One-party rule comes to Encinitas

The January 9 unanimous appointment to the Encinitas City Council of Kellie Shay Hinze, executive director of the Leucadia 101 Main Street Association completes a singular vote for Encinitas of what one longtime community activist labeled as a “raping of the community.”

As a replacement for former councilwoman Tasha Boerner Horvath, who won a seat to the state assembly, Hinze’s appointment adds to the November re-election of Mayor Catherine Blakespear, Councilman Joe Mosca, and new-to-council, Jody Hubbard.

Now that a mayor and four councilpersons are seated as self-described liberal environmentalists, “There is no diversity of opinion or thought. It is a disservice to our community,” said former judge Tony Brandenburg, who had his name in the ring for the appointed seat.

Others have noted that for a council that claims to be for Encinitas’ small town identity, and environmentalism, they certainly seem to be supporting almost every development project that comes along, including three-story, low-income housing and the tearing down of mom and pop small businesses along Encinitas’ downtown to be replaced with two-story, mixed use commercial/residential buildings.

According to some city hall watchers, the fix was already in for Hinze. Encinitas has a recent history of seemingly choosing appointments to the council prior to hearing from all candidates.

  2. As someone who has not always agreed with the Council's selection for filling a council seat, I get tired of seeing this kind of anonymous quote:

    This is accusing the council of violating the Brown Act which is quite serious. Either show your proof or shut up. You can say you don't like the candidate and their selection but whining about it being fixed is just so lame. The current council members all have their tendencies and that is how they picked the candidate. There's no mystery there. I like Tony and would have voted for him if I lived in his district but he lost.

    I fully expect Doug Fiske to chain himself to a piece of construction equipment to prevent the start of streetscape. That's commitment.

    1. The word was out before the meeting that the appointee would be Hinze. It was posted here on Encinitas Undercover before hand. A lot of people in this city knew it would be Hinze. And yes, it was supposed to be Roberta Walker before her unfortunate accident took her out of the running.

  3. Anybody who's been paying attention to the City Council for a while knows that many decisions are made before the meetings start. The council goes through a charade of listening to public input then votes however they decided beforehand.

  4. How they did it? They told certain candidates to have a lot of people show up and support them. They individually met with each candidate. Brandenburg knew this and asked people to show up for him. Nancarow-Glenn did too. The "fix" was really for Roberta Walker, but due to her unfortunate accident, that didn't work out. So, Catherine decided to go with Hinze. Not a mystery and not a Brown Act violation. Just good old fashioned politics. Catherine is becoming a master at it.

    1. I don't buy it.... I believe she had conversations and comments to lemimngs Mosca and Hubbard which synced the deal.

      It sucks that our Council is full of not smart bleeding heart liberals. I don't like welcoming the drug addicts and homeless. They are associated with crime including pedophiles, robberies and assaults.

      Lets put a homeless drug rehab with porta potties next to each of our City Council members who votes to support increasing services to this sector.

      Why didn't Blakespear learn from our sister city in Japan when she was there? Japan doesn't have a homeless problem like US, because they do not promote and enable it like the bleeding heart liberals do in this county.

      Make people accountable for there actions, help the mentally unstable in institutions and vote out our bleeding heart liberal City Council.

      Pray we have some candidates other than these tools next election.

  5. The proof was shown when Gaspar taped a Brown Act Violation between Mayor Blakespear and Councilwomen Shaffer. IT'S ON THE TAPE! If it didn't happen have Blakespear and Shaffer say it didn't happen, so the tape can be released again. They won't because they were busted. If Blakespear did it before, she'll do it again.

    1. It's a Brown Act violation if more than two councilmembers discuss an issue either directly or serially. Any two can privately discuss it as long as that conversation is not shared with the other councilmembers.

  8. Hopefully this council ships out the manager. Travesty what's going on with the new hotel, exceeding prop A height limits, and not building what they originally promised. The project is not vested at three stories. Only two.

    City manager not even letting people know what's going on in her newsletter!!!! Shame.

Has it occurred to you that you can build 3 stories and still only have 2 stories above grade? No, of course not - because it doesn't fit your narrative....it doesn't comport with your version of reality.....

    5. To 9.33's point: I read in the other thread that 2 stories or 30 feet in height was the condition applied to the project from the CCC. Does the project satisfy both? I'm generally asking so I can determine how I feel about it.

      I'm not sure how this project was vested. I heard that it only accrued vesting to the amount that was permitted at the time. But it does look bigger than 30 feet. Shouldn't this have to go back to the Coastal Commission?

      Why isn't the Council addressing this?

    7. Is that your' repoint 11:36? I have a kitchen, so I can't eat out from time to time?

      I have stayed at a VBRO on Neptune each of the past three summers. I also stay a night from time to time in Del Mar and Carlsbad.

      If anything, I think this place will only cater to local markets. Anyone traveling from out of state will be hit with Carlsbad's Visitor Serving Campaigns and stay there, where there is a lot of "visitor" things to do like LEGOLAND, airport, shopping, museums, etc. Carlsbad spends tons of money going to trade shows and advertisements. We don't. And we never will. That's why there are "no" hotels in Encinitas and tons in Carlsbad. Online search engines slightly have changed tourism opportunities, but still Carlsbad is where tourists go, year after year. As they should. Encinitas is where north county people go to the beach or eat and drink downtown.

      I think this hotel is nice. And I like it. But I tend to agree that something is off on how this was processed and can understand their frustration.

    8. 11:58 - You're right. We don't have any decent lodging. We do have some local spaces that cater to surf markets. Niche markets though. Hard to artificially create it. This won't be one of them. And this isn't boutique lodging. It is very nice with tons of amenities - so lets call it what it is, a nice hotel.

      But no local or out of town surfers wills stay here. It will appeal to the same high-end family market or business class travelers. We need nice lodging. So this is good. Its hard to have out of town guests come, with no where decent to send them. Airbnb and VBROs have helped. And I expect that market to stand strong, which may soften the room rental rate further. $400 won't stand for long. $400 might a bit much. But they will pull it off for a while, then I think the prices will creep down to low $300 or split rates with oceanview/eco support class.

    9. The satisfy the max 30-feet requirement, Marco posted on Votes that the developer is cutting into the existing grade. The hotel will be three stories and 30 feet from the new, lower, artificial grade.

      Prop A is 30 feet from the natural or fill grade, but hotel supporters say Prop A doesn't apply because the hotel was approved by the city before Prop A.

    3. Sounds like someone is triggered about having poor parents and no education. Maybe the aforementioned will hire 12.41 to mow their lawn? Oh wait, there are better qualified people to do that from Mexico. People who don’t feel the world owes them living. 12.41 you are broke and miserable because of personal choices it has nothing to do with where other people money comes from. Other folks money is none of your business. If you, or your parents, were smart enough to invest in Encinitas property maybe you could afford an education. That education could get you a better job and maybe you could afford to invest in some property for your kids to live in. Something else to consider, I know that’s hard when you have a narrow mind, but council job doesn’t pay much. We are lucky to have people who can afford to work for peanuts while others work hard to make that mortgage payment.

      That said, your carefully articulated rant is one big fat logical fallacy. The only snowflake on here is you whining about other people’s money. Go cry your broke ass somewhere else. Deadbeat.

  14. If Hinze lives in Village Park, that's not District 2. She was appointed supposedly because she lives in District 2 and can run for election from there in '20.
