Two columnists in one! Logan Jenkins on Reconsider-gate

It appears all but certain that Kranz, Barth and Councilwoman Lisa Shaffer will vote Wednesday to strip Gaspar of her title unless she promises not to run for mayor.
We suppose you could say Jenkins "reconsidered."

  3. True, Logan has always been a tad too cozy with Stocks, Duke and the country club crowd. He's a good writer, but he definitely addresses our politics with a wink and a smirk, like we're the small town outpost up here.

    Dalager's moves at the bank stunk to high heaven, meanwhile everyone was distracted with the whole kitchen nonsense, all the while he was up to some more serious shenanigans trading favors at the bank, which is the kind of thing that brings jail time if prosecuted..

    1. Dalager's most serious misstep was his solo vote on a project property that had been recently owned by Dan Shelley and the loan between the two of them.

      Dalager copped a guilty plea on the misdemeanor charge on kitchengate to avoid the more serious felony charge on the loangate problem. He should have gone to jail. Instead he did community service. I've heard he is now driving a school bus.

    2. It is my understanding Dirty Dan Dalager took a $100,000 loan from Dan Shelly. Dalager then voted in favor of Shelly on a land-use issue, without revealing the loan to the public.

      Dirty Dan who ran on the 2010 Ticket with Gaspar then told the public he had done nothing wrong. Gaspar- the 2010 family values candidate- remaind silent and said nothing.

      Wonder if Gaspar told her 8 year old son whe ran alongside a crook and a criminal to get elected- you know how honesty is important in the Gaspar household and all.

    3. Yup, I had forgotten the loan, which had the look of trading favors on a one to one basis. They should have nailed him for that.

      Thankfully, he was voted out, the best outcome for us, and probably him, as he would have been booted out of office for the loangate scandal.

      Everyone on the Stocks side of the equation kept quiet, which was to be expected. Sadly, Gaspar has even less motivation, smarts and engagement than Dallager.

      If she was smart, she'd just stay in her current seat, but apparently the powers that be in development-land want more, which will be her undoing if she gets in...

    4. Some people give gifts to charities, some to people they like, some may be generous when seeking bribes. The kind people who made it possible for several people locally to receive very inexpensive kitchen equipment (from scratch and dent sales making them virtually un-sellable - but fully functional) in no way fit into the last category. And to me it was funny that Tom Frank and I were listed among recipients by Logan in one of his columns - as though it could be for political favors. Perhaps Dan should have excused himself one night when he voted for that couple to keep the beautiful planter in front of their house on Neptune, when out of the blue, staff recommended its removal. But definitely no one on council should have voted for its removal and the majority did. Wasn't hurting anything; was just a pile of rocks in the same location when the current owners bought the place; it made the area look great and it also supplied a small wall for anyone to simply sit and relax a bit next to attractive plants next to Beacons. Today, it's just a blank wall that meets black asphalt with a pretty white line. Happy now?

      I always believed the loan and the bank consulting were much bigger deals than kitchengate.

      And I note that the city's uglification policies at Beacon are consistent with what they did to Rite-Aid on Santa Fe. Been meaning to write about that for a while and will get to it soon.

      Also consistent with keeping the red light cameras from a known corrupt vendor, despite zero public safety value and minimal net revenues and taking millions of dollars from Encinitas families.

      Achtung! Rules are rules and must be enforced despite the consequences!

    2. Logan's a good writer, but not necessarily unbiased. That said, the point is moot, because he usually has a surface level take or, "There's a lot of smoke in Encinitas, but little fire".

      His general tone has been that there is little difference between candidates and voting blocs. That's about it.

      He's never going to draw the line between Gaspar, Developers, out of town money etc., only talk about the People Magazine kind of angles.

  13. I don't get why people, including Logan, object so much to family involvement? I admired Kristin Gaspar's son's courage and brevity and her mother's spunk and ability to tell it like it is. Why is that the "nuclear option?" Our neighbors, our community, are all part of our extended family. But for those times when members of my family have been present with me at City Hall, I've been extremely grateful and proud.

    I relate to Kristin Gaspar's mom, and think she had moxie in standing up to what she thought was bullying. I remember so many times when I and others called Jerome Stocks out for bullying at City Council Meetings. Mothers and grandmothers usually are going to call it as they see it.

    Some people are expressing concerns about KG's development affiliations; but I don't agree with putting her down because her son wanted to speak, and her mother vented her disapproval of Shaffer and Kranz' machinations to go back on the unanimous compromise crafted on December 10.

    Frankly, KG, while often going along with the majority, has voted for more open government, along with Mark Muir, when Barth, Shaffer and Kranz have broken their campaign promises re enacting a sunshine ordinance, and went back on what they said about the Right to Vote Initiative, Prop A, while they were running, to what they unanimously lied about, along with City Attorney, Glenn Sabine, in ballot statements and the far from impartial, non-factual, City Attorney Prop A Analysis.

      Gaspar has still failed to prove leadership (passing on key votes), dignity (magic act) and engagement (reading canned statements, not developing her own opinions.

      In short, she has little record to stand on as she goes into the first mayor's race, she's done little to distinguish herself ethically (We Love Encinitas Website), politically or otherwise.

    Gaspar for open government?

    Please explain why Gaspar voted to give ex city manager an extra paycheck? Cotton had a signed contract to be paid a set amount for the year. Gaspar cared so little for taxpayers she ignored the contract, gave her crony insider money he didn't earn, and enable him to spike his pension. Is this the open government you stand for? Extra pasychecks to inside cronies at taxpayers expense? Is this what you teach your kids- contracts don't matter if you have friends in high places?

    Is it open government to waste $66,000 of taxpayer money on surveys intended to benefit the council not the taxpayer? Is it open government that first Gaspar signed as teh CEO of We Love Encinitas, but then removed her name so her husband Paul could be the CEO and along with Developer Dave Meyers sent out mailers promoting Gaspar?

    Is it open government to lie on tthe Prop A ballot statement? Gaspar cared so little for the public she lie on the Prop A ballot statement sent to every voter not once but twice? Should we be surprised the lies supported the position of her crony insider developers and out of town special interests?

    8. With respect to the question about more open government, Kristin Gaspar and Mark Muir voted not to have the unnoticed secret subcommittee meetings with Barth and Kranz that led to the city's overpaying for Pacific View.

      They made a substitute motion to have open public hearings, to include the EUSD Board of Trustees. That was voted down. They made a second substitute motion to have open, noticed subcommittee meetings; that was voted down by Kranz, Shaffer and Barth.

      Kranz selected himself and Barth to be on the secret committee, Shaffer voted to go along with that.

      Shaffer and Barth also wanted to eliminate individual time donations for agenda items at regular Council Meetings. Neither Gaspar, Muir or Kranz would go along with that.

      Everything else that someone is throwing at Kristin Gaspar was done by all of Council. Except, unlike Barth, Shaffer and Kranz, Gasper never pretended to support Prop A. Barth did pretend to support it, and Shaffer and Kranz signed petitions in favor of it, then supposedly, "changed their minds," after they were seated on Council, with Shaffer as deputy mayor.

      Gaspar had no problem signing her name to the Prop A ballot statement lies sent to every voter because it benefited Gaspar's out of town developers- Gaspar fails.

      Gaspar left the building in 2011 when the taxpayers needed her vote on Pacific View. Rather than show courage and stand up for taxpayers she showed cowardice and and ran from responsiblity. Gaspar fails.

      Gaspar has been in office four years. She has increased the annual debt service on tayapers by reckless spending. She has increased overall debt by more than $10M. The cupboards are bare because she spent all our money foolishly. She has increased liabilities that our kids will need to pay for. She has actively worked to destroy our community characther and our quality of life. She sided with developers on Desert Rose and ignored the fire risk and threat to saftey of residents.

      Oh yea- she is a liar as well.

      9:18 hopes by talking about the records of others they can deflect from the record of Gaspar. Gaspar's record is of her own making. She owns her record of failure. Tell 10 neighbors

    12. Negotiating a real estate agreement in public is just ludicrous. Neither a council subcommittee of two nor staff can commit the city to a deal. It has to be voted on by the full council at a time the public gets to weigh in on it. If it's a bad deal then don't accept the terms and start again. Simple. If you want to micro manage then run for council.

    13. Okay. Fact Thrower (FT for short) first says the survey was bogus, now FT says it was useless. If the survey is the one I'm thinking of, that surveyed resident's opinions on city services, that was recommended by the city manager (you know the "vile" Gus Vina). Yes, Gaspar voted for it along with the other council members. Since the survey results are public (you know - open government), anyone can use the results. So FT needs to prove that the survey was bogus, useless, and intended to be used as campaign propaganda.

      I guess it has become FT's life mission to defeating council member Gaspar. Good luck with that as she is well liked by many people in Encinitas most of whom don't appear to comment on this blog. And no, I'm not her or one of her supporters.

I guess Gaspar could have voted "no" on the survey but her husband still could have used the results in political flyers. Would that have still counted? And if she voted "no" and it still passed how would she have used the money for sewers, parks, roads, etc.?

      It may also be that the majority of Encinitas residents are fairly happy with the way the city works and many of those people may not comment on this blog or attend council meetings. Is that what's bothering you. Or is it by definition bogus because it's linked to the council and city manager.

      So far, as regards the survey, all we've heard from you is opinion.

      3. Gaspar voted against residents and tried to bury the road repair report from Nichols showing the city was some $43M behind in road liabilities. Rather than come clean Gaspar voted to pay lawyers more money to keep the report from public review. Gaspar and the city lost costing taxpayers another $100,000 dollars- money that could have gone to the public went to Gaspars failed leadership instead.

      4. Gaspar ignored residents who asked the $66,000 proposed for bogus surveys go instead to capital projects. Instead the surveys were used by Gaspar's husband to send out mailers promoting the political aspiration of his wife- while taxpayers sewer and roads went unrepaired.

      5. When residents needed Gaspar's vote in 2011 to buy Pacific View under the terms of the Naylor act Gaspar left the council meeting and refused to vote. When taxpayers needed leadership Gaspar gave us cowardice.

Muir later was caught on videotape violating city election laws. Muir then joined Gaspar in lying to the public on the Prop A ballot statement.

      9. Gaspar renewed the contract of Pedr Norby after residetns spoke against the contract. Norby then led the ERAC Committees and proposed 5 story buildings throughout the city. When residents asked for ways to protect community character Gaspar looked for ways to destroy it.

      10. Gaspar ignored residents seeking protection of their safety, property values, quality of life and community character in Olivenhain and sided with high density developers. Residents had to suit the city to protect their safety and quality of life. The judge sided with the residents and ruled against Gaspar and city.

      The facts are the facts. No Attitude, no hyperbole. Gaspar's record of incompetence, mismanagement and malfeasance is her own.

All I asked was to explain why the survey was bogus. It was proposed by the city manager. Voted on by the whole council. And the results were public and therefore could be used by anyone. Imagine if the results weren't good and Gaspar's opponents used it in their campaign literature. Would it have still been bogus? Of course, my strong suspicion it is bogus because it was supported by the council. Guilt by association which is opinion.

      And not that it matters because you believe what you want to believe whether or not it's based in reality, but no, I'm not a Gaspar "crony" (i.e. her, her family, her friends, her greedy developer supporters, etc.).

After listening to the over-the-top comments of the mother and the plainly guided comments of the kid, I was extremely disappointed that Gaspar would stoop this low. I left the meeting thinking she was no better than Barth, Shaffer, or Kranz.

      The correct decision was made by the council, but nobody came out looking good.

      Interesting it was recently reported in the paper that Encinitas spent about $58M this year, buy only took in about $56M. This is called spending more than you have- it leads to bankruptcy, like Detroit. I suppose a parent might let a kid overspend and max out a credit card to let the kid fail- but should we wait until they start selling taxpayer owned assets before we say something? wait, the city is selling Pacific View- EUSD is afterall our government and they are selling the PV school because like the city EUSD also spent more than it took in this year.

      Part of the problem is the increased debt service the council voted for- that added $500,000 annually to the annual budget expenses. Add to this the unneccessary spin doctor and the many consultants the city overpays to produce manufactured results. Next consider the money wasted on surveys that were used to benefit council members Stocks, Gaspar and Muir.

      You might support taking the fictious names of others due to a lack of personal creativity - don't expect us to join you.

  23. Dear Lord is all I can say. I know a lot of people believe in Agenda 21 and I don't want to debate that on this forum. But, this Country, let alone this city, has not bought into it, so it seems pretty stupid to use it as a campaign slogan for a city council seat. I wonder how many people in Encinitas even know what Agenda 21 is? I'm sure people on this blog do, but the average person who works everyday, goes home to his or her family and generally doesn't care all that much for politics, probably has no idea. Perhaps Alex may want to stick to issues a little closer to home. A medical cannabis dispensary works for me.

    1. Actually the City on August 18, 2009, joined the International Committee of Legislation Environmental Initiaitves, paid $12,000 at that time and much more sinse then. Diane Langager and Richard Phillips are the staff members appointed to ICLEI, which IS part of the Agenda 21 movement, which is why Vista stopped their membership year before last. If you read the city's climate action plan, 90% of it comes from ICLEI and it was used to underscore the first attempt at the Comprehensive General Plan Update: which is one reason Why former Planning Director Patrick Murphy might be gone. Teresa is fully aware of this fact as she is the only member of the council left who voted unanimously on the membership to ICLEI and Phillips is still attending the meetings. Not one resident was allowed on the Climate Action Plan ad hoc committee that Teresa, Chaired, while she was advising her peers to hire MIG out of Berkeley.

      You can look all this up on the City's site and you will find that Maggie, when she was Mayor, signed a contract with ICLEI the same night they approved a million dollars for MIG.

  24. At the May 21 council meeting 14 teenagers applied for 11 positions on the youth commission. One of the council members suggested allowing all 14 to serve or having 3 to serve as at-large commissioners. The council bantered back and forth and finally decided on allowing up to 20 youths to be on the youth commission which carries the same weight as the other commissions.
    Any wonder why Gaspar let her son speak?
