4/13/22 City Council meeting open thread

 There will be fireworks over the council’s planned firing of Planning Commissioner Bruce Ehlers!

  1. Over on EN, Marco is expressing an opinion that Bruce Ehlers should resign from the PC himself on account of his bias... What Marco doesn't mention is that most of his living for the past years has been through his own bias of getting paid by developers to push through high-density projects at the expense of our community and our environment. Don't think that Marco isn't calling the shots so that his clients can get favorable rulings at both the PC and council in hopes of avoiding lawsuits. Marco is politically and financially beholden to the developers who pay his wages.

All I did was ask her to outline her "Real Solution on our lingering problem of homelessness". The problem is that she can't, because she doesn't have one. She says the same things that have caused the crisis in the first place. Which is "Housing First" and "We need to rely on Non Profits". Those policies don't work. And she can't handle someone questioning her policies.

    5. Blakespear claims that the overnight parking lot ends homelessness. The way that she does this is by claiming the cars people live in are homeless shelters. She also read in her statements that Bruce Ehlers was against the "opportunity" for low income by which they claim that high density is a fair exchange. This is another weasel word that planners have been using for years. Maybe she is an evil witch trying to cast spells with her incantations and lies. She is not only the worst mayor we have ever had in Encinitas, but likely the worst person who has ever resided here.

I love how Marco, and Blakespear, and Joe Mosca and others refer to the Planning Commission as a quasi-judicial body, but can't get their heads around the idea that Commissioners, just like Judges, can be presumed to set aside their personal biases. Bruce Ehhlers addressed that tonight, explaining that he can and does make his decisions on the basis of the record before him and the applicable law. Just like a judge. These people are all lawyers, they know how it works for judges. It should work the same way for commissioners.

It's not whether they have the capacity to set aside biases, it's whether they have publicly expressed those biases in advance of receiving specific evidence. (And note, there is a difference between economic conflict of interest and pre-decisional bias). Bruce's hostility towards R30/Housing Element/Housing Accountability Act/Density Bonus has compromised his impartiality. In fact, should he be elected to City Council, I wouldn't be surprised if his lack of pre-decisional objectivity on these matters will lead to the City being sued by a disgruntled developer.

    He is the root cause of all the resident's train horn noise. As Chair of NCTD he approved increasing Coaster services at a time when ridership was and is at an all time low!

    Still, some people question whether the region should be investing so much money in rail transportation. One of them is first-term Del Mar Councilman Dan Quirk, who represents his city on the NCTD board.

    All for what a handful of people to ride a very empty huge polluting deadly loud waste of tax payers money train that should have ended years ago. How many more of our Kids need to get cancer, how many more people need to get killed by the train. How many more people need to suffer from the needless air pollution and noise pollution Coaster program that has so much greater costs and damage to society than transporting a few North County riders that could just as easily take a bus, carpool, or ride and electric bike or rideshare to work and play.

He's on Blakespear's page saying he can "finally" respond. How the hell was he planning on running an anti-incumbent campaign all the way through election time if there were limitations on what he could say publicly? This whole thing comes off as insincere posturing and manufactured outrage.

    1. The other point that is missing is that the City Council also serves in judicial role when they hear appeals from the Planning Commission. Here in Encinitas, it usually is very bad news for residents since unlike Ehlers, who is guided by his knowledge of the municipal code, our council members make no pretense of trying to follow the code--especially since none of them know it!

      HUD sets the income limits that define affordable housing. CA HCD gets the figures from HUD:

What I liked about Sheila's comments was that she pointed out millionaires Blakespear and Hinze have already had their families properties placed into their own names and that it would be good to give other people the same opportunity to the benefits that they knew about and benefited from but didn't share with others. I think the best was the long time resident Dolores that lives off La Costa that spoke just before Lorri starting at 2:15:08, also the lady who spoke at 1:31 was spot on highlighting that Kranz and BIA work solely for the developers and against us residents, and lets not forget the women at who spoke the honest truth and explained the fact:

    I say $100k per council person and $150k for mayor. Those are still not big wages in N. county and will at least provide a means for people like Thunder or Ehlers. they do control billions of dollars of our tax dollars.

  47. Why hasn't Blakespear called for consequences for the abuse of the SANDAG credit cards? Why hasn't the casre been turned over to the district Attorney for investigation of larceny? Why? Maybe because Blakespear is up to her neck in the whole affair and is vulnerable to cross testimony? she is trying to ignore it and hoping it goes away. $2.5 million in pilfered public funds necessitates a follow-up.     2. 15-20% of the units built in density bonus and inclusionary projects are supposed to fall within the income limits prescribed by HUD for San Diego County. They're not subsidized by the state or feds. The rents are required to agree with the HUD very low and/or low income limits.
