On August 9, 2023, the Encinitas City Council unanimously approved a purchase and sale agreement with Surfer’s Point LLC in order to purchase two parcels known as Surfer’s Point at the Northeast Corner of Highway 101 and La Costa Avenue in Leucadia. The land will be purchased for $6 million dollars with a 45-day due diligence period and a target close of escrow on September 29, 2023.
The City Council believes that the value to the community by securing the land as public property provides an intangible that makes it worth the investment.
“This property is a high visibility parcel that will preserve a very cherished vestige of Encinitas’ and Leucadia’s character,” stated Mayor Tony Kranz. “The acquisition of this land helps preserve open space and meets the City Council’s goal of Evolving and Preserving Community Character,” he added.
The total cost for the acquisition of land will be approximately $6.3 million which includes the purchase price of $6 million plus closing and financing costs of $300,000 which will be temporarily transferred from the City’s contingency reserve. The City is considering using bonds for the long-term financing of the land to reimburse the funding used from the contingency reserve. The debt service payments (principal and interest payments) at an estimated interest rate of 4.33 percent over a 30-year period will be approximately $377,000 per year. |

Our city council, knowing most residents don't pay attention, is ready to ask SANDAG for grants to help increase density in our city and reduce car use. They are planning a Streetscape type scenario for ECR, and propose densifying the 101 in Leucadia, further reducing the need for cars. That is only the tip of their density development focused iceberg.

Some of the wording from this weeks city council agenda report:
The project would contribute to changes in land use patterns and travel behaviors, by
increasing residential density over time, creating a more compact and urban community
by improving the efficiency of travel behavior; thus, reducing VMTs and overall emissions.
Past trends, policies, and practices have contributed to a disjointed suburban
environment that encourages personal vehicle use as opposed to more environmentally
friendly modes. While parts of the City are currently low-VMT areas, these areas are an
exception in the North County suburban landscape and the City would like to see more
low-VMT TAZs consistent with the goals of the City’s Climate Action Plan and Mobility
Element, which is currently in the process of being updated. The Mobility Element has a
goal of reducing VMTs and is prioritizing alternate modes of transportation (not vehicles)
and is not proposing to widen road rights-of-way.
The proposed grant activities of updating the Encinitas Municipal Code (EMC) and
providing additional staff would help the City produce low-VMT areas by removing
barriers to housing development and by adopting an implementing ordinance for new
housing legislation AB 2011 and SB 6. AB 2011 and SB 6 allow residential and mixed-use
housing opportunities along commercial corridors which have historically prohibited
housing. This new legislation, and additional staff to promote and streamline housing
applications, will result in substantial changes to land use and travel patterns by enabling
zones that allow office, retail, or parking as a principally permitted use, and meet the
criteria of these two new bills, to allow new housing development close to jobs and
services.

along the City’s prime commercial corridor—El Camino Real. The ECRSP is now being
revised to accommodate housing to implement AB 2011 which allows qualifying
residential projects by-right and exempted from CEQA; thereby removing a significant
barrier to entitlements and streamlining the development review process. SB 6 also allows
qualifying high-density residential development in zones that allow office, retail, or
parking as a principally permitted use, which would also result in significant changes to
historic land use patterns and remove barriers to providing additional affordable housing
opportunities close to jobs and services.
The City is proactively developing a map of potential AB 2011 and SB 6 areas that would be
eligible to accommodate new affordable and mixed-income housing. These shifts in land
use patterns will help the City affirmatively further fair housing in a meaningful way by
removing barriers that prohibit housing to help address significant disparities in housing
needs; proactively planning for housing in new access opportunity areas such as the
ECRSP; increasing housing supply for all income levels; and providing housing
opportunities with better integrated and balanced living patterns with housing close to
jobs, services and amenities.
Encinitas is a primarily built-out City; therefore, most development is infill. The grant
activities will enable the City to further accelerate infill development that will facilitate
housing supply, choice, and affordability by hiring planning and engineering staff
dedicated to processing and streamlining development approvals for affordable housing
projects, density bonus, accessory dwelling units, and all other housing-related
applications. The additional staff would also assist in updating the EMC to ensure
consistency with Density Bonus law, AB 2011 and SB 6, and implement Housing Element Programs 3B, 3D, and 3G.
So while most of the moron's fools are here arguing over who's more MAGA, the city council is planning to finish off what they started. Mali is actively engaged on this project as is Bob Kent. This project also asks for additional staffing and even more consultants.

It's criminal that this city continues to promote cycling in unsafe circumstances. Few people walk there either. Fewer people take public transportation.
