Federal funds for Leucadia flooding

The City of Encinitas will receive $4 million for the Leucadia Streetscape Drainage Improvements project. The section of Coast Highway 101 traversing Leucadia is relatively flat and lies at a low point between a rail corridor and coastal bluffs.

The drainage infrastructure on Coast Highway needs to be improved to handle moderate storm events. This project would fund new drainage infrastructure with pipes up to 66 inches in diameter to address longstanding flooding through the corridor that leaves ponding on the highway and negatively impacts local residences and businesses.

  1. Let's hope that the money actually is used for this purpose. How many times have Leucadia residents been promised improvements when the funds reserved for a purpose end up in the pockets of consultants? Let's hope they actually follow through this time!

  2. The government funding peeps should ask Gary Murphy what to do. Our city's experts, right, hardly, were dismissive at the time. Some thanks Gary got for trying.

    Maybe he will finally be listened to. He did his homework for this community way too many years ago and it went nowhere, for the most part.

    Meanwhile, we have a number temporary neighborhood lakes on our streets that get pumped out straight to the ocean with minor filtering of solids. Oil residue's, and who knows what else end up ninth ocean.

  3. 6:48pm Yep. Dedicated funds have had little dedication to the intended original purpose. Sounds like free money to do with whatever the city wants with little regard to people dealing with being flooded when it becomes heavy. It is heavy for our neighbors every year and has been.

    2. The city has diverted local taxpayers' money from one project to another, but it's highly unlikely they can do that with federal funds. Chances are that $4 million will be applied to the Leucadia Streetscape Drainage Improvements project.

    1. The City should sell Pacific View now prior to the tanking real estate prices and get ready for the settlement payment to Dr Worley's family and attorneys. I see the pretty much razed the property. Like one frame of a wall left of the old school. They will likely leave one board vertical and call it a remodel. Go check it out the old school buildings are gone.

      At least change the name of the property to the Worley Place in remembrance of a great man and acknowledging the wrongs done.

    2. No developer would buy Pacific View without a guarantee it would be upzoned to allow commercial and/or residential development. That would require a Prop A vote, which would never pass. That's why the city couldn't sell it in the first place and put in the only bid at $10 million. Baird suckered the total rubes in city government.

    4. No, it's zoned public/semi-public. It was donated as a school property. Baird couldn't force upzoning. A Prop A vote would have been invoked by the municipal code. The reserve for the auction was $9.5 million. Dumbshit Kranz bid $10 million to ensure the winning bid. There were no other bids. Developers aren't stupid. They knew Prop A would prevent upzoning and, therefore, development.

    North side of 101 is a wet, muddy mess right now. To be so negative about this is sad. How can this not assist in at-grade crossings? It's not election year anymore, go on offense.

    Maybe we should bring back the goat head thorn trail. Remember that?

    Is the best alternative a declaration of blight, aka 2004. We would have been better off back then. Streetscape would have been funded and done.

    This is what I like, plans to make a real bike path between La Costa and Leucadia, similar to the one in Solana Beach.

      If the City can somehow get their insurers to pay this one right after the $11 million payout in addition to the big payouts tied to the grand Avenue deaths, the insurance is either going to cancel Encinitas policy or going to Spike the annual premium. How much is that going to cost the taxpayers?

      Lawsuits haven’t even started dropping yet on all the other shitty designs, the cities put in place. How much are the injuries in South Cardiff going to cost?

      How much are the injuries in pain and suffering in front of the San Diego high school going to cost one that’s built?

    1) Encinitas made zero progress towards a quiet zone while Kranz led the board at NCTD to install fencing all along the Encinitas rail road ending paths have been in place for hundreds if not thousands of years. These pathways date back to and some were likely established by the Ipai and the Kumeyaay people to walk to the beach. Now many Leucadians can no longer walk a few hundred yards to local fresh produce at Just Peachy and other stores and must drive miles to get to the stores and their local beach. Leucadians used to cross the tracks to visit the nearby beaches, bars, restaurants, plant shops and yoga studios, an area often described as “funky.” “My husband and I live in Leucadia and want to express our surprise and sorrow at the proposal to build a fence,” wrote Kristin Bisely in a Nov. 18 letter to the transit district board.

    and 2) Instead of installing a nice rail trail like in Cardiff, Tony supported led the City to install parking lot which currently serves as a parking for the private apartment owners across street (using public property for private use), contractor storage yards, boat and trailer storage yard, and other black market uses. This action made conditions on Vulcan Avenue even more unsafe.

      The only real locals are the ones that are born here, like my children and many others. You?

      It’s pretty easy to go back and Google maps street view and see the difference between pre-Kranz parking lot and the post Kranz parking lots…

      Pre-parking lots. We had a permeable, natural ground surface, allowed rain, and runoff to percolate into the ground surface. this area could’ve been easily transformed into a beautiful, wide, shared pathway exactly like was constructed in Cardiff. Of course, Kranz being the dumbass that he is, chose to put crappy compact DG, which is impermeable on it and turned it over to the adjacent apartment owners, and anybody else that wants free long-term storage parking….

      Hence, we have tons of contractor trailers, boats, JetSki’s, discarded furniture, homeless, van, lifers, drug sales, all kinds of bad behavior that comes with drug sales and homeless, and a lot of illegal behavior. Human trafficking? Likely.

      So should the area be for all the crappy uses under Kranz’s plan or would a smarter mayor have chose to have a beautiful pathway I like Cardiff?

      Seems like almost every decision Kranz made in the 10 years he’s been on council has resulted in deterioration and worse conditions for the quality of life in Encinitas and for the environment.

    5. I just drove N Vulcan. I saw two trailers, no boats, and no discarded furniture. I did see stagnant water next to the tracks. Quite a few vans though.

    Support Encinitas a “Welcoming City” and to make it legal to park and van life it in front of your house 



    Embrace that Kranz paid $500,000.00 dollars more than the full asking price for Pacific View and take on a huge unfunded costly coastal city facility without ever exploring the real costs for the long term operations and maintenance of yet another public facility on the beach

    What is the price point for an affordable house?

    There are huge population shifts of citizens with assets moving out of San Diego.

    The venture capital investment bubble of 2022 has popped and there’s an article in the Union Tribune that $8 billion of venture capital money is no longer available and it’s half of what it was just last year.

    Major major layoffs happening throughout San Diego county.

    And home prices are free falling with no bottom in sight.

    So to our educated and newest councilmember, what price point are we trying to establish for an affordable house?

    Are we talking about if there’s a 50% correction will that be affordable enough?

    How about if there’s an 80% correction? That would be absolutely great. $1 million condominium sold yesterday could be bought in the near future for $200,000. Well, that’s good news, right?

    That is, unless if you were the bank with the underlying mortgage…. 🤣

    We all know the needed collusions and decisions on this item were made well before this staff report on the subject was ever completed. "

    The last thing this town needs is to listen to it's Town Dunce ramble on and on about how grateful he is about all the candidates to submit their qualifications and say some ass kissing things to Scott about how great he is for Leucadia and then move to appoint Karen Blackwell.

    The public really doesn't deserve to bear the brunt force BS of the Clown Council on the virtues of their WOKE Karen candidate and how it was really hard decision but in the end they felt Karen would best fit their future "Yes" votes to help squash an rational approach from Councilmember and future Mayor Bruce Ehlers.

    As consistent with the Town Dunce, he continually votes for the option that is the worst for Encinitas. The Clown Council need someone to support spending tens of millions of dollars on a Regional Finger Painting Clubhouse - "Finger-painting Beach Klub for Karens at Pacific View" Which will consume multimillions of dollars each year for operation and maintenance forever, while doing nothing on all the other City needs that are causing pain and suffering and big lawsuit settlements. Curious, when is the City going to present a report on the long term operational and maintenance costs will be for the Finger-painting Beach Klub for Karens at Pacific View.

    It would be interesting to see what budget is spent on the Finger - Painting Clubhouse per year and compare it to what the City is spending on its crumbling roadways and improvements for La Costa Avenue, Vulcan Avenue, Leucadia Blvd., Rancho Sante Fe, Sante Fe Avenue, Birmingham Drive, the Pedestrian Crossings for the Rail Road, Beach Beach stabilization and Access, and the Quiet Zones.

    I'm pretty confident, they will not comply with simple request to save the public from the BS show, but it's worth asking. Right?

    1. I hired a some fifth generation American guy to paint the inside of my house. He worked for a day, and then the surf would come up, and he was nowhere to be found. He’d be back at work for a day or two until the surf came up again. One day I came home and he was taking a nap on the carpet in a spare bedroom.

      I fired that guy and hired two immigrant brothers. They showed up on time, worked their asses off. They took pride in their work, even the corners and lines inside the closets were perfect. They knocked out the job in a couple of days and my life got back to normal. I gave them a generous tip, and recommend them to anyone needing paint work.

Some people loved roundabouts other peoples didn’t like roundabouts. The roundabout haters called them selves red shirts.

      Now the world is completely upside down. Lots of angst and an economy that has no fundamental stability.

      Governor Newsom’s response to Covid. Definitely did not help.

      Hopefully things will stabilize in the next five years to a decade. In the meantime, get ready for a whirlwind.

  70. The BIAspear machine is out in droves pushing the old, crusty, crap for teeth Blackwell for D-1. She's an opportunist carpetbagger, that missed 50% of the EEC meetings, but thinks she is entitled to represent Leucadia. The only thing I saw in her 'All-about memememe, I am so great" BS resume, that was positive, is that she claims she can keep her mouth shut, unlike the blathering idiot Lyndes.
