EUSD borrowing rated second-least transparent in county

You may recall the Encinitas Union School District's scheme to use 30-year debt to pay for iPads whose useful life would be far shorter than 30 years.

Now the San Diego County Taxpayers Association is calling foul on EUSD's lack of transparency on how it's spending our money.

San Diego County school districts are making strides when it comes to keeping the public informed on how they manage voter-approved bond measures, according to a study released Monday.

The information is intended to help districts and inform the public, said W. Mark Leslie, president of the taxpayers association.

“Voters have agreed to pay more taxes...,” he said. “They deserve to know if the promises are being kept.”

The report, “School Bond Transparency in San Diego County,” rates bond measures recently approved in 21 districts using its “School bond transparency score card” that covers everything from posting financial audits online to providing information about members of citizen oversight committees.

The organization found that school districts met 90 percent of the criteria, up from 80 percent in its last review conducted in 2011. San Diego Unified and Sweetwater were the only districts to earn perfect scores, having met all of the 23 criteria. The organization deemed Julian (met 7 of 23 criteria) and the Encinitas Union School District (met 10 of 23 criteria) as the least transparent, they are the only two to meet fewer than half of the criteria.

  1. Travel junkets, misc. accounts, pay raises, per diems, and other accounting wizardry keeps the money flowing - not to students, but to Administrators pockets/life styles.

Superintendent Timothy Baird has failed to be transparent and abide by the Brown Act in his negotiations re Pacific View; his predecessors Lean King and Doug DeVore were also lax in abiding by the Brown Act. There were secret development deals made with the City, which were not specifically disclosed at the time, or since, but which were part of the Lease Agreement Recitals for the Pacific View Property, effective December 1, 2003.

  4. Tim Baird is about raising money, not about being transparent in the spending of that money. As far as the Brown Act, we only wish that would/could be enforced.

    This is why I vote no on Bonds in this town. Run Baird out of town...

  7. We will all have the chance to vote out those three dinosaurs on bairds crew this fall and maybe then show baird the door shortly thereafter. The attitude of those three toward Mo and all of the public who packed the house over the PV deal was so disrespectful. Please don't forget those three up for election this fall will have to answer for their holding hostage this irreplaceable gift to our town. What is really galling is that in the past when they have asked for school bonds, we wholeheartedly have come through for them but when asked to come through for us, not a freaking chance. The students and parents and others who pleaded with them to do the right thing that evening were dismissed like how dare you question our intentions. As we all sadly found out baird and his crew extorted a vast amount over the appraisal and our council could have chosen to play hardball with them but didn't. There were options but thanks to sabine's advice decided to go along with the 10 million. No developer would have ever stepped into that mess knowing full well that any zoning changes would have been soundly rejected by us thanks to Prop A so the idea that there were other bids is false. Remember when it comes time to vote for trustees this fall just who promulgated this upon us and vote them out.

    I believe they all have kids teaching in the school district. Can you say CONFLICT, when it comes to voting on their kid's or kid's boss (Tim Baird) pay raise! No wonder everything is a secret and they keep giving raises to Tim Baird.

  11. That list of three leaves out the worst of the bunch, Marla Strich, who I thought was coming up for election this fall, but I stand corrected. Her almost venomous attitude toward the public, Mo, the students, and parents who cared enough to pack the house that evening has been forever etched in my mind. Thank you for the clarification on the three who are up for election this fall.

  12. An audit should be done on the books of the School District Administrator's office. See if any "fact-finding" trips have been made, to where and how much. Check the perks like vehicle allowance, per diem rates and 'petty' cash pulls. How many pay raises and by how much. Also, any other monetary leak disguised under some vague accounting term. I saw this in a private corporation - the CEO and "officers" were bleeding it dry. Maybe Baird took lessons from Sweetwater - and NO to any school bonds in the future!

  15. Thank you 3:28 and 3:29 for that great news about Marla. We can rid ourselves of her superiority attitude and show her the door this fall. Happy days almost. Lots of work to do in the meantime but knowing her head is on the block will make it all worth it in the end. She is another one of those truly uniting forces at play here. Thanks Marla. I never imagined I would be thanking her for anything after witnessing her behavior that evening but there you go. Hope springs eternal!

    3. They should ALL be voted out of office. The only candidate worth re-electing, is not running for EUSD Board of Trustees this term, Mo Muir. She opposed Superintendent Tim Baird's bait and switch tactics. He is a bully, but he didn't need to bully Marla Stich, Emily Andrade, and Gregg Sonken, his compliant Trustees.

      Too bad Carol Skiljan isn't running this term. I can't wait to vote her out of office, too!
