bonds will be paid off and there will be some additional borrowing capacity.
A City Maxes out it's debt, pays over $5,000,000.00 a year in interest, closing beach access, fencing off coastal access and access to stores, and roads are crumbling and flooding.

1- Here is a story that broke by one of the informed. EU readers nearly a year ago. It about this City’s failure to maintain a simple storm drain that led to the waste of tens of millions of tax dollars and harm to the environment.
The new project, estimated to cost $850,000, allows the city to bypass a section of a failing, corrugated metal drain pipe that runs the length of the canyon. Before the bypass work began, large amounts of wet hillside sediment were getting into the decaying drainpipe during stormy weather, clogging the system and causing downstream flooding issues, city employees said.
However, this is just a temporary fix, city engineering employee Badr Suleiman said. The permanent solution, estimated at $6.5 million, would involve replacing the old metal drain pipe, which runs the length of the canyon.
Kranz is such a lying jackass. He’s spending in excess of $20 million on a second senior center when Encinitas is crumbling and flooding.

2. How about the proposed 1% sales tax hike on the November ballot to pay for for $1 billion in projects. And the city will hire a consultant for $173K to try to convince the voters.
This is on top of the 15% per year for five years rate increases for Cardiff Sanitation, and 19% rates per year for Encinitas Sanitation. We still don't know how much our water rates will be rising, coming soon.
The ITF Final Report includes a listing of 97 projects identified by City Departments between May 2023 and July 2023, supplemented by 16 projects identified by City Council during the November 13, 2023 meeting. The total cost of the 113 projects is approximately $1.31B.

We know in addition to the construction cost and the cost to purchase the property there there are annual ongoing costs. These annual ongoing costs include:
Insurance,
Depreciation in order to keep the building up to current standards,
Annual maintenance cost
Annual operation cost including electrical, communications, utilities, and other costs.
Annual staffing costs.
From looking at other city facilities, these costs are in the millions. How does this facilities cost vary from the cities existing community center and senior center?
if you’d be so kind, please direct me to a report which addresses all of them.
I would just love to see how many people are expected to use this center. I purposely will try and resist using the word senior, since it seems to be negative. I didn’t realize that Encinitas hated seniors so much.

Regarding Pacific View. Here is what you may not know. It was purchased with a Lease Revenue Bond ( 10 million). Those kinds of Bonds are supposed to be paid back by the revenue whatever was purchased receives. So far Pacific View's revenue stream is $113.00. Of course, the Bond also has interest, so the payback is more than 10 million. Next, this property was never zoned for housing and still isn't. That would have had to go to a vote of the citizens. So, as much as Tony would like to tell you we had to pay 10 million, that is B.S. Developers didn't want it, because they couldn't build housing on it given the zoning. I have no idea how much we have already paid on the interest on the Bond, but I imagine it's quite a bit. Now we also have to figure in how much money it is taking to upgrade this facility, that has asbestos in the structure. And on and on it goes. There were a couple of local groups who were working on it free of charge, but it seems as if they have gotten frustrated with it. The website to learn all of the B.S. is "Save Pacific View" started by Scott Chatfield who is good friends with Blakespear. IMHO it is one of the most ridiculous purchases this City has made. At least with the Hall Property we got a park ( Encinitas Community Park) and a beautiful library, which only cost us 11 million. Anyone just my 2 cents for what its worth. But this is an accurate account, unless someone wants to share why it isn't.

4. What are the current uses of all the other City facilities and is there opportunity to better utilize that space? Are there rooms at the existing facilities to address demand for more art classes?
