7/9/14 City Council Meeting Open Thread

The current city council has continued prior councils' practice of not providing written summary minutes of council discussion, but only "action minutes" which state the outcomes. Encinitas Undercover will provide a forum for observers to record what occurs at each council meeting.

Please use the comments to record your observations.

Items of interest on tonight's agenda:

- Discussion of tweaking the way the city applies the density bonus

- Selling naming rights to city property

- Possible sale at far below market value of 4.8 acres of prime city property to San Diego's Botanic Gardens

  1. I like Dave Roberts. He's a good guy. But having every picture in the presentation on grants include his face makes him seem a little narcissistic.

    It's one of those things like putting too many 'I"s in your writing. Makes you look insecure and self-centered.

  2. That's ok. I think every politician who's not Bob Filner is smiling. But I was sick of photo ops long ago. Really dull to me to see collages of people smiling in a group on every page of a newspaper.

    1. Anyone here ever have a kid? Ever been to a playground? Is there any doubt that 95% of the poop, snot, spit, bacteria, urine, and viruses on the playground originate from children?

      Kids immune systems develop properly in response to crud in the environment. Look it up. There is a direct inverse correlation between the rate of allergies and the level of sanitary bubble we raise our kids in.

    3. I bet the Venn diagram of people who hand-wring about steam-cleaning playgrounds, and those who refuse to vaccinate their kids is almost completely overlapped.

    4. Exactly WHAT are the trolls fighting for? Do you support groundskeepers polluting the air by running lawnmowers over grass that is shorter than mower blades on account of the drought? Or do you support having this same staff use their time gainfully to improve the cleanliness and the child safety of the parks for the same cost?

      I heard that she wants use the money we are currently wasting to instead keep parks safe and healthy for ALL park users.

      I want the trolls to explain why THEY support landscapers cutting grass that doesn’t need to be cut when there are people who want to see them keep the parks cleaner since this use of time would benefit ALL park users. Landscape staff running lawnmowers that pollute the air HURTS ALL Encinitas residents environmentally and in the pocketbook.

    1. When Barth was Mayor ex-city staff spoke at city hall and seemed to infer there was some sort of Gus Vina war on woman at city hall - it was revelealed by public speakers they had been coached by Vina on what to say-

      Barth did nothing. it's who she is.

      When residents exposed Vina withholding information on city financial issues Barth did nothing- it's who she is.

      Good riddance Teresa- you are a failure. And I gave you money. Surprising Blakespear would line up with Barth- Barth increased debt, destroyed our community character, worked behind closed doors and is as rude to residents who disagree with her as Jerome Stocks was.

      Gaspar is struggling to find a way to avoid these changes without the appearance of supporting DB developers (which she does).

    2. Gaspar was the only one who brought up the 100 pound in elephant in the room called the housing element- Gaspar issued the warning.

      As soon as Barth and Shaffer put forth their stack and pack "Infill Projects" guided by the propagandist Vian and misleading the public with ther newsletters we will know why they opposed prop A and the citizens right to vote.

      Teresa didn;t do crap. You want to thank someone send some flowers over to the Turney's and the residents at Fulvia and Desert Rose that Teresa screwed over.

      Just scoring tonight. You have a point about recent history, but tonight, Barth brought the issue, Schafer was a champ at avoiding the Muir-Gaspar obstructions, and Tony mostly shut up and didn't get in the way.

      Meanwhile, Graboi came off like a nut with her steam-clean the playgrounds initiative.

      Perhaps it's unfair to draw conclusions based on one night, but that's what happened.

      Barth Shaffer Kranz support Blakspear becuase she supports them- the liars.

      It is fair to draw conclusions- Blakespear surrounds herself with- The Encinitas Liar's club. No wonder she's a lawyer.

      Graboi passed Prop A- Blakespear opposed Prop A.

      Shaffer and Kranz said anything to get elected- Blakespear is the same. It was on display for all to see. Really, come on, her speech was like her column, rambling, repeating what others said- a follower.

      Everyone knows Blakespear opposed the citizens right to vote on prop A- just like the three liars who lied on the Prop A ballot statement.

      Thankfully Graboi was the first to tell the council tonight to act-

      More important Graboi passed Prop A for all of us to control Density increases. Blakespear and her developer family opposed Prop A. Laywers all of them. TIght with Marco I hear.

    11. I believe it was Donna Westbrook who was the first to challenge the council to act last night over the many issues with staff's interpretation of density bonus law and city policy.

    The fact remains that on the issue of Density increases the 3 liars opposed PRop A and voted against residents on Desert Rose.

    Only Julie Graboi stood up to them- Graboi helped pass PRop A and defeated the liars at Desert Rose.

  17. Muir is getting pretty sick of staff not answering his question, and saying they will get back to him. He is also getting sick of Vina giving him the run around. And, you could hear the frustration in his voice tonight. He had a family matter to attend to, or he would have been there in person, but I think the whole council should get a pat on the back for the DB part of the meeting. When was the last time we heard any council actually saying they are the boss, not staff and not planning commission? Personally I thought that part was awesome. Shaffer came through, I will give her that. She wanted it done, and even though Muir was trying to add one more piece to her motion, she stood up to him. I know Muir is really interested in why we are considered such easy pickings for developers, but I also know that he is about as frustrated as I have ever seen him with staff. And, that's saying something. Perhaps the COuncil has finally realized they work for us, and staff, including Vina, work for them, not the other way around.

    1. I suggest Muir get off his back end and do some research on his own. A few of the other council members talk with other people and organizations to try to get more information. Muir is just one lazy "A".

  18. Next week's performance reviews will reveal the level of Council frustration with Vina and Sabine. All these stories about how Council feel are all good and well, but how they actually rate the twins is what counts.

  19. The fact that the council didn't come back with the performance evaluations of Vina and Sabine last night, but continued the closed session until next week, may indicate there were some strong words against the two. I'm hoping they raked them over the coals.

    W.C. -- Don't sent the tar and feathers back to Amazon yet. We may need them for the sendoff of Vina and Sabine.

    1. W.C - I was just checking the futures market, and it looks like they're expecting a sharp decrease in tar and feathers demand coupled with an increase in tar and feathers inventories. Something about China pacifying its middle class. So save yourself some bucks - send them back now and buy them later at a much cheaper price!!

  22. Anyone notice recently at council meetings Murphy and his crew commandeer all the PUBLIC seating in the back room in front of the window opening to displace the public being able to sit there? And this is when the area where staff usually sits is empty to the left of the dais. When asked he stated that if they were asked a question by council they could respond. Isn't that what the staff seating area the left of the dais is for? This is just more of slimey's tactics to spy on the public during council meetings. I have observed close up what these 6 or so staffers are doing there and it has nothing to do with the current meetings. They are seat fillers displacing the public right to sit there. Lets just see next week if they continue this all too transparent tactic and call them on it until they sit where the staff has always sat during council meetings. Slimey, slimey ,slimey.

  24. Those staff butts are sopping up tax dollars!! I think that they get paid 2/3 time for putting their butts in a chair during meetings. We pay them. We supervise them. Why can't we get paid??
