  1. No water in the southwest, CA in severe drought, smart Gov leaders telling us to cut water use, traffic a nightmare, beach crowded as shit and the smart Gov leaders keep on approving more overbuilding in the Southwest.

    Maybe the Gov leaders aren't that smart?

    Maybe they are money hungry with no integrity willing to sellout the quality of life of existing residents for the developers profit and more tax dollars.

    Its an endless unsustainable crappy cycle, yet our smart Gov leaders keep supporting the losing paradigm. Maybe we should vote out all incumbents?

  3. Maybe the council should give their reports at the beginning of the meeting instead of the end. Mark Muir recounted a comment from the water authority when Muir told him about Encinitas considering to declare a drought. The comment - if you do we'll give your water to someone else.

  6. No matter how you look at it, Southern California is a desert! At some point there will be a tipping point and then where will we be. I truly think we can use this against density bonus. Anyone who has not watched the movie Chinatown, might want to watch it. It is a pretty accurate statement of what went on before most of us were born.

    1. Yup, read Cadillac Desert, or some of the other books on water supply and drought in the Southwest. Read about Hatfield the Rainmaker, and how that type of thing was popular prior to the building of Boulder Dam.

      The Colorado is shrinking rapidly, there are no more other large rivers to damn. We have a better supply saved thanks to Diamond Lake and some of the other large reservoirs, but that doesn't change that fact that increasing populations and continued droughts will continue to tax the system.

      Any development should have to answer the question, where is the water coming from? It's common sense...

Actually, I think WC is tacitly approving of the City allowing the completely untrustworthy school district to open up a big commercial enterprise and 'call' it a 'community' garden, without having to go through the same protocols the residents and businesses have to" why? because the district is still pretending to be Barth and Tony's friends?

      They should pay the same as everyone else: go through Planning Commission, design review, coastal design review: any money they save will go to Baird's Bonus, decidedly not the kids.

      And the Ramrod of the project was just served with a restraining order due to his sweet nature and diplomatic skills. Hopefully, there aren't any weddings for him to sing at.

      And Shaffer, in this week's mea culpa newsletter said she is 'side walking' Santa Fe and needs to raise more fees for the kids: any time someone says its 'for the kids', its not for the kids. Such a lying lowlife Lisa.

For substantial change in our city governing body please try to support Julie Graboi and know that she is presenting a coming out this early evening at the bird watchng center on the cardiff lagoon today. Doors open at 5:30pm. For those questioning what her policy priorities will look like you can answer those yourself by coming out and see and judge for yourself. Come on down if you care enough to do so.

      The facts are these-

      Graboi is the only candidate who has been active at city hall speaking on the issues of community character, responsible spending and holding city staff accountable the past 4 years.

      Graboi is or spending our money wisely, protecting our community characther, protecting local merchants and quality of life.

      She has been at city hall as a resident for 4 years- that tells me all I need to know, My opinion is based on the facts.

    My attitude isn't the problem, the facts are the problem.

    We do live in a desert, and we must be good stewards of our water resources. The fact is, we have been, and we use less water now than 25 years ago, notwithstanding a rise in population.

    We now have diverse entitlements to both Colorado River and Sac delta water. We have increased our use of purple pipe. We have replaced inefficient systems with drip irrigation, we have relined many canals with leakproof concrete. Many homeowners have reduced or eliminated grass, and increased use of less thirsty plants. Many sports fields are being converted to modern artificial turf. We have the largest desal plant in the Western Hemisphere under construction up the road. We have built a new reservoir in Elfin Forest, with cross feed plumbing to Lake Hodges for more efficient storage. We are starting to consider full cycle water recycling. The City of Encinitas is considering making grey water plumbing part of our building codes. The deal to pump water into the artificial lake Salton Sea will end in the years ahead. Low flow bathroom fixtures are becoming the norm. Agribusiness, huge consumers of water, are moving to places where land is cheaper.

    All positive from a water use perspective. And it needs to continue.

    There are good reasons for fighting high density development--water just isn't one of them. It's a losing argument.

    1. I would agree that the Water issue and the high density development are not necessarily intertwined on every level, but there is a connection. When you're talking about building a huge development on the border of LA/Ventura county (The Newhall Ranch, 22,000 Homes), water is an issue. That's been one of the main talking point.

      In Encinitas, water is probably not a huge issue because the supply is most likely adequate for anything that would be built here. But in the larger scheme of things, we should be asking the water question.

      Will this tactic of mentioning water use be effective in stopping developments, no. The main question to me is community character, appropriateness of scale and density in a given area. A lot of the stuff that has been built fails those tests, and it all goes back to Density Bonus.

  12. The Poseidon Resources desalination plan will soon be producing drinking water in Carlsbad. The question is whether the plant will be able to sell the water at the projected cost, which was already high. The San Diego County Water Authority already committed to buy all the water. They don't care about the price. They will simply pass on the costs.

    These reverse osmosis systems are very energy intensive, and the cost of energy is not going down. Plus the membranes eventually get clogged and need to be replaced at high cost. Additionally the plant is at sea level, and all the water it produces will need to be pumped uphill for use.

  13. A material item that is conveniently left out of the debate is the fact that 80%-85% of California's water is consumed by agriculture. Somehow the farmers always get a pass. Maybe it is their lobbying $.

    The reality is that we are huge producers of water intensive crops like alfalfa and rice. Yes, rice! The reality is that the "do your part to conserve" sounds wonderful (just like paying for carbon credits), but it really doesn't move the dial. We need to start having an honest debate about why we are growing water intensive crops in a desert (and be prepared for much higher food prices).

    5. There are many cities up north where residents don't even have water meters hooked up to their homes. This continued practice up north and lack of enforcement for gross violators doesn't seem fair for those whose rates continue to rise down south.

    6. I think most of the U.S.'s fruit and vegetable crop comes from California, and if you read any of the links above, the farmers are getting hosed.

      This is why we aren't on water restrictions already, because the rates have been going up, and the agencies don't want to risk further alienating their customers. Penny Wise, pound foolish strategy.

      Everything will be going up from here on in, food, water, power, everything except your paycheck.

    7. Just as we are being asked to re-landscape our yards, perhaps we need to re-evaluate what crops make sense for California.

      Let's say for sake of argument that there weren't *any* people in California and the farmers had the 10%-15% of the water that the 38 million residents consume. How different would the picture be today? I would submit that the farmers would still be hosed. Farming rice and alfalfa in a desert just doesn't make sense.

      Desal is a potentially great solution for residential water, especially when you consider the prospect of renewable energy. This still won't have much of an impact for farmers in the Central Valley.

  17. Just so we're on the same page here... The cost was for artificial turf. I have no idea what the cost of the sod is that is re done every year. It is my understanding that he lights are run by the leagues. Nobody likes the generators, they are annoying and I'm not sure how they got around the HOA no lights issue when the park was built. One hopes the sod issue will get better at Leo Mullen after the new park is open for play.

    In the past Mullens was closed for 2 or 3 months for the grass to grow, and the grass was cared for by the city. What you see now is an abandonment by parks and rec of a city park. Complete mismanagement and gross negligent by Vina and his cabinet.

    3. The city does an amazing job with Leo Mullen considering the constant use it gets. The city fields (YMCA and Mullen) are very nice, especially in comparison to the school district fields, which are very poor.

      If the city, sports league and schools worked together to maintain the school fields, there would be a need for the six new fields at the Hall Sports Park and the school fields would be much better. The sports leagues would have to pay for maintenance.

She is being supported by the same people who supported Teresa and Tony and now realize that they are not what they said they were. At a gathering the other evening, there were about 75 people for Graboi, including Maggie's widower, Ian. Teresa has not spoken to Julie in about 3 years. More on that at another time. However, it does have to do with the housing element, and about 200 surveys the city never tallied. That's why some people are concerned about Peak Democracy. ow many of you took your little dots and put them on certain parts of the City. How did that work out for those of us who did it?

      Wow. I never looked at the use of Peak Propaganda in the way you described.

      It can certainly be a tool to limit public input at city hall and the enable city leaders to control public debate.

      For instance the city is able to see who is opposing their proposed plans and if those in opposition are well known within the community. This could allow city leaders to further refine what does or doesn not get put on the agenda.

      Interesting observation 10:13. I supported Barth and Shaffer- this was before I knew the two of them were for social engineering and changing zoning and codes and regulations to control our lives-

      That they are tracking oral communications equivalent is telling, and a bit disgusting, in my opnion.

How does that amount to blocking the city from doing business? This city was incorporated in 1986. It seems to have been doing business a long time before this new Peak Democracy thing came into being. Perhaps you could share your logic? Now, Tony intrigued by Logan's idea of a Federal Detention Facility would make more sense with the comment you posted.

I'm not always happy with the outcome. but it's pretty hard to beat a system of staff making recommendations; council responding with pros and cons; the public weighing in personally; a final decision made and all done on camera each week to be archived for anyone's online reference anytime. Peak Democracy takes a lot of the personality of that exchange and makes it very dull if not impossible for anyone to research and identify anyone's input. But at the same time pidgeon holes people. The Jehovah' Witnesses used to be crafty that way if they aren't still. When they leave a house after interacting with someone at the door, they kept a log of responses so they'd know exactly how to approach that person the next time with what they like or do not. Oh well, at least they're there in person and not using Peak Theology yet.

  39. 7:04- And we didn't pay them to come to our door. We, the citizens are paying for this. The city says it is only $9000.00 per year. What a bargain. Many commissions in our City would do it for free, and we don't necessarily need a communications expert for Peak Democracy, as it has already been pointed out that it is not statistically significant in any way. Peak Democracy told that to the City going in.

I'm starting to learn that this city, or this blog at least, is full of people who are scared of change and progress. They would all like to sit in their dark rooms in front of their glowing screens and shake a pruned fist at anything that is different.

    4. Something like Peak Democracy was envisioned by Barth to allow her a 'wall' between council decisions and citizen input.

      Also, the council and staff recognized that the 'affect' or actions of a very few, yes, Westbrook, Marr, Audet, C.J., Turney and especially Lindermann... made regular, one or two time visitors to the council uncomfortable, which precluded participation in person at the public hearings, so they believed they needed another way, opportunity for voters to express their opinion: the initial experiment with the online question of voters about dog parks shows quite clearly, not online but in the near incoherent rage of correspondents to and from each other, that someone that knows what they are doing should be in charge of this new ETown Hall, its not The Patch. As long as you have lunatic fringe-ers like Audet, Turney and Marr abusing their first amendment rights and turning each public meeting into the French revolution without guillotines, you will find the council and staff attempting to reach out to the regular or normal residents who as Bond once remarked,"Just want to drink a cold beer and watch American Idol when they get home at night."

So, I guess Bob bond, one of the founders of this City, abuses his first amendment rights, as does a whole lot of other people who speak, including Judy Graboi, Sheila Cameron, Sandy Shapiro, the list goes on. Hard to believe that Council is afraid of Bob Bonde, who is in his 80's. Hard to believe with the amount of sheriff power sitting at every council meeting that any citizen should be afraid of speaking. But, I guess since it is getting to look more like the USSR in our country it makes sense. God forbid you question authority, as Benjamin Franklin said we should. Before long, if you say what the "authorities" don;t like you will be in a psych. facility. Don't believe me. Check out Laura's Law, some our country supervisor is trying to get through. All I can say is we had better start speaking out, as the everyday citizen is losing big time, and yes, when you sign onto Peak Democracy you have to give your name. It many not show up if you don't want to, but to register you must sign your name, address, etc. Think about this, how much could the city sell that information for? Another profitable venture, all from your rather stupid, or very smart, city council.

      Last time Audet was at city hall he exposed Vina and the Barth Shaffer Kranz tax scheme for what it was.

      Audet showed the evidence that Vina knowingly withheld financial information from the public and the council regarding the true cost provided to Mr. Vina of the Lew Edwards proposed scope of services.

      Audet also exposed the lies and misinformation Ms. Barth wrote in her newsletter that the survey would only cost $20,000. No where in the the Lew Edwards cost estimate was the service limited to $20,000

      After Audet showed the evidence the council took the tax hike off the table. According to Shaffer she along with Barth and Kranz wanted a tax hike to take an estimated $5 million dollars out of the hands of taxpayers and 'redistribute' that money to city hall.

      You might not mind higher taxes and giving your money to the bankrupt failed policies of Gus Vina and city hall but I do.

      Thankfully there are people who would rather watch the shady dealings of city hall and waste of tax money rather than American idol.

    1. 11:35 If no one takes the survey, that will show the council that it was a big waste of money and they would learn from the lesson to not spend money needlessly. I have high hopes, but I know they are too high.

      The results will be exactly the way the city manager and council designed them. Next thing we will hear is they need to raise taxes and hire more staff because that is what the survey indicated. We our here in never never land, will not know one way or the other.

  42. Do remember the icing on every failed survey is when Lisa/Teresa/Tony/Gus blame residents for not participating. We at least have that to look forward to.
