Still catty after all these years

Teresa Barth's June 21 newsletter:
Gaspar takes over with little fanfare I was encouraged to read that Mayor Gaspar realizes that her presentation at the State of the City and the behavior of her friends and family at the May 28 council meeting was inappropriate.
Having read the Coast News article in question, we did a double-take. We recalled no such comment from Gaspar.

Upon re-reading, here's what Gaspar said:
[Gaspar's appointment to mayor] was briefly in question when Councilwoman Lisa Shaffer requested to discuss the compromise. While Shaffer said her intentions were never to deny Gaspar the mayoral seat, Gaspar and her supporters questioned the need to have the item on the agenda.

The council unanimously voted after a heated hearing to proceed with the transition, though Gaspar acknowledged that the incident might have strained her relations with the council majority of Barth, Shaffer and Tony Kranz.

There have been some events that strained some relationships on the council,” Gaspar said. “The next few weeks I hope we can rebuild those relationships so we can continue to work in the best interest of the community.

“I am hoping they are interested in doing the same, rebuilding trust and relationships,” she said.
"The incident" and "some events" to an outsider would most obviously refer to the Shaffer-Kranz move to "reconsider" reneging on the unanimous deal in the first place.

Is Barth's putting words in Gaspar's mouth just a typical Barth spiteful dig? That's the less frightening of two possibilities. The alternative is that she so completely lacks self-awareness that she actually believes that Gaspar bears most of the responsibility for recent council nastiness and was confessing.

And it's telling that Barth views Gaspar's State of the City comments on Encinitas' poor fiscal condition, made worse by the overpriced purchase of Pacific View, as a personal attack. So only happy talk is acceptable at a State of the City, and residents don't deserve to hear the unpleasant truth about Encinitas finances? If that's the case, what else are we being kept in the dark about?

    1. Agree, 1:26. I did a double-take, too, WC, when I read Teresa Barth's latest newsletter. I also noticed that in the article, no mention was made of Tony Kranz' very similar Council Member initiated agenda item. Why didn't they both just ask for a future agenda item, together, at a public meeting, as is the typical protocol, for which agenda item there would have been a staff report?

      Why didn't Teresa Barth give her own agenda report for her own Council Member initiated agenda item the following week; it was weak for her to hand over control to Planning Director Jeff Murphy who didn't go by what was on the written Agenda report, provided by Barth.

      Remember the old days, when Barth didn't make all her digs, and put both sides of issues in her newsletters? She used to link Encinitas Undercover and Encinitas Guerilla, too, but stopped that a long time ago.

In the days leading up to the dual-presentation at the SOTC dinner, Barth twisted arms of the the City manager, the City Attorney, the Main street groups and the Chamber of Commerce, anyone and everyone she could punish for her inability to force Kristin into doing what Barth wanted her to do.

      Phone lines buzzed throughout the week as TB grew more and more exasperated that she could'nt force a peer to do as she wishes.

      Her peers also caught Lisa and Tony conspiring to put out a Request For Proposal for $100K to have a consultant draft out a plan to create Bob Bonde's ambulance plan: even though the County would never agree to let Encinitas out of the collective ambulance district.

      Meaning, Tony and Lisa were open to throwing away another $100K because they still don't know what they are doing.

      Plus, Barth et al are trying to let EUSD out of paying fees that everyone else, everyone, has to pay: its as if the council majority works for EUSD rather than the voters. Criminal? No. Crazy? Yes.

    3. Interesting comment, 7:06. Teresa Barth should not have pressured Kristin Gaspar or anyone else re what KG's part of the presentation at the State of the City Address would be.

      However, forgive me if I don't take your word that "the County would never agree to let Encinitas out of the collective ambulance district." Bob Bonde had made some preliminary inquiries, and has studied this topic, for years. He states he feels it's feasible, that the County could agree; we (the City) have to ask, first. But what happened to Lisa Shaffer's previous suggestion that this topic could go back to the Traffic and Safety Commission for a thorough vetting.

      With the help of the T&S Commission, and staff, why couldn't the City come up with a plan without hiring another 100K consultant? Where there's a will, there's a way.

      But for Tony Kranz and Teresa Barth to discuss something isn't conspiring and isn't illegal. When three Council Members discuss something, outside of a noticed public hearing, even though they may not be talking to one another all at the same time, that is a violation of the Brown Act.

      If Lisa Shaffer and Tony Kranz talked to Teresa Barth about their separate, but nearly identical, Council Member initiated agenda items to discuss or reconsider Kristin Gaspar's succession to being our last appointed mayor, then that was a violation. There is definitely an appearance that the Brown Act was violated. I fail to see why both LS and TK set up their separate agenda items, when they were combined, anyway, when they were heard, and Tony promptly decided, afterwards, that he had changed his mind on his reason for setting his agenda item, that he would pass on his turn as Deputy Mayor, because he's possibly running for mayor.

      EUSD should have to pay the same fees as everyone else. But what you are not considering, 7:06, is that there should be no Minor Use Permit and no Coastal Development Permit for a community garden ANYWHERE in Encinitas. EUSD should still be required to get a CDP to run utilities, since it's apparently doing that on its school site on Quail Gardens Drive, according to a May 2, 2014 Coast News article by Jared Whitlock.
      EUSD should still have to get a permit to put modular (portable) classroom structures, there.

      But to charge the Encinitas Community Garden non-profit, or any individual, additional monies for permits to construct and maintain raised beds, when that, in and of itself, should be allowed within agricultural, residential or commercial zoning, is absurd. What's crazy is to require redundant fees, which set a bad example and precedent, and then to forgive them for a favored few.

      Teresa Barth's initial, and perhaps final Council Member initiated agenda item was a failure, because her "execution" was so weak. She had good ideas, but instead of presenting her case, and following her written agenda report, she turned the dais over to Planning Director Jeff Murphy who narrowed the entire discussion down to ONLY the EUSD site's community garden. Murphy wasn't prepared to speak, and wasn't even in the room when Barth unexpectedly called upon him. He began and ended with insisting that a Coastal Development Permit is necessary for a community garden, without backing that up with any facts or reasoning.

    Consider Barth Shaffer and Kranz all are supporting Blakespear. Next they all met at Blakespears house for a meet and greet

    Then consdier now Tony decides to run for Mayor, and Barth today uses her propaganda newsletter of lies and misinformation ( like the Lew Edwards survey would only cost $20,000- another lie) to spread this PV article

    Tony shows up in the PV article as a model in a contrived photo shoot of Tony looking pensive, Tony looking happy, Tony looking intense (the many faces of Tony) Tony looking like the hero-

    so here is the hope

    Blakespear wins, Tony wins- they run as a ticket

    then Blakespear, Tony and Shaffer appoint Barth to take Tony's council seat for the next two years-

    I'm just saying- is it possible?

    5. Leucadia 101 directors liked Barth because she voted for roundabouts; now that she and Kranz and Shaffer voted to overpay for Pacific View, and to float another $13 Million bond, to include a $3 Million lifeguard station, and there's no money left for the roundabouts, not so much.

      Catherine Blakespear has aligned herself with Barth Shaffer Kranz
      Barth Shaffer Kranz (along with Muir Gaspar) all lied on the PRop A ballot statement- what does that say about Blakespear?
      Barth Shaffer Kranz opposed resident safety at Desert Rose
      Barth Sahffer Kranz opposed resident property rights at Desert Rose- what does that say about Blakespear?

      I and many others think this is a big deal.

      If supporting a candidate who opposes the right to vote, who sides with liars and who cozies up to council members who trample on the property rights and safety of residents is important to you then vote for Blakespear- she fits that bill

      If supporting a candidate who stands up for the residents right to vote is important to you, or supporting a candidate who has spoken out against liars at city hall matters to you or if you want a candidate who has actually led her neighbors in efforts to protect property rights and safety then consider voting for Graboi.

      Graboi's record of leadership is superior to Blakespears sordid associations and record of empty rhetoric.

    3. Julie has proven herself to be a leader. She attends nearly all council meetings, and she speaks up when she sees the need. That's enough for me. Even though Kranz has lived here his entire life, it doesn't make him know a lot about he city. How many times did you see him at a Council meeting before he ran? How many times did you see him speak up about some injustice in this City? Lisa went for about a year before she ran. She had her laptop and took notes. Not sure if they were about the Council meeting or maybe she was working on stuff for UCSD. She never stood up and talked. One time I was in the back area where she usually sat, and I asked her what she thought of a particular item. She said she didn't know much about it. This item was being talked about on this blog and elsewhere so to say she didn't know anything about it was just plain weird. I am for Julie, even if I know nothing else but what she has already done. Taking on Marco is no easy task and she and her neighbors did it and WON!

  11. This is all on the level of gossip. Neither the efforts, votes or accomplishments of these two passes muster. Barth will leave at the end of the year and we can vote out Gaspar.

    Let's spending our time helping Julie get a website together so we have a chance to take that seat, instead of wasting time on this backbiting which won't lead anywhere.

  12. Barth seems unable, now, to see or understand the workings of the City from the perspective of the citizens. It's as though she has blinders on. Some of us were hoping she'd improve as she moved away from sitting so close to City Manager Gus Vina, but, even with his being on vacation, Barth still seems clueless, not so much dazed and confused, as snide, petty, and vengeful.

    I'm glad, too, she'll be gone in six months.

    2. With all respect- technically the lame duck on the council if there is one is Barth. No, not because Barth is lame-which she is, but because Barth has said she does not plan to run.

      For instance President Obama could become a lame duck President as he does not plan to run again and members of both the house and the senate no longer support many of his policies

      However President Obama is not a lame duck President because he could care less about the elected senate or the congress and he cares even less about the US Constitution. President Obama won't be a lame duck President because he sees himself as an emperor and above the law. He can lie to America on issues from immigration to terrorism to taxes to the IRS to education to the EPA because he owns the courts thanks to Eric Holder.

      But back to Barth- she could be the only lame duck council member as she has siad she won't run (but will she be appointed?) but as we see from Barth's newsletter she is very much active- from voting to over pay for PV rather than acting responsibly, to lying in her newsletter on the Lew Edwards tax increase to working covertly on the housing element to upzone the city and reward her friends Barth is anything but a lame duck

There is a fundraiser for her next weekend and that's about all I can say at the moment. You will possibly be surprised at who is supporting her, and she most definitely has a chance.   20. When we speak of "lame duck" referring to Gaspar and Muir, what that means is they are not able to function or be effective in their role on council. If you want to make more out of it, there are plenty of definitions, but I don't think we need to keep picking on the term that some one has chosen to use. I, personally, could give these two worse names than "lame ducks".

  21. Gaspar will probably easily breeze into the mayoral position. as her handlers have prepared the upcoming propaganda onslaught to depict her as a fiscal conservative and a family values person. The majority of the local electorate is clueless about the real facts and aren't interested in local politics. The voter turnout is likely to be 30% ; of those, I'd say perhaps 1% is up on the state of affairs. The glossy fliers and roadside signs will influence the majority of the uninformed, who vote only out of a sense of obligation. The people get the "leadership" that they deserve - the special interest oriented stooges.

    3. I don't think the mayor position has any term limits associated with it. And if it did, it wouldn't be limited to a single 2 year term. Although the mayor will now be elected, it still has basically the same powers as the current rotating mayor has. Which is to say very limited. It is definitely not a strong mayor position.

      I am fully aware that until recently, her voting record was equally as horrible as Barth's, Shaffer's, and Kranz's.

      And I'm well aware that her recent conversion to fiscally responsible talk coincides with the start of campaign season.

      Nevertheless, politicians doing the right thing is such a rarity in this town that it's worth encouraging, even if they're doing it for the wrong reason.

      Thank you for posting. You claim to be representative of the Tea Party that promotes financial responsibility. I too believe in financial conservatism.

      Ms. Gaspar gave ex-city manager Cotton an extra paycheck. The record and evidence presented by citizens opposed to the extra paycheck included public presentation of Mr. Cotton's annual agreement including Cotton's employment agreement where he signed his name to accept a set annual salary amount. Ms. Gaspar ignored this signed contract giving Mr. Cotton more money than he had agreed to at the expense of taxpayers and enabling Cotton to spike his pension. Financially responsible leaders protect taxpayer money and enforce contracts to the best interests of residents and not their friends and crony's- what say you on Ms. Gaspar voting on this issue?

      The Tea Party members I know believe government should serve the people not themselves. Ms. Gaspar voted to keep the Nichols road report from the public that revealed the city was near $43 million behind in road repairs. In keeping the road report from the public the city spent nearly $100,000 on legal fees. The courts ruled against Ms. Gaspar's attempt to hide the report and sided with the residents. Do you support obfuscation and wasting taxpayer money on lawyers to hide reports? Or do you support open government and spending money to benefit taxpayers not keep them in the dark? What opinion would the Tea Party draw from Ms. Gaspar's attempts to hide the report and waste of taxpayer money in doing so?

      Ms. Gaspar voted to spend $66,000 on what have been described at city hall as "feel good survey's". The Tea Party members I know believe taxpayer money should be used to benefit taxpayers. During the hearings on the survey's many residents asked Ms. Gaspar not to approve spending $66,000 on surveys and to instead use that money to fund capital improvement projects. Not a single resident spoke in favor of the surveys. Ms. Gaspar ignored the residents and recklessly and selfishly blew the money. A few months later her husband Paul sent out an election like mailer using the manufactured 'feel good survey results' as propaganda to promote his wife. In your opinion is this a good use of taxpayer money? In your opinion is government serving the people when a council member like Ms. Gaspar ignores residents? What would the Tea Party's position be on this waste of taxpayer money?

      I could continue, however these questions to you are a starting point. I am looking forward to your participation and your response.

      Teresa Barth signed her name to ballot statement lies that went to eveyr voter in the city.

      Teresa Barth voted to take money that could be used on projects and instead approve up to $135,000 for her friend- Marela Medford as the city spin doctor.

      Teresa Barth voted to take $7M from funded projects with no plan to pay it back.

      Teresa Barth came into office with the city having a manageable debt and leaves office with the city having increased debt service by close to $1.4M annually. To put that in persepctive that is more than the city spends in a single year on road repairs.

      Teresa Barth looked the other when her crony Gus Vina with-heled important financial information from the public during the Lew Edwards hearings- or was Barth in on the cover up?

      Teresa Barth lied in her newslett claiming the tax increase survey could be done for $20,000 - when the low end of the only proposed survey presented at the council meeting was for about $70,000

      You can agree with 'Teresa' because she is your friend- I understand that.

      But the facts are Ms. Barth lied to the public, withheld information from the public, misled the public, failed to fund projects, faield to fix roads and leaves the city with more debt then when she came in.

      We are all entitled to our opinions. Ms. Gaspar did get a degree in Journalism- not finance.

      Ms. Gaspar did run on being the CFO.
      Ms. Gaspar told the public she was a financial conervative in 2010
      Ms. Gaspar did get a grade of F from the Encinitas Taxpayers Assn in 2010.
      Ms. Gaspar did vote to give ex city manager Cotton an extra paycheck
      Ms. Gaspar did vote to spend near $100K to keep the road report from the public
      Ms. Gaspar did vote to spend $66,000 on 'feel good' survey's her husband then used to send our mailers
      Ms. Gaspar did vote to take $7M from capital projects with no plan to pay it back.

      I don't know Ms. Gaspar. I know her rcord- and it is a record of mismanagement and waste of taxpayer money.

    1. One generally doesn't load as much personal stuff down here, as would be on FacePlant - just political opinion, satire and sometimes facts. I suppose that means that this is a mineable category too (dissident) - adequate justification for the labor camps in Kentucky (FEMA). Why wait for the next Star Wars? The Empire is already striking back......

  36. I worked the late shift last night so I read the posts on this particular issue. I was totally disgusted with the personal attacks on certain people. I want to thank WcV for taking down the hate. Nothing good comes from it and it sets us back from the goal of taking back our city.

    1. Dr. Lorri was open enough to post under her own name. She simply stated a fact, that she could not see, the above quote, from Barth's FB page, which was quoted, above, and which I'll copy, below. I never saw it either. Dr. Lorri is a truthful person. I appreciate when people ask questions. We shouldn't take anything for granted, posted here, anonymously. But I believe Barth probably did post the comment, below, on FB, then deleted it, as Lisa Shaffer has done with past comments on her FB page, also reported here, by WC.
