  6. Love the speakers today. I always love to hear from Mark Mavill. That last speaker, Elaina was super intelligent, and basically explain to city Council that bus the Encinitas bike and pedestrian club and the San Diego by Colección voted against this ridiculous plan and presented their opposition to city council.

    BIA and The Dunce went against the experts, and voted in favor of it and directed its construction.

    The Dunce fully owns this one.

    Actions have consequences.

    And that is why other towns do not elect their town dunce as mayor.

    People like Marco, John Gjata, Garvin, Kathleen Lees, Hinze, Joy, and 🐖👧 caused this by campaigning for The Dunce.

  9. It’s not just an embarrassment to the leader ship. it’s major pain and suffering for the family of the persons killed and totally unnecessary. They will read this blog and know that it was all upfront, and knowing that this would lead to a death.

  14. Is our community a residential haven or a tourist magnet?

    During the budget meeting:
    Tony - used the myEncinitasApp to report a homeless dude, and staff responded quickly. Doesn't like the idea of temp-to-full hires, wants more continuity of customer service.

    Joy - Doubled down on myEncinitasApp. The city needs income/revenue, We need to get creative in finding solutions. The ongoing optical fibre will make our existing overhead cables obsolete, no need to underground. (She missed the power line aspect of undergrounding, sigh)

    Bruce - We need to be looking long term. Presented a great chart showing how our PCI road rating index is bad and getting worse. Emphasis on "Basic Services" over "Social Engineering". He questioned the recent spike in full-time employees. Using the words of emphaisis, "Data driven".

    Tony - rebutted this staffing argument by stating much of the increase is due to our city Housing Element. (If we opposed the state, this cost could maybe go away).

    Pamela - "People cost money", "Staff is catching up", "I want even more staff".

    Kelli - Because nobody is here tonight, means people are happy. (Sigh, she's probably right on this). But then she claimed the state of the roads is "indicative of climate change", and then babbled something about entering a new 5 year El Nino cycle. "We need staff to get more grants", so we can invest and attract more people. (Kelli loves tourism!!!). "We have the most beautiful beaches in the world". "We lead in ways we want to"

    Allison - Likes the budget. Wants to think about the future, and also get creative in finding funding sources to address new needs from new developments.

    Tony - "Street dining will not continue without paying"

    Joy - "There is no city economy", Trusts in the Infrastructure Task Force. Pushed the Climate Action Plan, Feels that Cannabis Management will require even more staff.

    Bruce - Storm Drains are a big deal!!!! (Kelli had the look of "errr" on her face at this)

    Tony - summed it all up as this is "Needs vs Wants"

    As to creative solutions, a speaker mentioned the possible $600K in lost revenue due to the city giving away the land for street dining. Also mentioning the $2 million we receive as our portion of gasoline taxes and the $3.2 million we receive for human poop processing.

    My conclusion, some of the council still thinks money is easy to get and insist on pushing non necessary recreational spending, deferring spending on basic infrastructure.

    Alternatively, a repurposing of the underutilized rail line into a greenbelt/walk/bike trail is a major sustainability opportunity that has numerous co-benefits that include clean & local commuting, healthier living, greater flexibility in dealing with future sea level rise, substantially lower costs

  26. People voiced they are not happy with the new 101 bike striping. Tony says "wait 6 months, and you will love it", we shall see. The mayor predicts "this will be a popular destination". Key word is destination, meaning people coming to visit in, gasp, cars. Tourists over Residents.

    Mr. Mavil says cannabis stores are failing. We may be late to the party, so to speak.

    The park fees was pretty contentious also. From a very strong perspective we will be pitting have's vs have-nots in the financial battle for time control over scarce resources.

    For parks access in general, we are adding a lot of new population, yet or park supply remains fixed. Not ideal.

  27. OMG - You have to watch the 1 hour budget workshop. Our Council is a total shit show. Bruce Ehlers highlights with City data that our roads are indeed crumbling and the city storm drain system is failing and both need millions of dollars per year to address.

    Kranz is so stupid he ignores it and pumps $20 million into a second community center and homeless parking lot that is going to cost a butt load to operate and maintain every year. That cost was not even discussed.

    So what does awesome City staff due? They approve a monster high density development on Leucadia Blvd and Garden View which is installing huge metal storm drain pipes that will fail in 30 years and cause a whole other problem like the Lake Drive debacle.

    What the budget shit show. please watch it for yourself. Ehlers shows excellent and charts and data. He will be the next Mayor.

    o $485K Pacific View Startup: Furniture & Fixtures, part-time Arts Coordinator (0.75)
    to FTE, part-time Facilities Specialist (0.75) to FTE
    o $150K Increase Habitat Stewardship Funding & Maintenance/Monitoring Plan
    o $75K E-Bike/Bicycle Safety Training with School Districts
    o $0 Zero Waste Administrator (New FTE)
    o $0 Sustainability Management Analyst (New FTE)
    o $0 Lifeguards (2 New FTE)
    o $132K Marine Safety Lieutenant (New FTE)
    o $137K Housing Management Analyst (New FTE)
    o $155K Fire Administrative Training Captain (New FTE)
    o $150K Mobility Manager (New FTE)

    So we are spending $485K Pacific View Startup: for our second community center for a small 60k city with 2 full time pensioned positions FOREVER which is sure to grow.

    And then the other FTEs shown are only the salary estimates and are not fully loaded and do not even including the pension and health benefits. I'm not sure if this reporting is even legal under GASB - https://www.gasb.org/aboutgasb

    Regardless, as all the public speakers said these positions are definitely not needed the most wasteful in order are:

    1. 2 FTEs for the Second Community Center
    2. o $0 Lifeguards (2 New FTE)
    o $132K Marine Safety Lieutenant (New FTE). For what? They do not serve any value. Zero data showing lifeguards make a difference in fatalities or even serious injuries at the beach. In fact all the serious life saving is done by bystanders good citizens.
    3. $155K Fire Administrative Training Captain (New FTE). Fire budget way to big for our small city.
    4. $0 Zero Waste Administrator (New FTE)
    o $0 Sustainability Management Analyst (New FTE). two positions for fluff work and more wasted paper? This is not sustainable.

    5. $137K Housing Management Analyst (New FTE) - again unneeded and more waste, pollution and unsustainable.

    So how does zero budget work for pensioned full time employees FTEs ? Do they just work for free. Or are we not showing the true expenses so that we have a "balanced" budget.

    This City Hall is a mess. I think the Feds should be called in.

    We need either Solana Beach or Carlsbad to come and save us for this destruction. Please LAFCO save us citizens from this craziness.

    This is what a City in trouble's budget looks like:

    The FY 2023-24 Proposed Budget for the General Fund includes:
     Estimated revenues of $100.4 million, an increase of $4.3 million, or 4.5 percent, over the
    current FY 2022-23 Revised Budget
     Proposed operating expenditures of $90.4 million, an increase of $4.5 million, or 5.3
    percent over the current budget
     Proposed capital funding of $3.6 million in the Capital Improvement Program
     Debt service payments of $5.2 million, and
     Policy-directed budget stabilization reserves (two percent of revenue, $2.0 million) and
    contingency reserves (20 percent of expenditures, $18.1 million).

    Get ready citizens. The crumbling roads will be getting alot worse. More storm drain failures due to unresponsible management of maintenance or otherwise known as massive differed maintenance in which the can has be kicked so far down the road the rusted can/storm drains are literally turning to dust, police services will have to be cut because of the cost of the new second community center, and the best one they will use the massive failing roads as a cry for a 1% local sales tax.

    The City will be selling a local tax increase saying they are responsible with our tax dollars and they are asking for more and more out of your pocket to help grow the City Manager staff building party.

    Please Feds or LAFCO. Save us!

    A budget like this:

    Proposed operating expenditures of $90.4 million, an increase of $4.5 million, or 5.3
    percent over the current budget
     Proposed capital funding of $3.6 million in the Capital Improvement Program
     Debt service payments of $5.2 million,

    Where you spend over 90% of staff and overhead and only $3.6 million on needed capital projects for a rich beach city of 60k, this is a major concern.

    Bruce did a great job as a City Council Member day lighting to the public that the roads are in fact crumbling and storm drains are failing all over the place.

    Fire Tony immediately. We can not afford this turd ball for another year. Where can I sign the recall petition?

    1. Where the fiber optic cable has been installed is by far the best paved parts of Vulcan.

      What was not mentioned in the budget talks was the very real possibility of grant funds drying up due to California's deep budget deficit. I guess we can save a ton of money if projects never get funded.

      RE the giant corrugated pipes at Fox Point. I don't think they are for drainage, they'd already be in the ground. I suspect they are decorations for the "vegetable park" that's going in.

    2. 6:18- thx for the info on the CMP. I can’t wait to hear the agenda report Ehlers requested on the status of needed CMP repair from around the City and the plan and budget needed to address it.

      Hinze is a F$&kin idiot and thinks the storm drains, pavement and buildings are failing from climate change.

      It called lack of maintenance. The City needs to learn to maintain its existing infrastructure prior to taking on new facilities.

      We could never afford a second community center/second homeless parking lot at PV.

      Rezone it to surrounding R-8 zoning and sell it.

      Another long term cost to track is percentage of budget paid for pensions , and lawsuit settlements and JPA city Insurance premiums.

      With Encinitas averaging tens of millions each year to bike deaths and severe injury, premiums will be spiking if they don’t cancel the contract.

    1. That’s a great question and I think staff should’ve addressed that with the council members. I’d like to hear the answer. Compare the headcount with the City of San Clemente that’s pretty close size.

    2. San Clemente is 64,000 as of 2020. Encinitas is 62,000 as of 2020. Very similar size. very similar city.

  34. Netly, the fiber optics company tearing up Encinitas streets to put in the optics for Ting doesn't have a contract with the city of Encinitas. Yet, city manager and staff gave them permits to destroy our streets. Ting who will manage the 5G system doesn't have a contract with the city. Council - get your heads out of the sand and start being responsible for the city and not give it over to the city manager and staff.

  37. Vision Zero on so many fronts indicates zero vision on so many issues. And yet, our council bought into and continues to buy into every thing the compromised planning dept. puts forward. The whoring won't stop until have a new council majority who will sweep out the planners who only loyalty is to approve every project that comes before them. Residents be damned, and they are and have been.

    It will take more than Bruce becoming our mayor next year to effect the needed change. Replacing Joy, Hinze, Allison, and Tony needs to happen.

  39. Try to imagine Bruce as our mayor. Try to imagine Scott as our Leucadia city council representative. Try to imagine Joy is replaced by someone like Bruce.

    Then try to imagine Hinze being solidly in the minority. How long do you think she would last before stepping down? I predict, no time at all.

    Try to imagine this new council majority cleaning out the planning dept. lackeys. Try to imagine every planner being required to become a member of the AICP and having to recertify their membership every year by attending online classes that focus on planners being sensitive to residents concerns. Just imagine.

  41. I will keep hoping for a brighter day in our fair city when we have true representation from the compromised sell out to developers we now have. Other cities are choosing to stand up against the unfunded mandates we are bending over for. We should be joining them at every opportunity.

    I blame our compromised planning dept. first and then our council majority for falling in line.

    I am ever thankful for our caring residents who donate their time and energy to preserve some of what we all love about our specialness and hope that specialness will last long enough for a new majority to truly represent us.
