There are no 'new delays' on the Streetscape. There are only delays caused by the current incompetent city coucil and the following:
1. Lack of Money - The city has no money. Barth, Shaffer, Gaspar, Muir and Kranz have all let Gus Vina run crazy with our money. If the city was in better financial shape the work could be done. Delaying tactics by the city are just that- delays due to lack of money.
2. Lack of Leadership- the council today and past lacks leadership to work in the best interest of everyone- residents and merchants meaning it's likely no one is going to be happy because each side needs to compromise. Rather than provide leadership the council delays.
You do reveal yourself to be a either new to city leadership (which I doubt given your KLCC comment) or opposed to Graboi to keep the status quo- or in other words a council crony. Are you one of the ones benefitting from city handouts of money to DEMA?
Graboi is the opposite of any current council members and is the opposite of Stocks, Bond, Gaspar and Muir.

No one opposes the beautification of 101 in Leucadia. TransNet taxes cannot pay for beautification. Is that agency part of some Kentucky Fried Chicken, I mean KLCC club? The City has no money for five one-lane traffic circles, with narrow diameters.

According to the engineered plans, "rolled out" on June 5, only 12 new parking spaces would be added through the entire corridor. The previous version added 29 to 38 new spaces. The engineered plans provide for only one vehicle traffic lane northbound, one vehicle traffic lane southbound through the entire corridor. At a few places for short distances, the one lane opens to two then goes back to one.
Adjacent residents, local commuters, many of whom must use 101, which is a major arterial and part of our N101 circulation element, are not in favor of the City spending $19 Million on something that would:

And emergency vehicles have MORE space available with the new bike lane added.

Traffic will always back up at temporarily at Leucadia 101 when the light is RED. That's what stop lights do. Traffic also intermittently backs up at La Costa Ave because of stop lights. Nowhere nearly as much however when our first roundabout is built.

This would be made worse by narrow diameter traffic circles.

Coastal egress is much worse, when traffic is backed up, especially at those intersections that don't have roundabouts. People are already having trouble merging onto 101 because of the premature lane elimination, which flaunted Coastal Commission direction that the City could not have a coastal development exemption, and that an LCP amendment was necessary.

What "many cities" are doing is not relevant, here, because we are not considering eliminating the stop light at Leucadia and 101, or putting five one-lane roundabouts at any intersections on 101 with all-way stop signs. The City's proposed project on Highway 101, through Leucadia, is not eliminating north/south stop signs, is not eliminating stop lights.
One stop light, at La Costa and 101, may be temporarily eliminated, but there is absolutely no guarantee it won't be reinstalled, later, when there are issues with merging, etc. That has been the case for many roundabouts, nationwide: traffic signals have been later required to be added.
One day maybe you'll realize when 9000 cars have to crowd from four to three to two lanes on our Historic State Highway, a major arterial and primary circulation element, they will have to come to a COMPLETE STOP during peak traffic periods, which would GREATLY increase cut through traffic, as people avoid the traffic backup, while INCREASING the amount of time it takes -with motorists traveling at 15 MPH, MAX, through five one-lane traffic circles.
Before people start making any negative comments about Julie I would like to say she is the first candidate in recent memory that seems to actually hold the City accountable for its deeds and misdeeds. She has questioned Council many times about all sorts of things all of us have made negative comments about, and she recently send Lisa Shaffer a note about Peak Democracy. Julie does not think it is a productive tool, and does not consider it worthy of spending our money on. She gets my vote for that alone.

Where is the justice in that? Call off the ticketing of crossing over the tracks until the parked vehicles receive a citations too.

And Streetscape promoters did not "latch onto resident's desires to restore the canopy". Streetscape promoters ARE residents. The people prefered restoring the canopy as #1 aesthetic addition to our corridor and the city listened.
Around 1880, hundreds of Eucalyptus and Cypress trees were planted by settlers in Leucadia along Vulcan Ave - which the train soon bisected, creating what's now N 101. In 1930 the state planted many more along 101. It took over 60 years for anyone who gave a damn to plant another significant amount. In 1992, Mark Wisnewski (former president of People For Trees) organized 200 volunteers to plant 101 trees on N 101. A later city project "Plant it 2000" brought in only a few more. But Streetscape plants 1000 new trees on N 101 (not 823). A Chinese proverb says: "The best time to plant a tree is 20 years ago. The 2nd best time is now". Whomever among us that die before we get to see a better canopy can blame themselves with a ton of other complaining and apathetic locals. And how many have you planted in the last 20 years on 101? And how many old growth trees have you removed on your own property? Sometimes they have to come down, as you well know.
As soon as her website is up, I imagine she will answer any question a citizen has about her position. She is not a dull candidate, as is Catherine, and she is not a Nice candidate, as is Catherine. But, she is the real deal. In all my years of living here, I can't remember a candidate I have been as excited about. You will all have time to do that, so ask her the hard questions. Then ask Catherine the same questions. I will bet any of you that Julie will give you a concrete answer, even if you don't like it, and Catherine will demure to 'gee I will have to check into that, as I really don't know." I'm all for Julie and will definitely vote for her, but we all must remember that it takes more than just one council person to make things happen. It all depends on the votes of the other four people. We will have to wait and see how it all plays out.
Let's get her in and then keep finding candidates like her. Shaffer is not running in 2016, and who knows what Kranz is up to. Muir may or may not run again, and he is not likely to run for mayor this time if Kristin is running. So, the way i see it is Kristin will most likely be Mayor this time (it is only for 2 years thought) So if we can get Graboi in this time, there will be at least one, if not two open seats in 2016. Let's get Julie in and then go from there. She will not take shit from Vina and that alone is good enough for me. She has already got a good base, so lets help her get a better one.
Shaffer could change her mind. Barth initially said she would only serve one four year term, when she was first elected in 2006. She changed her mind and ran with Kranz, in 2010, on trust and transparency. NOT.
From what I read in a letter sent to Dr. Lori she stated she is not running again. It was the same letter in which she told Lori that Peak Democracy was never meant to be statistical reliable and valid. I guess Dr. Lori thought since Lisa was a academician she might appeal to her higher self, or whatever. From what I understand it didn't quite work out that way. I'm not exactly sure what Dr. Lori sent to the council about Peak Democracy.

Does any one know what taxpayers got out of Marco's suit? Does anyone know what the ocean got out of Marco's suit? Does anyone know what residents got out of Marco's suit?
In other news the fireworks did go on this year (they were beautiful) and thousands showed up to celebrate the 4th, after residents stepped up and donated something like $30,000 for fireworks.
Is it possible money that could have gone to benefit residents, maybe improve parks, roads, early education, services for the elderly went to pad Marco's wallet instead?
I wonder if anyone will report on this?
You may recall residents claimed Marco's high density developers supported the clear cutting of mature trees in Olivenhain, ruining wetlands and endorsed a plan that could put resident safety and property values at risk- all in the name of high density development.

The LA Times reported last week Governor Brown was in Coronado addressing a "Latino" group. Gov Brown said no one stays in control for ever and that 'Latino Power' is on the rise. While I am not a huge Marco fan, it would be wise to get the facts straight before anyone slams him too hard. First, his sister is California Assemblywoman, Lorena Gonzales. She represents the area around Barrio Logan, Chula Vista, and I don't know how far south. Marco, and his sister, were both born in the good ole USA. Their mother was a nurse and I am not sure about their father. I also doubt very much if Lorena is doing anything but representing the people who voted her in office in her district. In fact, I wish more of our elected officials would do that for us in our district. Marco lives in Encinitas, but I have no idea if the story about the flag is true. Actually 1:01 - I do. I welcome them into my country, and I'm willing to take care of them for the brief period that these unfortunate circumstances have brought them here. I also want to make sure that I show them that we are a compassionate country. One that takes care of all humans, but most of all takes care of its own citizens by respecting and enforcing the law. Agree with the Sculpin but would add that you can't have a discussion about immigrants from countries like Guatemala and El Salvador without discussing the U.S.' historical support of dictatorships in those countries. As of today the press have not had access to speak with Bergdahl or his parents- perhaps the WH has placed a gag order on them as well.
In Texas the department of health and human services is allowing congressional staff to tour facilities but they must sign a wave before entering agreeing not to take photos, not to talk to guards, not to talk to illegal immigrants being held. So much for freedom of speech and press.
The FEDS also announced yesteday that they are sending Federal officers to Murietta equipped with batons, pepper spray, shields and helments to intimidate and silence taxpayers and residents supporting legal immigration and legal immigration rights. A move that aligns the federal officers with LA RAZA and the Chicano student movement.
Elsewhere the lies and propaganda continue. To control the debate the AP, Reuters, CNN, NY Times, HUFFPOST, MSNBC all stated they would no longer use the term illegal immigrants. Shortly after that President Obama unilaterally changed immigration laws. Today the UT, KUSI, FOX even the country station KSON are referring to the illegals as "undocumented" afraid to call the facts the facts and the truth the truth or being pressured from the white house to shape and control debate.
Not being discussed in this issue is that the USA is the most compassionate and caring country of all time. Billions of taxpayer money - the money you and I earn- are sent every year to these central american countries to improve these residents quality of life out of a sense of humanity, kindness and compassion.

Off topic, I just registered and explored Peak Democracy, and I like it.
I completely understand why some will not. There are a lot of good people in this town who don't have the time to go to council meetings, but their opinions are just as important as the tiny minority who do. That tiny minority will hate PD, because it dilutes their "input," by making it easier for a broader audience to participate--it gives voice to a silent majority. Forums like this one are interesting, but the ability to respond directly to each other anonymously contributes to a negative and aggressive atmosphere (Seriously, would you disagree with a neighbor using the same words face to face?). This venue has some value, but many folks in town who would like to participate in a civil debate on local issues would not like this venue. PD does a pretty good job by taking names, moderating, and not allowing direct interaction (there's a reason judges insist that parties in court not address each other directly). Then there's the whole conspiracy and retaliation crowd--I won't address that, other than to say it's silly.
Haters gonna hate, but I would suggest that if PD catches on, and becomes a civil forum where a large number of citizens can contribute, then it's a good thing.
I'm ok if you like PD, but comparing an unmoderated blog like this one (as always, thanks WC for the forum) with a city hosted site that is set up to take citizen input is like comparing apples to oranges.
This site does a great job of putting out valuable information and insights on local politics. It's THE place to go for info on goings-on at city hall. Yes, you have an unmoderated scenario with the resulting ugliness sometimes, but each individual can respond or not respond depending on the situation.
It was this blog that had a lively discussion on the plusses and minuses (and costs) of PD. PD is not a venue for discussion, it's so the city can get citizen input, and those are two different things. And yes, they can track you using that software and I can understand people's resulting hesitation.
So before you label folks on here as "haters", you might want to roll back through some of the threads and see the valuable info that has been brought forth on PD...

11:59- Another thing THIS blog allows is for people to go off topic if they choose to. For example, this particular thread was on Julie Graboi for city council. Then you came in with another topic, as you stated yourself. That's cool that you can do that, I'm my opinion. However, one thing Peak Democracy cannot do, is what you just did. There will be a post from the City asking your opinion. Then you to answer and comment if you choose. Let's say most of the citizens answer that they feel "Very Strongly" to whatever the question happens to be. From there the answers should go to Council, and the Council should go with the will of the people. However, it really work that way. Case in point-The Hall Property AKA Encinitas Community Park. That name was not what 180 citizens even named, in our Parks and Recreation Commission survey. In one fell swoop Jim Bond with a second from Jerome Stocks, put on the floor another name-Encinitas Community Park. And guess what happened? They got their way, not the citizens. And that is why THIS blog is important!
Dr.L, Good points. True, this blog has value for freewheeling off topic as I did (as you pointed out). That's one positive side of this blog--of course there are negatives as well. You have personally become frustrated here--we've all seen it. On balance, this venue can play a role in civic debate. My point was: so can PD--it's not "either or."
PD is a tool for Council to ask questions on specific topics, and get direct answers from (potentially) a broader cross-section of the community than is represented either here or at Council meetings. The format is certainly more focused, but as an instrument for Council to understand public opinion, it works.
It's true that Council and staff get to pick the topics and frame them, but we still have the ballot box if we feel they are asking the wrong questions, or framing issues in an absurd way. If all the issues an PD are as small bore as dog parks, then I would agree that they are not using the tool correctly. However, that would be a flaw of the operators--not the tool. Same goes for framing issues. If they don't frame issues in a neutral way, it's a reflection of the operators, not the tool.
The tool is good. The operators--well, I'll wait and see.
Oh, and another thing. I think leaders should understand public opinion, but they don't have to follow it. If they feel strongly that Encinitas Community Park is the right name, then fine. But every time a pol diverges from community consensus they take a risk. Do it too many times, and you end up out of office, like the two you named.
Another thing about EU that is different than PD, is that you can delete your comments and say your never going to post again after making a fool of yourself by making statements about third parties that could get you in serious trouble with certain individuals or groups.

There are no 'new delays' on the Streetscape. There are only delays caused by the current incompetent city coucil and the following:
1. Lack of Money - The city has no money. Barth, Shaffer, Gaspar, Muir and Kranz have all let Gus Vina run crazy with our money. If the city was in better financial shape the work could be done. Delaying tactics by the city are just that- delays due to lack of money.
2. Lack of Leadership- the council today and past lacks leadership to work in the best interest of everyone- residents and merchants meaning it's likely no one is going to be happy because each side needs to compromise. Rather than provide leadership the council delays.
You do reveal yourself to be a either new to city leadership (which I doubt given your KLCC comment) or opposed to Graboi to keep the status quo- or in other words a council crony. Are you one of the ones benefitting from city handouts of money to DEMA?
Graboi is the opposite of any current council members and is the opposite of Stocks, Bond, Gaspar and Muir.

According to the engineered plans, "rolled out" on June 5, only 12 new parking spaces would be added through the entire corridor. The previous version added 29 to 38 new spaces. The engineered plans provide for only one vehicle traffic lane northbound, one vehicle traffic lane southbound through the entire corridor. At a few places for short distances, the one lane opens to two then goes back to one.
Adjacent residents, local commuters, many of whom must use 101, which is a major arterial and part of our N101 circulation element, are not in favor of the City spending $19 Million on something that would:
• disrupt business, during and after construction,
• compromise coastal access/egress,
• reduce emergency response times,
• cause more traffic to cut through residential neighborhoods and a school zone,
• overall, further endanger public health and safety, while
• frustrating locals, caught in gridlock, during peak traffic periods,
• when traffic already backs up at the signal at Leuadia and 101, which will not be removed.

It's not just eliminating lanes, darlin'. It's also eliminating many stop lights and signs. That how cities all over are turning multi-lane roads into two roads and creating a better circulation element introducing roundabouts. One day maybe you'll realize when 9000 cars don't have to stop for 1 minute each day on a 2 mile stretch, it GREATLY increases the distance everyone travels while decreasing the amount of time it takes - even at a slower speed than was posted previously. What "many cities" are doing is not relevant, here, because we are not considering eliminating the stop light at Leucadia and 101, or putting five one-lane roundabouts at any intersections on 101 with all-way stop signs. Before people start making any negative comments about Julie I would like to say she is the first candidate in recent memory that seems to actually hold the City accountable for its deeds and misdeeds. She has questioned Council many times about all sorts of things all of us have made negative comments about, and she recently send Lisa Shaffer a note about Peak Democracy. Julie does not think it is a productive tool, and does not consider it worthy of spending our money on. She gets my vote for that alone.

Where is the justice in that? Call off the ticketing of crossing over the tracks until the parked vehicles receive a citations too.

And Streetscape promoters did not "latch onto resident's desires to restore the canopy". Streetscape promoters ARE residents. The people prefered restoring the canopy as #1 aesthetic addition to our corridor and the city listened.
Around 1880, hundreds of Eucalyptus and Cypress trees were planted by settlers in Leucadia along Vulcan Ave - which the train soon bisected, creating what's now N 101. In 1930 the state planted many more along 101. It took over 60 years for anyone who gave a damn to plant another significant amount. In 1992, Mark Wisnewski (former president of People For Trees) organized 200 volunteers to plant 101 trees on N 101. A later city project "Plant it 2000" brought in only a few more. But Streetscape plants 1000 new trees on N 101 (not 823). A Chinese proverb says: "The best time to plant a tree is 20 years ago. The 2nd best time is now". Whomever among us that die before we get to see a better canopy can blame themselves with a ton of other complaining and apathetic locals. And how many have you planted in the last 20 years on 101? And how many old growth trees have you removed on your own property? Sometimes they have to come down, as you well know.
As soon as her website is up, I imagine she will answer any question a citizen has about her position. She is not a dull candidate, as is Catherine, and she is not a Nice candidate, as is Catherine. But, she is the real deal. In all my years of living here, I can't remember a candidate I have been as excited about. You will all have time to do that, so ask her the hard questions. 24 Months ago the AP, Reuters, USA Today, CNN, MSNBC announced they would no longer use the term illegal immigrant. They instead would use the word undocumented, or migrant. Is it propaganda to call things what they are not? If a person is here illegally they are here illegally. This past week- end the papers began describing the illegals as "Unauthorized" could it be a signature of pen from the white house will make them authorized?

Don't we as residents have rights? You would think the Governor and elected leaders would look out for our rights as residents but instead illegals in california now get Driver's licenses thanks to the Governor. I got hit by one these illegals in a hit and run, had to track him down, he had no insurance. Fortuantely I had underinsured motorist coverage- but why should I have to pay more so another gets things for free?
The supporters of LA RAZA burned an american flag in Murietta and told residents "F*** America' - the mainstream press, UT, Ruebeun Navarette, KUSI didn't report these truths.
It is interesting that Loraina Gonzalez who is Marco's sister helped elect Filthy Filner by organizing the so called "latino vote"- Should we vote for the best candidate or vote along racial lines? While I am not a huge Marco fan, it would be wise to get the facts straight before anyone slams him too hard. First, his sister is California Assemblywoman, Lorena Gonzales. She represents the area around Barrio Logan, Chula Vista, and I don't know how far south. Marco, and his sister, were both born in the good ole USA. Their mother was a nurse and I am not sure about their father. I also doubt very much if Lorena is doing anything but representing the people who voted her in office in her district. In fact, I wish more of our elected officials would do that for us in our district. Marco lives in Encinitas, but I have no idea if the story about the flag is true. When people post stuff like that anonymously it would be a good idea to think before you post. That's about all I can think of, as I have no idea about the other postings. In Texas the department of health and human services is allowing congressional staff to tour facilities but they must sign a wave before entering agreeing not to take photos, not to talk to guards, not to talk to illegal immigrants being held. So much for freedom of speech and press.
The FEDS also announced yesteday that they are sending Federal officers to Murietta equipped with batons, pepper spray, shields and helments to intimidate and silence taxpayers and residents supporting legal immigration and legal immigration rights. A move that aligns the federal officers with LA RAZA and the Chicano student movement.
Elsewhere the lies and propaganda continue. To control the debate the AP, Reuters, CNN, NY Times, HUFFPOST, MSNBC all stated they would no longer use the term illegal immigrants. Shortly after that President Obama unilaterally changed immigration laws. Today the UT, KUSI, FOX even the country station KSON are referring to the illegals as "undocumented" afraid to call the facts the facts and the truth the truth or being pressured from the white house to shape and control debate.
Not being discussed in this issue is that the USA is the most compassionate and caring country of all time. Billions of taxpayer money - the money you and I earn- are sent every year to these central american countries to improve these residents quality of life out of a sense of humanity, kindness and compassion.
It is an attempt to silence and intimidate those from speaking the truth to paint them as intolerant or lacking compassion . It is bullying.
The facts are the California Governor now calls white american males- 'Gringo's' and openly supports what he calls "Brown power".
The federal government would rather mobilize troops to confront taxpayers than secure our borders.

There are a lot of good people in this town who don't have the time to go to council meetings, but their opinions are just as important as the tiny minority who do. That tiny minority will hate PD, because it dilutes their "input," by making it easier for a broader audience to participate--it gives voice to a silent majority. Forums like this one are interesting, but the ability to respond directly to each other anonymously contributes to a negative and aggressive atmosphere (Seriously, would you disagree with a neighbor using the same words face to face?). This venue has some value, but many folks in town who would like to participate in a civil debate on local issues would not like this venue. PD does a pretty good job by taking names, moderating, and not allowing direct interaction (there's a reason judges insist that parties in court not address each other directly). Then there's the whole conspiracy and retaliation crowd--I won't address that, other than to say it's silly.
Haters gonna hate, but I would suggest that if PD catches on, and becomes a civil forum where a large number of citizens can contribute, then it's a good thing.
I'm ok if you like PD, but comparing an unmoderated blog like this one (as always, thanks WC for the forum) with a city hosted site that is set up to take citizen input is like comparing apples to oranges.
DeleteThis site does a great job of putting out valuable information and insights on local politics. It's THE place to go for info on goings-on at city hall. Yes, you have an unmoderated scenario with the resulting ugliness sometimes, but each individual can respond or not respond depending on the situation.
It was this blog that had a lively discussion on the plusses and minuses (and costs) of PD. PD is not a venue for discussion, it's so the city can get citizen input, and those are two different things. And yes, they can track you using that software and I can understand people's resulting hesitation.
So before you label folks on here as "haters", you might want to roll back through some of the threads and see the valuable info that has been brought forth on PD...

11:59- Another thing THIS blog allows is for people to go off topic if they choose to. For example, this particular thread was on Julie Graboi for city council. Then you came in with another topic, as you stated yourself. That's cool that you can do that, I'm my opinion. However, one thing Peak Democracy cannot do, is what you just did. There will be a post from the City asking your opinion. Then you to answer and comment if you choose. Let's say most of the citizens answer that they feel "Very Strongly" to whatever the question happens to be. From there the answers should go to Council, and the Council should go with the will of the people. However, it really work that way. Case in point-The Hall Property AKA Encinitas Community Park. That name was not what 180 citizens even named, in our Parks and Recreation Commission survey. In one fell swoop Jim Bond with a second from Jerome Stocks, put on the floor another name-Encinitas Community Park. And guess what happened? They got their way, not the citizens. And that is why THIS blog is important!

You have personally become frustrated here--we've all seen it. On balance, this venue can play a role in civic debate. My point was: so can PD--it's not "either or."
DeletePD is a tool for Council to ask questions on specific topics, and get direct answers from (potentially) a broader cross-section of the community than is represented either here or at Council meetings. The format is certainly more focused, but as an instrument for Council to understand public opinion, it works.
It's true that Council and staff get to pick the topics and frame them, but we still have the ballot box if we feel they are asking the wrong questions, or framing issues in an absurd way. If all the issues an PD are as small bore as dog parks, then I would agree that they are not using the tool correctly. However, that would be a flaw of the operators--not the tool. Same goes for framing issues. If they don't frame issues in a neutral way, it's a reflection of the operators, not the tool.
The tool is good. The operators--well, I'll wait and see.
Oh, and another thing. I think leaders should understand public opinion, but they don't have to follow it. If they feel strongly that Encinitas Community Park is the right name, then fine. But every time a pol diverges from community consensus they take a risk. Do it too many times, and you end up out of office, like the two you named.

ReplyDeleteAnother thing about EU that is different than PD, is that you can delete your comments and say your never going to post again after making a fool of yourself by making statements about third parties that could get you in serious trouble with certain individuals or groups.

If the system works, then the flaw is with the operators. I respect that and can sees your point. I want to also thank you for the way you pointed it out. It was insightful and respectful. I have often wished for more of that on this blog, but we don't get it all.

ReplyDeletePeak is nothing but a way for vina to manipulate public opinion to his wants. Another abject failure promoted by vina to bring in outside interests at great monetary costs when we have such talented and committed citizens right here in town that are ignored at every instance. Wake up council. Fire this poser and send sabine and murphy with them. You should have seen the nervous body actions and facial expressions on vina and murphy wednesday while the stuff hit the fan and finally murphy moved back into the staff sitting area hiding behind the wall as much as he could. At least he knew where he belonged and I hope next week he and his minions now know where they should be sitting instead of taking up the publics seating.
